      • Water Use Efficiency Supervisor - Range 222
        • $60.93 - $75.87 Hourly
        • $10,561.20 - $13,150.80 Monthly


    GENERAL DESCRIPTION:

    This position is responsible for researching, designing, planning, organizing, and participating in the implementation of water use efficiency programs.

    DISTINGUISHING CHARACTERISTICS:

    This classification is distinguished from the Associate II in that the Water Use Efficiency Supervisor combines supervision and coordination of a specific work unit with individual responsibility for water management and conservation programs. The duties of the classification are divided between supervision and program management. Incumbents are expected to handle planning, assigning and scheduling of subordinate staff's workload, and prepare written performance evaluations.

    SUPERVISION RECEIVED AND EXERCISED:

    The Water Use Efficiency Supervisor reports directly to the Water Use Efficiency Manager and fills in as department supervisor in their absence. Exercises direct supervision over professional and technical staff.

    Required Skills

    KNOWLEDGE OF :

    • Provisions, benefits, eligibility requirements and regulations applicable to a wide variety of water use efficiency and conservation programs.
    • Principles and practices of effective customer service and customer-oriented communication, as well as a developing and executing educational, public relations, and community outreach programs.
    • Forecasting and analyzing residential and commercial water consumption patterns; application of GIS and business intelligence tools; scientific research and methodology.
    • Horticulture, irrigation, and sustainable landscape design principled and application; water efficient landscaping methods, practices and technologies, California-native plants, soils, and turf.
    • Principles and practices of data management, market research and surveys, reporting, basis purchasing practices and procedures, developing Request for Proposals and contracts, and basic project management.
    • Principles and practices of supervision, employee training and development, performance coaching, employee relations and related labor laws.
    • Business letter writing and report preparation including proper spelling, grammar, punctuation and technical writing expertise.
    • District personnel rules, policies and labor contract provisions.
    • District and mandated safety rules, regulations and protocols.
    • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff.
    • The structure and content of the English language, including the meaning and spelling of works, rules of composition, and grammar.
    • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.


    ABILITY TO :

    • Perform in a fast-paced, team-oriented, continuously changing, customer service environment.
    • Learn, understand, interpret, explain, and apply detailed provisions, requirements, rules and procedures applicable to water conservation and efficiency programs.
    • Organize, plan, implement and direct conservation and water use efficiency program operations and activities.
    • Attend various community and civic meetings and/or functions and make presentations on behalf of the District.
    • Communicate effectively, both orally and in writing. Prepare clear and concise written reports and correspondence. Speak effectively to large groups.
    • Analyze data on water consumption and identify measures that increase water efficiency and reliability; integrate multiply datasets from different departments for use in GIS and business intelligence platforms.
    • Read and interpret plans and specifications to determine policy and ordinance compliance.
    • Understand, interpret and enforce policies and ordinances.
    • Prepare and maintain clear and concise records, reports and correspondence.
    • Analyze complex problems, examine alternatives and recommend solutions.
    • Read and understand engineering and irrigation system plans.
    • Establish and maintain effective working relationships with those contacted in the course of work.


    Required Experience

    Any combination of experience and education that provides the required knowledge and abilities is qualifying, along with the specific licenses/certifications as outlined below:

    EDUCATION / EXPERIENCE:

    • Graduation from an accredited college or university with a bachelor's degree or major coursework in physical or natural science, landscape architecture, horticulture or closely related field and five years' experience in water use efficiency and landscaping, performing customer consultation, water usage investigation and analysis, and program implementation for residential and non-residential (i.e. commercial, agriculture, etc.) customers, with at least two years of experience leading, assigning or directing the work of others. Or graduation from an accredited college with an associate degree in physical or natural science, landscape architecture, horticulture or closely related field with seven years of experience in water conservation and landscaping performing customer consultation, water usage investigation and analysis, and program implementation for residential and nonresidential (i.e. commercial, agriculture, etc.) customers with at least two years of experience leading, assigning or directing the work of others.


    LICENSES / CERTIFICATIONS:

    • Certified Water Manager, Qualified Water Efficient Landscaper (QWEL), Landscape Irrigation Auditor, AWWA Water Use Efficiency Practitioner Grade 2, or a similarly related certification/license. A valid California Class C driver's license and ability to maintain insurability under the District's Vehicle Insurance Policy.

    Authorized under the Municipal Water District Act of 1911, EMWD's duties and responsibilities are further delineated in the California Water Code. In 1951, EMWD annexed to The Metropolitan Water District of Southern California (MWD).

    As with many other public entities, EMWD is authorized to exercise the power of eminent domain, to levy and collect taxes, to fix, revise and collect rates or other charges. The district may also issue bonds, borrow money and incur indebtedness.

    Municipal water and sewer rates are not subject to regulation by the Public Utilities Commission of California. EMWD customers instead are represented by a board of five directors. They are elected by registered voters to four-year terms in divisions representing comparably sized populations.

    The population within the current 555-square-mile service area is about 630,000. EMWD's operating budget for 2005/2006 is $145 million with net assets of approximately $1.4 billion.
