We have an opening for the position of Engineering Manager (Land Development) in our Development Services Department/Engineering Division.     Under administrative direction, plans, organizes, and directs the activities of an assigned Engineering section; assigns and reviews the work of staff responsible for major and minor engineering, development, and/or construction projects; ensures work quality and adherence to established policies and procedures; and performs a full range of advanced level professional engineering duties involved in managing and completing the most technical and complex tasks relative to assigned area of responsibility.

    OPERATIONAL DUTIES:
    This position will oversee the Land Development Section of Engineering and manage a team of engineers and technicians to review land development projects, prepare conditions of development, review subdivision maps, site development plans, developer agreements, and evaluate conformance with land development requirements and codes.

    Key Responsibilities

    The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

    Plans, prioritizes, assigns, directs, and reviews the work of staff responsible for major and minor engineering, development, and/or construction projects including projects in the private Land Development projects.

    Oversees and manages the Land Development section within the Engineering Division; manages engineers, project managers, and technicians; oversees project design, technical specifications, engineering elements of projects as required, preparation of bid documents, construction management, and makes presentations to City Council.

    Oversees and manages the plan check of improvement plans, grading plans, final maps and associated reports in accordance with city standards; approves plans and maps for city, reviews and approves plan revisions.

    Directs staff and oversees the review of land development projects, preparation of development conditions, review of subdivision maps, site development plans, security agreements and evaluate conformance with development codes and requirements.

    As assigned, serves as project manager and City representative for complex, multi-agency programs and projects; prepares plans and correspondence; attends public meetings and presents information; develops procedures.

    Negotiates complex agreements; prepares, reviews, and interprets agreements and contracts and prepares agreements and contracts for appropriate signatures and ensures terms of agreements and contracts are met.

    Directs and participates in the preparation and evaluation of technical studies, fee studies, reports and analyses related to engineering services; analyzes and evaluates study results and implements findings.

    Develops staff and division goals and objectives, as well as policies and procedures; makes recommendations for changes and improvements to existing standards, policies, and procedures; participates in the implementation of approved policies and procedures; monitors work activities to ensure compliance with established policies and procedures.

    Oversees and manages assigned professional and paraprofessional staff as well as contractors and consultants; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.

    Responds to and resolves complex citizen and staff inquiries, concerns, and complaints in a timely and effective manner.

    Processes invoices for consultants and other agency services; reviews invoices; confirms work in progress and schedule; monitors budgets; approves invoices; appeals incorrect invoices.

    Prepares and administers the assigned program and/or project budget; submits budget recommendations; monitors expenditures.

    Prepares, participates in and makes presentations to boards, commissions, and committees including City Council, commissions, committees, and planning groups; prepares and presents staff reports and other necessary correspondence.

    Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of engineering; incorporates new developments as appropriate into programs.

    Performs related duties as required.

    QUALIFICATIONS
    Knowledge of:

    Operations, services, and activities of assigned engineering program.
    Civil, structural, electrical, traffic, geotechnical, and mechanical engineering principles and practices.
    Pertinent federal, state, and local laws, codes, and regulations.
    Principles of supervision, training, and performance evaluation.
    Principles and practices of municipal budget preparation and administration.
    Principles and practices of program development and administration.
    Principles and practices of project management, administration, and coordination.
    Design standards.
    General construction principles and practices.
    Contract administration principles and practices.
    Principles of business letter writing and report preparation.
    Occupational hazards and standard safety precautions.
    Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
    Customer service principles and techniques.

    Ability to :

    Manage and direct assigned Engineering Division programs, section, and/or work group.
    Supervise, select, organize, and review the work of assigned staff involved in providing engineering and project management services.
    Select, train, and evaluate staff.
    Recommend and implement goals, objectives, policies and procedures for providing assigned engineering services and activities.
    Prepare clean and concise administrative, engineering and financial reports.
    Participate in the development and administration of program goals, objectives, and procedures.
    Research, analyze, and evaluate new service delivery methods and techniques.
    Participate in the preparation and administration of assigned budgets.
    Prepare project scope and contract documents.
    Prepare and review the preparation of plans and specifications for a variety of public works projects.
    Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
    Read and interpret engineering and construction plans and specifications and interpret them to others.
    Prioritize multiple, complex projects and programs within specific time frames.
    Compile data, maintain records and files, and participate in the preparation of clear and concise reports.
    Respond to requests and inquiries from the general public; tactfully and courteously represent the division during public contacts.
    Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
    Demonstrate an awareness and appreciation of the cultural diversity of the community.
    Communicate clearly and concisely, both orally and in writing.
    Establish and maintain effective working relationships with those contacted in the course of work.

    Minimum Requirements

    Education/Training:

    A Bachelor’s degree from an accredited college or university with major course work in civil engineering or a closely related field.

    Experience:

    Six years (full-time equivalent) of responsible civil engineering and project management experience; including two years (full-time equivalent) of engineering supervisory or lead responsibility.

    License or Certificate:

    Possession of a valid California Certificate of Registration as a Professional Civil Engineer is required.

    Possession of an appropriate, valid driver’s license.

    SELECTION PROCEDURE

    Applications will be screened and the most qualified candidates will be invited to appear for testing. All positions require the ability to read, write and speak English. Types of tests may include written and/or oral examination, physical agility, practical exam or other appropriate job-related selection process. When testing is completed, candidates will be ranked on an eligibility list in the order of their test score. Selection for appointments is made from names certified on the eligibility list.

    All appointments are subject to the successful completion of background investigation including LIVESCAN fingerprinting, and will be required to submit verification of the legal right to work in the United States. Qualification by a medical examination will be required at the time of appointment. After appointment, classified employees must satisfactorily complete a probationary period to be eligible for regular status. In accordance with the Immigration Reform and Control Act of 1986, all new employees must produce proof of eligibility to work in the United States within the first three days of their employment. The City of Escondido participates in E-Verify®.

    The Loyalty Oath will be administered to all new employees on their first day of hire. New employees hired into positions that require a driver's license must provide proof of a valid California Driver's License of the appropriate class level on their first day of employment.
