Part-time extra-help is a provisional classification where permanent status may not be obtained. This position is subject to overtime, standby, shift, and callback assignments and will perform related duties as assigned. This position is non-benefited except for participation in a 401a program with Nationwide.

Typical Tasks - Establish and manage the responsibilities of the Stanislaus County Community Emergency Response Team (CERT) Program including developing and implementing a strategic vision and guiding the implementation and growth of the CERT program in the community;
- Develop a CERT program volunteer recruitment strategy and annual calendar of CERT events and trainings;
- Recruit and coordinate qualified CERT trainers with local first responder agencies;
- Prepare and coordinate CERT trainings for the community;
- Coordinate with local school districts to develop and deliver teen CERT training programs;
- Identify CERT program training and equipment needs and maintain the CERT team training supplies and equipment cache;
- Maintain records (financial, inventory, database of members, etc.) of the CERT program in accordance with County records management and retention standards;
- Establish Standard Operating Procedures for the use of CERTs in disaster and non-disaster situations;
- Develop a CERT program branding, marketing and outreach strategy to include: social media, website content, media releases, fliers and newsletters;
- Develop an annual CERT program performance report;
- Perform such other and similar services in connection with any of the above listed duties.
Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience) SKILLS/ABILITIES - Establish and maintain effective working relationships with cities, special districts, county agencies, state, federal, community-based organizations and other service groups having a role in an emergency;
- Recognize, analyze, and evaluate potential disaster issues and situations and recommend appropriate solutions;
- Coordinate and conduct training in disaster preparedness and response;
- Develop and implement disaster preparedness exercises and after-action reports (AARs);
- Coordinate Operational Area resources for disasters, training and other responses;
- Research methods and data analysis to collect and interpret data to identify trends, establish and identify needs; evaluate program effectiveness, and make appropriate recommendations;
- Communicate effectively both verbally and in writing; and
- Promote emergency preparedness within the community.
KNOWLEDGE - The National Incident Management System (NIMS); State Emergency Management System (SEMS); Incident Command System (ICS);
- State and federal regulations and standards governing emergency preparedness and disaster response activities, including California Governor's Office of Emergency Services (CalOES) and the Federal Emergency Management Agency (FEMA);
- County organization, operations, policies and procedures;
- Principles of "All Hazards" disaster response;
- Principles of practices of public administration, including methods of developing documents and preparing reports;
- Local community resources and community service programs;
- Techniques and practices for efficient and cost-effective management of resources;
- Techniques of preparing, producing and disseminating information to various target community groups; and
- Computers and software programs typically used in the position; statistical, presentation and word processing applications.
EDUCATION AND EXPERIENCE - Possess a high school diploma or GED equivalent; AND
- Four (4) years experience in a related field involving meeting and dealing with the public or in a field which involved customer contact, community outreach and/or educational activities.
License and Certificates: - Possess and maintain a valid California Driver's License.
