Description:JOB DESCIRTION SUMMARY: The Permitting & Administrative Supervisor is responsible for permit processing and administrative operations. Deny or approve building permits and certificates of occupancy and communicate these results to affected parties. Determine fees for building, re- roofing or siding, mechanical, plumbing and electrical permits. Interpret and answer questions and provide information regarding permits, codes and regulations. Respond to building code questions from a variety of officials and the public. Ensures compliance with division policies and procedures and generally accepted business principles, fiscal regulations, county policies and procedures, and Human Resources & Payroll rules and policies including applicable Federal, state and local regulations. Works independently with limited direction within all functions of office management including analysis, training, troubleshooting, and communication with staff in other departments. Supervises permit technicians and administrative staff.
SCHEDULE: This role is Hybrid , working 40 hours per wee k , Monday- Thursday. In-Office work i s required at least two days a week.
COMPENSATION: Hiring Range: $87,473.64-$90,227.05 USD Annually
Compensation will be determined based on education, experience and skills.

ESSENTIAL DUTIES: - Establish goals and policies for and oversee the review and approval of permit applications and construction drawings for completeness, issuance and finalization of permits, and approval of permit renewals, extensions and refunds.
- Performs or oversees a variety of high-level administrative duties. Research, compile, create, and maintain reports for the division. May work on special projects by performing research and assisting in the preparation of project implementation plans.
- Preparation and analysis of draft program budget, cost allocation documentation, and monitoring of expenditures. Advises the leadership team on the budgetary and financial activities on an on-going basis providing detailed reports with statistical and quantifiable data.
- Monitor and approve revenues and expenditures daily . Reviews all credit card transactions. Justifies funds requested and spent. Reviews purchase orders and invoices for compliance with accounting policies. Oversight of supply and book orders, staff registration for training and testing, and other office training and supply needs.
- Inform the public regarding completion of construction projects. Explain process steps and requirements from permit submittal to permit closeout.
- Immediate decision making based on Division and county policy and procedure. Perform general problem solving . Evaluate customer complaints and problems regarding permit issues and determine what action is appropriate .
- Serve as liaison to coordinate resolution of permitting or technical issues between building inspectors, plans examiners, permit technicians, and other county departments.
- Oversee the scheduling of inspections and resolve issues with scheduling and inspection requests.
- Assist the Operations Manager with software development, IT requests for modifications, system and process improvements, and resolution of computer and software issues . Test existing and new technology and make recommendations for implementation of new systems . Manage Bluebeam and other software licenses, computer replacement, and other technical and software needs for the Division.
- Oversee open records requests and shielding tasks. Establish and maintain a variety of tangible and electronic files, filing and retrieving information as necessary. Maintain inventory of forms used in the Department. Determine if a form is obsolete or needs revisions and/or clarification.
- Develop improved policies and procedures for permit processing. Provide in-house training on standard operating procedures.
- Supervises staff in area of responsibility. Administers and makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraisals, and taking corrective action. Conducts performance evaluations and communicates short- and long-term goals and objectives . Submits personnel records and reports as required by the county. Assists and advises subordinates as necessary, resolves problems as non-routine situations arise, and ensures adherence to established policies, procedures, and standards. Communicates changes in policy and procedures to direct reports and implements them as directed.

Minimum Qualifications: Experience: Three years’ work - related experience
Education: Bachelor's degree
License/Certifications: Building Plans Examiner Certification within 1 year of date of hire
*Note: An equivalent combination of education and experience is acceptable.
Preferred knowledge, skills and abilities : Industry-specific Knowledge:
- Experience working in municipal or county building or planning and zoning department which rev iews and issues building permits. .
- Intermediate knowledge of building construction terminology and proces ses.
Technical Skillset:
- Ability to anal y ze and improve processes for customer service and efficiency .
- Principles of budgeting and financial management .
- Proficient u nderstanding of buildin g permitting processes and building codes and their application.
Soft Skillset:
- The ability to convey information clearly, listen actively, and adapt your message to diverse customer needs.
- Remaining calm and composed, especially when dealing with challenging customers .
