Job Description
Minimum Qualifications- Graduation with a Bachelor’s degree from an accredited college or university in engineering, architecture, or construction science, plus eight (8) years of experience in a field related to engineering, architecture, or construction management, including two (2) years of experience in a lead or supervisory capacity.
OR - Graduation with a Bachelor’s degree from an accredited college or university in any field, plus ten (10) years of experience in a field related to engineering, architecture, or construction management, including two (2) years of experience in a lead or supervisory capacity.
Licenses or Certifications:
Must possess one of the following licenses or certifications or be able to obtain within six (6) months of hire date:- Licensed Professional Engineer (PE) in the state of Texas
- Licensed Registered Architect (RA) in the state of Texas
- Project Management Professional ( PMP )
- Certified Construction Manager ( CCM )
Position Overview:
This position works in Capital Delivery Services, Civil or Utility Project Management Division. This position will supervise, inspire, and lead project management staff who manage Capital Improvement Projects for sponsor departments City Wide. This position will also manage one or more large complex Capital Improvement Projects. Current and future civil and utility Capital
Improvement Projects include:- Walnut Creek Wastewater Treatment Plant Expansion
- Central Utility Plant, Utilities Infrastructure Campus-Wide, and Midfield Taxiway projects out at the airport
- Mobility improvement projects related to the 2016 and 2018 mobility bonds
- Numerous projects related to water and wastewater treatment and improvements, mobility and street improvements, flood reduction, water quality improvements, and other civil engineering and utility projects

Travel:
The Capital Delivery Services Department is comprised of multiple facilities located throughout Austin. If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Record Evaluation you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.
Hybrid Work Environment:
The City of Austin Telework Program is designed to empower employees and leaders to establish hybrid work arrangements that promote high levels of performance and engagement. The City of Austin has an established work arrangement under which an employee is scheduled to work at least 2 days per week at their designated worksite. Some positions may require additional time at their designated worksite.
90 Day Provision for Additional Vacancy:
If the same or an additional vacancy occurs within the Capital Delivery Services Department in the same job title within 90 days after the start date of the top candidate, the additional position may be offered to another top candidate from the same candidate pool. This may include filling other vacancies with the same job title in other division/work locations within the City of Austin, Capital Delivery Services Department. Decisions on assigned selection may be made at the time of hire based on the business needs of the department.

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
Assigns projects, monitors workload, and provides guidance and leadership to achieve successful project delivery. Monitors project schedules, milestones, and timelines and ensures projects adhere to established scope, schedule, and budget. Ensures projects are managed in accordance with established processes, procedures, and standards. Acts as liaison with customers and contractors to ensure customer satisfaction. Coordinates and cooperates with other agencies, departments, divisions, and private utilities involved in or affected by projects. Represents the City of Austin and Capital Delivery Services to councils, boards, and other regulatory agencies. Establishes and ensures completion of quality assurance measures by developing, monitoring, and analyzing reports and providing revisions to policies and procedures. Develops and monitors Operations & Maintenance (O&M) and/or Capital Improvement Program ( CIP ) budgets and responds to any deviations from the approved cost/timeline projections.

City Government
The City of Austin is a progressive, full-service municipal organization operating under the Council-Manager form of government.
