    Description

    Assists in and performs technical duties in the installation, maintenance, calibration, repair, and programming of electronic instruments and instrument systems, such as flow meters, pressure and level sensors, on-line chemical analyzers, Programmer Logic Controllers (PLCs), and other computer-based process control instrumentation equipment; assists with operating and maintaining the water Supervisory Control and Data Acquisition (SCADA) system.

    Essential Functions Include But Are Not Limited To

    • Assists in and performs the installation, servicing, software installation, software upgrades, calibration, and repair of instrument systems, such as telemetry components, chemical concentration analyzers, and computer-based process control equipment on the SCADA system.
    • Performs calibration and testing of electronic and pneumatic instruments associated with the operational controls of the water system.
    • Assists with maintaining inventories and coordinating work efforts with operational personnel.
    • Operates water system components and devices and adjusts set points manually and/or remotely to improve the operation of wells, pump stations, and reservoirs.
    • Provides input and assists in decisions affecting the operation and maintenance of the water distribution and treatment systems.
    • Performs some of the duties of the Instrument Technician in the latter's absence, including acting as a liaison with the field operators by manning the operational control center.
    • Performs other duties as assigned.


    Minimum Qualifications

    EXPERIENCE AND EDUCATION
    Completion of course work dealing with instrumentation and/or electronic controls at an accredited college or junior college. Minimum qualifications may be met via an equivalent combination of experience and education sufficient to perform the essential job functions. Experience and education must provide the knowledge, skills, and abilities listed below.

    KNOWLEDGE, SKILLS, AND ABILITIES
    • Knowledge of: The practices, methods, tools, materials, software, and equipment used in the maintenance and repair of electronic equipment; electrical circuits and wiring systems, including the principles of electrical and electronic theory; the theory, principles, and applications of solid state circuitry, as used in computers and programmable controllers; and occupational hazards and standard safety precautions necessary in the workplace.
    • Skill in: The use of a personal computer and applicable software applications, such as Windows operating system and Microsoft Word, Outlook, and Excel; the operation of calculator and other modern office equipment; and dealing effectively with employees and the public with tact and discretion.
    • Ability to: Assist with analyzing problems and corrective procedures; understand and interpret written and oral instructions, including blueprints and wiring diagrams; keep records and prepare necessary reports, as required; and establish and maintain effective working relationships with employees and the public.
    SPECIAL REQUIREMENTS
    • Possession and retention of a valid California Class “C” Driver’s License is a condition of continued employment in this job classification.
    • Possession and retention of a valid California State Water Resources Control Board (SWRCB) Water Distribution Operator Certificate - Grade D1 is required by the end of the probationary period and is a condition of continued employment in this job classification.
    • Possession and retention of a valid California State Water Resources Control Board (SWRCB) Water Treatment Operator Certificate - Grade T1 is required by the end of the probationary period and is a condition of continued employment in this job classification.
    • Must be willing and able to work evenings, nights, weekends, and holidays, as needed.
    • Must be willing and able to be assigned to standby and respond to after-hours calls.

    HIGHLY DESIRABLE
    • Instrumentation Systems and Automation Society (ISA) Certified Control Systems Technician Level I certification is highly desirable.
    SUPERVISION RECEIVED AND EXERCISED
    • Receives immediate supervision from the Water Services Production Supervisor or other division management staff.
    • This is a non-supervisory position.
    WORKING CONDITIONS
    • Environmental Conditions: Work is generally performed in standard office and field settings. Regular travel to different sites is required. Works on various types of surfaces, including slippery or uneven surfaces and rough terrain. Incumbents are exposed to electrical hazards, explosive hazards, fumes, smoke, grease and oil, noisy conditions, lighting, treated water, untreated water, dirt, dust, wind/pollen, and variable weather conditions.
    • Physical Conditions: Primary functions require sufficient physical ability and mobility to work in office and field settings; work around mechanical hazards, running machinery, and/or heavy equipment; operate vehicles; operate hand tools; climb stairs and ladders; work in confined spaces; work at heights over ten (10) feet; occasionally climb, crawl, and lie down; frequently reach, bend, stoop, squat, kneel, twist, sit, stand, and walk; operate office equipment requiring repetitive hand movement and fine coordination, including the use of a computer keyboard and/or hand tools; utilize sight, hearing, speaking, reading, writing, and math ability to exchange information; and lift, carry, push, and pull up to fifty (50) pounds.

    Applications and SAF will be reviewed by the Human Resources Department. Those applicants possessing the most pertinent qualifications will be invited to continue in the selection process, which will include:

    Written Examination ( Tentatively scheduled Tuesday , April 1, 2025 ) : (Weight of 50%) which may include questions on candidates' basic knowledge of algebra, Windows operating system, personal computers, electronics/electricity (ohm's law, voltage, resistance, and current), and ability to read and develop trends, charts, and graphs. Candidates need a minimum passing score in order to be invited to participate in the oral interview examination

    Oral Interview Examination ( Tentatively scheduled Tuesday, April 15, 2025) : (Weight of 50%) will evaluate the candidates' experience, training, education, and abilities in relation to those factors which are essential for successful performance on the job.

    The Human Resources Department may waive an examination component. Candidates must receive a minimum passing score in all examination components administered in order to be placed on the eligible list. Examinations may be scheduled in a different order in which they appear above.
