  • Job Description

    The Position

    OPEN EXAMINATION - ONE-YEAR PROBATIONARY PERIOD

    This mid-management classification exercises some independent judgment with general supervisory review.

    Essential functions of the job include, but are not limited to, the following:

    Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.

    Gathers, and analyzes data found in the Human Resources Information System to create reports for management review, quality control processes, and regulatory reporting requirements using a variety of Microsoft Office suite programs. The data extraction process may include identifying data sources, data cleaning and data integration.

    Researches and prepares detailed reports and presentations summarizing findings at public meetings.

    Ensures compliance with relevant laws and regulations with department specific and/or organization wide reporting requirements.

    Develops an understanding of Civil Service Rules, Memorandum of Understandings, and applicable policies and procedures to effectively perform assigned tasks.

    Works collaboratively with other departments to ensure data in the Human Resources Information System is accurate and any necessary corrections are made timely. Learns the Human Resources Information System and performs regular testing during updates and upgrades.

    Submits request for purchase orders and contracts through the Financial Application system and ensures timely execution of contracts. Manages contract amendments, renewals, expenditures, and purchase order change orders. Facilitates communication between internal and external stakeholders to ensure mutual understanding of contract and purchase order terms.

    May review, investigate, and respond to EDD claims received by the department.

    Handles all aspects of the citywide employee service award program, including ordering awards, notifying appropriate parties of award recipients, and scheduling and coordinating the quarterly presentations.

    Attends workshops and seminars and presents information to appropriate personnel for follow-up action.

    Identifies opportunities for process improvements and recommends solutions to enhance operational efficiencies.
    Drives on City business.

    Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

    Performs other related duties as assigned or as the situation requires.

    Minimum Requirements

    Experience
    One year of recent experience in administrative work involving budget, management, organization, personnel or other related functions.

    Education/Training
    Bachelor's degree in public administration, business administration, or a related field.

    License(s)/Certification(s)
    Valid Class C California driver's license.

    Knowledge, Skills & Abilities
    Knowledge of:
    Advanced Microsoft Office Suite applications
    Business practices and procedures.

    HR metrics and key performance indicators such as turnover rates and time to hire.

    Skill in:
    Analyzing regulations and laws.
    Effective oral and written communications, both on a one-on-one and a group basis.

    Strong organizational and time-management skills, with the ability to handle multiple priorities and meet deadlines.
    Public contact techniques.
    Use of word processing, spreadsheet and other computer software programs and applications.

    Ability to:

    Provide exceptional customer service to all employees and vendors.

    Apply critical thinking to optimize processes.
    Communicate effectively in English.
    Conduct research and analyze data.
    Design and implement work flow systems.

    Develop necessary skills from on-the-job training and meet the standards of performance for the classification by the end of the probationary period.

    Selection Process

    EVALUATION OF APPLICATION: All applications, resumes and submitted reference materials will be reviewed and evaluated and only the best-qualified candidates based on applicable experience will be invited to the selection process.

    WRITTEN EXAM:
    (pass/fail) To evaluate the applicant’s ability to be successful in this position. Exam will be relevant to the duties of this position. Approximately the top 12 highest scoring candidates who achieve a minimum passing score of 70.00% on the written exam will be invited to the further stages of the examination process.

    PERFORMANCE EXAM: (pass/fail) To evaluate the applicants ability to demonstrate skill and experience in utilizing Excel functions and tools, such as pivot tables and Vlookups.

    ORAL INTERVIEW: (100%) To evaluate the applicant's experience, education, and general background for the position.

    Candidates must pass each exam component with a minimum score of 70.00% in order to be placed on the eligible list.

    TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED. Any evaluation will be based on the candidate's education and experience as related to the position. Any examination will be to evaluate the candidate's education, experience, knowledge and skills for the position. The City of Glendale reserves the right to modify the above stated examination components and/or weights. Should this be necessary, the candidates will be notified of the specific examination components and weights prior to the administration of any examination. The selected candidate will be subjected to a background check including Livescan fingerprinting. The City of Glendale conforms with State and Federal obligations to make reasonable accommodation for applicants and employees with disabilities.
