    Description

    This position will provide management and oversight for all major security programs within the System Security and Law Enforcement Department. The role requires overseeing and providing guidance/direction to major programs with organizational impact. These programs include Physical Security, Emergency Management, Data Analysis, Security Operations Centers, and assists in guiding day to day deployments of public safety resources. The role also requires engagement with Metro’s Board of Directors and their staff along with outreach to the communities in which Metro serves.

    Examples of Duties

    • Provides policy direction to assigned departments, directing the establishment of goals, major priorities, and advising in the development of strategies and resolution of major problems
    • Directs the performance of Los Angles Metro's security staff and the services performed by consultants and contractors to ensure successful implementation and completion of security projects
    • Partners and collaborates with community leaders to improve Metro's relationship with the community and assist in reducing crime
    • Partners with the Capital Projects team to oversee the selection and implementation of all transportation security technologies
    • Leads, guides, and directs response to major incidents and inquiries on operational issues and reports
    • Leads all technology research and initiatives to support security focused field Closed Caption TV (CCTV) surveillance
    • Consults with and advises Metro executive management on policies and activities
    • Provides expertise and leadership in conducting technical studies and analysis related to critical infrastructure protection in the mass transit environment
    • Leads special studies, investigations and analyses at the request of executive management
    • Ensures implementation of programs and procedures to improve service quality, increase employee and service productivity and maintain sound fiscal practices
    • Provides direction and makes recommendations to solve complex operational issues and problems
    • Researches, identifies, and implements innovative security technologies to mitigate security threats associated with perimeter intrusion and mass casualty threats
    • Ensures compliance with all applicable standards to ensure interoperability between hardware, software, database, and network systems.
    • Represents Metro before public agencies, the business community, labor unions, and the public
    • Directs the conducting of studies, investigations, and analyses at the direction of executive staff and Board of Directors, including reports of findings and recommendations
    • Meets with officials on programs, proposals, and related issues
    • Supervises subordinate staff
    • Contributes to ensuring that the EEO policies and programs of Metro are carried out

    *This classification is At-Will and the incumbent serves at the pleasure of the Hiring Authority.*

    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one-year basis. A typical combination includes:

    Education
    • Bachelor's Degree in Engineering, Information Technology, Homeland Security, Emergency Management, or related field

    Experience
    • Eight years of relevant senior management-level experience in law enforcement, Emergency Management, or related field

    Certifications/Licenses/Special Requirements
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
    • POST (Peace Officer Standards and Training) Certificate preferred
    • Completed POST-approved law enforcement management course preferred

    Medical/Dental/Vision Plan- Employee has the choice of 3 separate medical plans and 3 dental plans. A separate vision plan is included in each medical plan.

    Group Life Insurance- PTSC pays for an amount equal to your annual salary, rounded up to the nearest $1,000. Minimum amount of life insurance is $30,000.

    Accidental Death & Dismemberment Insurance- PTSC provides $50,000 coverage for each employee. Additional voluntary coverage in amounts up to $500,000 is available at favorable premium rates.

    Long-Term Disability Insurance- 100% employer paid. Provides employees with a minimum income of 60% of earnings after six months of disability. Buy up or buy down options available.

    Holidays- 12 days a year: New Year's Day, Martin Luther King, Jr. Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Veterans' Day, Cesar E Chavez, Juneteenth,Thanksgiving Day, Day After Thanksgiving, and Christmas Day.

    Pension Plan- PTSC retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
