    The City of Buena Park is seeking for a Code Enforcement Supervisor to join the Neighborhood Improvement/Code Enforcement Division of the Community Development Department! Our team is responsible for interpreting and enforcing codes related to safety, zoning, and housing. The Code Enforcement Supervisor would be responsible for conducting code enforcement cases, conducting inspections, writing notices, supervising staff, coaching and directing staff, and attending meetings. This is a working Supervisor role in which the individual must have the ability to build relationships and trust with staff, enforce rules and regulations, engage with the public, and tactfully handling difficult situations.     GENERAL PURPOSE

    Under administrative direction, plans, coordinates, and assists in the management of the City’s Code Enforcement Division; researches, develops, and implements Neighborhood Improvement strategies; enforces municipal code provisions and explains regulations relating to public nuisances, housing, building, zoning, land use, planning and related codes; resolves major complaints, assists in the preparation of management reports and marketing materials, and coordinates special projects; and does related work as required.

    DISTINGUISHING CHARACTERISTICS

    The Code Enforcement Supervisor assists the Director of Community Development in management of the code enforcement division. This position is distinguished from the Code Enforcement Officer by its significant level of specialized knowledge, broader administrative responsibility, and scope of supervision.

    ESSENTIAL FUNCTIONS

    The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the class.

    1. Plans, coordinates, and manages the work of assigned staff; schedules, assigns, supervises, and evaluates the work of field officers and administrative staff; assists with the management and direction of the development, implementation, and evaluation of plans, policies, systems and procedures to achieve the division’s annual goals, objectives, and work standards.

    2. Provides daily to leadership division staff to assure effective handling of work load and assignments; organizes and assigns field and office work, and coaches staff in the efficient handling of citizen complaints.

    3. Assists in the management of clerical functions to ensure accurate preparation of case files, including the establishment of legal owners and verifying information necessary to conduct investigation and enforcement activity; documents and maintains case files.

    4. Receives telephone calls or in-person complaints from citizens, property owners, community representatives and governmental agencies regarding possible violations of city codes and policies and city ordinances related to zoning, housing, safety and property maintenance violations; issues citations where applicable.

    5. Personally responds to the more complex or sensitive complaints or inquiries; investigates complaints and records observations of non-conforming or illegal property uses, signs, inoperable vehicles, unsightly property maintenance, housing violations, fire hazards or obstructions, safety and health violations, animal control violations, and other zoning violations; completes complaint forms and investigative reports.

    6. Interprets and applies municipal codes related to commercial and residential property maintenance; reviews case files prepared by staff for attorney prosecution; presents testimony at Public Nuisance Hearings and in court as required; makes presentations to City Council, commissions, and committees.

    7. Assists in the development and implementation of procedures designed to achieve code compliance involving application of related laws, ordinances, and regulations.

    8. Coordinates communications with complainants, attorneys, and property owners involved in code violation cases.

    9. Coordinates the work of staff and program representatives to provide information regarding codes and procedures to residents and businesses; provides technical direction to the Code Enforcement Officers in researching more complex cases.

    10. Assists in the development and presentation of educational and informational materials for the general public outlining city policies and standards pertaining to the improvements and maintenance of private property; promotes and encourages cooperation in obtaining voluntary compliance with city standards and regulations.

    11. Conducts technical on-site inspections and re-inspections; determines existence and types of code violations; recommends corrective actions in order to bring about compliance; ascertains time frames for compliance; assists homeowners and businesses to obtain compliance; prepares routine violation letters; posts notices requesting compliance to violations or unsafe conditions as required.

    12. Assists in the preparation and review of monthly and quarterly reports of code enforcement division activities for the Planning Commission and City Council, as well as reports for the Hearing Officer, City Attorney, and Citizen’s Advisory Committee.

    13. Assists in the administration of the Rental Housing Inspection Program for the city and conducts quarterly meetings with the Neighborhood Improvement Oversight Committee.

    14. Responds to inquiries from and advises property owners and the public regarding compliance with zoning, housing, and building code regulations, property maintenance standards, regulatory practices, and active code enforcement cases.

    15. May represent the Division at staff and City Council meetings.

    QUALIFICATIONS GUIDELINES

    Knowledge of:

    Applicable federal, state, and local codes, laws and regulations related to building, zoning, housing, health and safety, and nuisance violations; neighborhood improvement program goals and tactics; supervisory principles and techniques; operational characteristics, services, and activities of a code enforcement program; business license practices; rental housing ordinances and policies; public relations and conflict resolution methods and techniques; record keeping practices; business letter writing and administrative report preparation techniques; effective customer service techniques.

    Ability to:

    Plan, organize, schedule, and implement an effective Code Enforcement program; coordinate, assign, check, and evaluate the work of the Code Enforcement Division; research, develop, and implement programs designed to improve specific neighborhoods and project areas of the City; read maps, plans, and legal descriptions; interpret and explain legislation, zoning, law and policies related to zoning enforcement; recognize conditions that constitute a zoning violation; manage the work of assigned staff; enforce housing, building, zoning, and property maintenance ordinances; prepare and review cases for prosecution; maintain records of code compliance activities; operate computer equipment and word processing, specialized database and other applicable software programs; communicate effectively, both orally and in writing; research and prepare written reports; establish and maintain effective working relationships with residents, tenants, business owners, staff, management, contractors, vendors, and others; use conflict resolution techniques given code disputes.

    PHYSICAL AND MENTAL DEMANDS

    Physical Demands

    While performing the duties of this class, the employee is frequently required to sit, stand and walk, as well as bend, stoop, and squat to inspect different property sites. The employee is required to talk and hear. The employee uses hands to finger, handle, feel or operate computer hardware and standard office equipment; and reach with hands and arms. The employee occasionally lifts and carries records and documents weighing at least 20 pounds.

    Specific vision abilities required by this class include close vision and the ability to adjust focus.


    Mental Demands


    While performing the duties of this class, the employee is regularly required to use oral and written communication skills; read and interpret data; thoroughly analyze and solve problems; exercise sound judgment in the absence of specific guidelines; use math and mathematical reasoning; establish priorities and work on multiple assignments and projects concurrently; meet intense and changing deadlines given interruptions; and interact appropriately with staff, management, city officials, contractors, residents, business owners, tenants, and public and private representatives, in the course of work, including situations involving interpersonal conflicts involving code enforcement.

    WORK ENVIRONMENT

    The employee frequently works in office conditions where the noise level is usually moderate, at or below 85 decibels. The employee occasionally attends meetings, conventions, city events, and other functions on behalf of the city, including evening and weekend hours. During property inspections, the employee may be exposed to contaminated areas with mold, mildew, cockroaches, rodent, human, and animal feces, noxious odors, and extreme weather conditions.

    EDUCATION/TRAINING/EXPERIENCE

    High School graduation or G.E.D. equivalent is required. Five years of code and permit enforcement work experience is required, including at least two years of lead or supervisory work, preferably in a governmental code enforcement, planning, or building and safety department with responsibility for code enforcement functions. Associate’s Degree or 60 semester units or the equivalent of college level coursework in Public Administration, Criminal Justice, Planning or a related field is desirable.

    LICENSES/CERTIFICATES/SPECIAL REQUIREMENTS

    Valid Class C California driver license, acceptable driving record, and evidence of insurance are required. Possession of Penal Code 832 Certificate is required. Certification in code enforcement and zoning administration through the International Code Council (ICC) is highly desirable.

    May be required to work extended hours or on weekends given enforcement needs and public programs.

    Fingerprinting:

    Physical Examination:
    Employment offers are conditional based, upon the successful completion of a medical examination which may include drug and alcohol screening. Physicals are performed by the City's designated physician at the City's expense.

    Below is a list of key benefits offered to employees of the City of Buena Park and is only a summary of benefits. They are not intended to replace or modify the legal plan documents on file in the Human Resources Department.

    SALARY RANGE: Composed of six (6) steps - Entry step through E step (Except management positions). Each step represents an increase of approximately five (5) percent.

    RETIREMENT: Provided through California Public Employees' Retirement System (CalPERS). Employee pays member contribution.

    VACATION: Earned at the rate of ten (10) working days per year for the first five (5) years of service. Public safety employees receive a different but equivalent benefit. Additional vacation may be earned by employees after five (5) years of service.

    SICK LEAVE: Accumulated on the basis of eight (8) hours per month with no maximum accumulation.

    HOLIDAYS:An average of eleven (11) holidays per year.

    MEDICAL INSURANCE: Several plans (indemnity and HMO's) are available. The City pays a flat rate portion of the premium according to the bargaining unit agreement.

    DENTAL INSURANCE: Three (3) plans are available. The City pays a flat rate portion of the premium. The Employee may pay a portion of the insurance premium according at bargaining unit agreement and this benefit is voluntary.

    VISION INSURANCE: One plan is available. The Employee pays the insurance premium and this benefit is voluntary.

    LIFE INSURANCE: Amount of coverage is based on the employee bargaining unit. Premiums are fully paid by the City.

    LONG TERM DISABILITY: Fully paid by the City. Police sworn personnel are not eligible.

    EMPLOYEE ASSISTANCE PROGRAM: Available to all City employees and their immediate families.

    DEFERRED COMPENSATION PLAN: The City offersone (1) plan administered by Nationwide Retirement Solutions. This is a voluntary benefit with no City contribution.

    WORK SCHEDULE:4/10 or 3/12 alternative work schedule depending upon the work location.

    OC CREDIT UNION: Available to all City employees and their families.

    CHILDCARE ASSISTANCE: $100 per month, per child, is available to all Full-Time City employees with eligible dependents 0 - 5 years of age.
