This position includes overseeing backflow device inspections, testing, repairs, new installations, and managing program data. A key part of the role involves investigating customer compliance with state and federal regulations and conducting detailed field tests, inspections, and surveys to spot potential backflow and cross-connection issues.
In this capacity, the Cross Connection Control Specialist plays a crucial role in protecting the integrity and quality of the municipal water supply. Ideal candidates will have substantial experience and knowledge of effective backflow prevention and cross-connection control principles and practices. They must strongly commit to safeguarding vital water resources through diligent monitoring and enforcement. Additionally, this role will focus on program management and data analysis utilizing SAMS Cross Connection software to enhance operational efficiency.
Additional duties include preparing corrective actions and violation notices, generating reports, conducting building plan reviews, performing construction inspections, and maintaining related database information.

- Refine, implement, and manage a comprehensive backflow prevention program per state and federal regulations.
- Develop, implement, and oversee a comprehensive cross-connection control program per state and federal regulation.
- Employee should be fully competent in independently carrying out various technical duties related to the city's Backflow and Cross-Connection Control Programs.
- Prioritize unprotected services with potential cross-connection hazards and educate customers on installing approved backflow prevention assemblies.
- Oversee routine inspections of backflow prevention assemblies in residential, commercial, and industrial properties.
- Oversee the testing and maintenance of city-owned backflow devices, documenting and reporting findings accurately.
- Conduct building plan reviews and perform construction inspections.
- Conduct backflow and cross-connection audits at department-owned facilities to ensure compliance with state and federal regulations.
- Utilize SAMS Cross Connection software to track inspections and compliance data, generate reports, send annual testing notification letters, and vet and approve testers, testing companies, and related equipment submittals.
- Handles internal and external inquiries; collaborates with all water resources and city divisions to resolve issues.
- Analyze data trends and recommend improvements to enhance the backflow prevention cross-connection program.
- Educate the public and staff on backflow prevention, compliance requirements, and safety practices.
- Respond to backflow-related emergencies, troubleshoot issues, and coordinate necessary repairs.
- Stay updated on relevant backflow and cross-connection regulations, codes, and industry best practices.

Minimum Qualifications & Position RequirementsEducation and Experience:A high school diploma or GED is required, with additional coursework from a community college or technical institute preferred. A minimum of five years of experience in backflow and cross-connection control program management is required, particularly within water services, public utilities, or a related field. Familiarity with SAMS NJB Cross Connection software or similar asset management systems is preferred, along with a strong understanding of backflow prevention principles, compliance requirements, and industry best practices.
Necessary Knowledge, Skills and Abilities:Knowledge of: - Excellent customer service skills and understanding of best business practices.
- Familiarity with city policies and procedures.
- Strong knowledge of backflow prevention principles, plumbing systems, and environmental regulatory requirements related to water and wastewater.
- Exceptional program management skills, including effective planning, organizing, and executing projects.
- Strong communication and interpersonal skills for interacting with coworkers, supervisors, the public, and other stakeholders.
- Proficiency in data analysis and reporting computer software, including SAMS Cross Connection software or similar tools.

Additional InformationSpecial Requirements: Possession of a valid Arizona Driver’s License is required. A cross-connection control program specialist certification is preferred or must be obtained within one year of employment.
Physical Demands/Work Environment: Work is performed in a standard office environment, outdoors in inclement weather, and in public facilities. Requires the ability to lift 50 pounds.
