    Position Information

    The Information Systems Department (ISD) is seeking a Network Analyst!

    Starting salary up to $69.62/hour ($145,305/year) and a competitive total compensation package!*

    The Information Systems Department (ISD) is responsible for providing leadership, support and coordination of technological efforts in most County of Sonoma departments. The ISD Technical Services Division includes the Service Desk, Desktop Support, Network Infrastructure, Data Center Operations, Database Administration, Public Safety, and Security Teams.

    The Position

    The Network Analyst within the Network Infrastructure Team (NIT) of the Technical Services Division will serve a critical role in designing, maintaining, and securing the County’s network infrastructure. This position builds and operates a large campus, data center, and cloud infrastructure, troubleshoots network issues, collaborates with County departments, supports VoIP and telephony systems, manages provider circuits, and contributes to automation efforts.
    The Network Analyst position will be responsible for:
    • Network Design, Implementation and Maintenance: Design, configure, and implement network solutions, install, configure, and maintain network hardware and software including routers, switches, firewalls, and wireless access points, replace End-of-Life equipment, maintain regular cadence to patch firmware on devices, and monitor network performance
    • Troubleshoot and Resolve Infrastructure Issues: Diagnose and resolve network issues, analyze network, VoIP, firewall logs and operational metrics, and develop and implement solutions to prevent future network outages and disruptions
    • Project Coordination:Work with other County departments to provide solutions, generate project proposals for office moves, communicate technical information to both technical and non-technical audiences, and attend project coordination meetings
    • Network Security and Monitoring: Implement and maintain network security measures to protect the County’s data and systems from unauthorized access and cyber-attacks, monitor network traffic for suspicious activity, assist in regular security audits and vulnerability assessments
    • VoIP and Telephony Support:Work closely with ISD Communications Team and implement best practices for network operations, assist with communication platform administration, operations, and troubleshooting
    • Provider Circuit Management:Collaborate with variety of service providers to turn up or cancel circuits, analyze circuit costs and performance to make recommendations for improving efficiency and controlling costs
    • Documenting and Reporting: Maintain accurate and up-to-date documentation of network configurations, and procedures, and prepare reports on network security and capacity planning
    • Automation:Use automation tooling to maximize operational efficiency, contribute to version control system changes to leverage Infrastructure-as-Code deployments and increase network reliability, performance and security

    As the ideal candidate, you will have three or more years of work experience supporting complex voice, video, and data converged networks. Additionally, you will have many of the following:

    Strong Knowledge of:

    • Networking Fundamentals: OSI/TCP-IP models, routing protocols (EIGRP, OSPF, BGP), VLANs, firewalls, VPNs, and network security principles
    • Network Monitoring & Troubleshooting: Using tools such as Wireshark, Grafana, SNMP, and log analysis to diagnose and resolve network issues
    • Network Hardware & Software: Administration and configuration of network devices from vendors such as Cisco, Juniper, Fortinet, and Palo Alto Networks
    • Network Security Best Practices: Firewalls, intrusion prevention/detection systems (IPS/IDS), and network segmentation
    • VoIP and Telephony Systems: Telephony infrastructure and communication platform administration
    Experience with:
    • Automation & Infrastructure-as-Code: Using tools and scripting (Git, Terraform, PowerShell, Python, Ansible) to streamline network operations, and contribute to Infrastructure-as-Code
    • Cloud platforms (Azure, GCP, AWS) and DevOps methodologies
    • Wireless networking and server administration (Windows, Linux)
    • VoIP technologies, VPN administration, and DNS management
    • Endpoint management including Windows OS, Linux, and Intune

    Interpersonal Skills to:
    • Be a team player as well as an independent self-starter
    • Communicate cooperatively and effectively with staff, customers, and vendors, in writing and verbally
    • Stay positive in a fast-paced, shifting environment
    • Provide excellent customer service to a wide range of stakeholders

    Technical Certifications desired, but not required:
    • Cisco Certified Network Associate (CCNA)
    • CompTIA Network+
    • Certified Wireless Network Administrator (CWNA)
    • Palo Alto Networks Certified Network Security Administrator (PCNSA)

    Please note: This position requires a valid Class C driver's license in order to travel to County sites for regular maintenance duties and project coordination.
    This position will be required to have access to secure department facilities and/or view data or work with information systems for these departments. This requires that a more extensive “Security Clearance” be performed, after hire, by the Sonoma County Sheriff's Office. Successful completion of the probationary period will be contingent upon passing the security clearance, which includes a Live Scan fingerprint-based check of California Department of Justice (DOJ) and Federal Bureau of Investigations (FBI) criminal records. If you are offered a position which requires a security clearance, the job offer letter will clearly specify this as a condition of the probationary period.

    Minimum Qualifications

    Experience and Education: Any combination of education and training which would provide the opportunity to acquire the above knowledge and abilities. Normally, this would include:

    EITHER

    1. A Bachelor's degree in computer science, information systems or closely related field with courses in network technologies and management AND two years of technical professional experience involving network integration and development, systems analysis, systems engineering, or similar field in a multi-platform information systems environment including a minimum of one year experience designing, installing and maintaining segments and components of LAN/WAN systems.

    OR

    2. Advanced level certification in networking technology related to area of assignment currently used by the County of Sonoma AND two years of technical professional experience involving network integration and development, systems analysis, systems engineering, or similar field in a multi-platform information systems environment including a minimum of one year experience designing, installing and maintaining segments and components of LAN/WAN systems.

    OR

    3. Completion of the equivalent of two years of college with courses related to computer science, information systems or closely related field including courses or advanced level training in network technologies and management AND four years of technical professional experience involving network integration and development, systems analysis, systems engineering, or similar field in a multi-platform information systems environment including a minimum of one year experience designing, installing and maintaining segments and components of LAN/WAN systems.

    License:
    Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position.

    Knowledge, Skills, and Abilities

    Considerable knowledge of: Local and wide area network design, management, and operation; the inter-relationship of mainframe, PC, Local and Wide Area Network (LAN/WAN) and telecommunications systems including hardware components, software applications, operating systems, and documentation; LAN/WAN topologies, routers, switches, servers, LAN/WAN bridges and gateways, modem and Internet connectivity; network operating systems, hardware and software products and tools; network problem identification, monitoring, resolution, and vendor support procedures; methods and techniques of troubleshooting hardware, software, and inter-connectivity problems; principles of data security; methods and techniques of providing support to staff and users.

    Working knowledge of: principles, methods, and techniques of systems analysis; design and maintenance of wireless communication systems; telecommunications systems and applications including voice, data, video, fiber optics, and other components.

    Ability to: plan, design, upgrade, install, and administer LAN/WAN systems software; create systems specifications; provide technical support related to network systems; write and modify instructions, procedures, manuals, documentation; analyze systems problems, develop effective solutions, and prepare cost estimates; work cooperatively and effectively with staff, customers, and vendors; perform a variety of tasks in a consistent and accurate manner; analyze and evaluate information, problems, and situations and develop an effective course of action; prepare clear, concise and accurate oral and written reports.
