    ABOUT THE POSITION

    The Clark County Election Department is seeking qualified candidates to apply for the Manager Election Administration position. This position manages the operational and functionality of the registration division, oversees the planning and coordination for candidate filing, ensures the department is in compliance with the laws that affect the registering to vote, candidate filing, and petitions. The candidate will logistically coordinate with outside vendors, organizations, and departments in voter registration drives and recruitment of staff and will work closely with the Registrar and Assistant Registrar on election timelines and budget. This position requires mandatory overtime during various periods in the election cycle. The overtime can include weekends and may be with little to no notice.

    This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

    This position is a management position and excluded from membership in the union.

    MINIMUM REQUIREMENTS

    Education and Experience: Bachelor's Degree in Computer Science, Business or Public Administration or a field related to the work AND five (5) years full-time experience in election systems or information technology, including two (2) years of supervisory/management experience. Equivalent combination of formal education and appropriate related experience may be considered.

    Working Conditions:
    Work extended shifts or be called back in emergency situations.

    Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

    Citizenship: Candidates must be legally authorized to work in the United States. Please note, Clark County does not provide H1B visa sponsorships or transfers for any employment positions.

    Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

    EXAMPLES OF DUTIES

    • Plans, organizes, assigns, supervises, reviews and evaluates the work of professional, technical support and operational staff.
    • Recommends selection of staff, trains staff and provides for their professional development; administers discipline as required.
    • Under general direction of the Registrar of Voters or the Assistant Registrar of Voters, maintains current knowledge of hardware and software options; recommends modifications and upgrades to management staff to improve effectiveness and efficiency of operation.
    • Oversees the security of the central computer facility.
    • Prepares work schedules and cost estimates for projects and monitors project progress against schedules and cost.
    • Contributes to the overall quality of the division's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
    • Maintains accurate records and files; prepares user instructions, documentation, correspondence and a variety of written materials.
    • Assists with the planning, preparation and administration of the department’s capital, operational and supplemental budgets.
    • Provides input into goals, objectives and budget development for the department’s strategic plan.
    • Ability to interpret, apply and explain complex federal, state and local laws related to the area(s) of responsibility.
    • Performs analyses, coordinates projects, reviews and ensures that project results are professional, valid and able to be implemented.
    • Directs, conducts and participates in various managerial, operational, budgetary and other analyses; collects and reviews data and evaluates alternatives and recommendations.
    • Oversees specified long-term and short-term projects; represents the department in meetings with other departments and agencies.
    • Uses standard office equipment, including a computer, in the course of the work; may drive a personal or County motor vehicle to various work sites.


    PHYSICAL DEMANDS

    Mobility to work in a typical office setting and use standard office equipment, vision to read printed materials and a computer screen, and hearing and speech to communicate in person or over the telephone. During election cycles, will need to occasionally lift and carry election equipment up to 25 pounds without assistance. Accommodation may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodation.
