DESCRIPTIONThe City of Long Beach, Department of Health and Human Services is recruiting for one (1) unclassified, at-will, full-time Community Program Specialist IV (CPS IV) in the Homeless Services Bureau (HSB). Reporting to the Homeless Services Administrative Division’s Program Administrator (CPS V), the CPS IV will be responsible for development, management, implementation, and coordination of funding, grants, and programs for Bureau-funded Supportive Services Only (SSO) components of the Coordinated Entry System (i.e. Access Centers, Drop-In Centers, Day Shelters, Navigation Centers, etc.; Housing Navigation and related Housing Search and Placement Programs; Safe Parking; Employment and Workforce Development services; and Hygiene/Sanitation services), ensuring that all City funded programs are being administered effectively, efficiently, and ethically, and to support alignment and integration of SSO projects into and within Long Beach Coordinated Entry. The SSO Coordinator will be responsible for program design and implementation, guidance and technical assistance, as well as performance management and active contract management for SSO programs and services, to ensure program fidelity of HSB and its subrecipients, as well as ensure compliance with contractual, statutory, regulatory, and policy requirements of HSB and its funders.
EXAMPLES OF DUTIESP rogram Development & Program Management Responsibilities:
- Assists in the design and implementation and day-to-day operations of projects, and prepares project reports including service utilization, performance data, and program outcomes.
- Identifies, analyzes, and addresses program gaps and needs throughout the Long Beach Continuum of Care and Coordinated Entry System; works to align system goals, opportunities, resources, and address barriers to program and system-level success.
- Creates and releases data-informed guidance and technical assistance related to the release of Homeless Services’ funding, contracts, and grants for SSO Components of LB CES.
- Assists in the development of program standards, instructional guides, Statements of Work, and/or other contract and regulatory documents for new and existing SSO programs that will provide a deeper understanding of programs, essential core components, and any funding regulations.
- Develop and maintain working relationships with various stakeholders, community partners, and service providers in the development, evaluation, and enhancement of SSO programming and services.
- Conducts contract monitoring activities including annual administrative and programmatic file reviews.
- Monitor performance metrics and outcomes to assess the effectiveness of services provided by contractors and identify areas for enhancement.
- Conducts quality assurance activities to ensure adherence to grant requirements.
- Assists with requests for approvals for tenancy support services.
- Ensure compliance with financial policies, grant requirements, and state or federal regulations.
- Review invoices and program expenditures, ensuring that spending aligns with allocated budgets and allowable expenses.
- Develop and review budgets for various initiatives, ensuring financial stability of SSO projects and programs.
- Supports the development and implementation of tools that will assist agencies to better track and provide services to program participants.
- Provides guidance and technical assistance to community-based organizations regarding new programs, tools, and documentation.
- Coordinates and facilitates learning community platforms that will identify challenges and share best practices across agencies.
- Represent the Bureau at community stakeholder events to educate the community on administrative and programmatic efforts within the City of Long Beach.
- Perform other related duties as required.
Performance Management / Contract and Grant Management Responsibilities:
- Review of contracted and proposed facilities to ensure compliance with health, life, and safety standards.
- Support the development of cost eligibility matrices for SSO programs, as well as SSO subrecipient budget and invoice templates to support the streamlining and standardization of grant-funded SSO projects.
REQUIREMENTS TO FILE EDUCATION - Bachelor’s Degree in Public Health, Social Work, Public Administration, Business Administration, Finance, Statistics, or a closely related field. (proof required*).
- Professional experience offering specific and substantial preparation for the duties of the position beyond the minimum requirement outlined below may be substituted for required education on a year-for-year basis.
EXPERIENCE - Three (3) years of full-time equivalent professional experience managing grant programs or grant-funded administrative financial analysis for human or social services related programming.
- Master’s or professional-level degrees in Public Health, Social Work, Public Administration, Business Administration, Finance, Statistics, or a closely related field may be substituted for up to one (1) year of required experience. (proof required*)
- Willingness to work overtime, weekends, and evenings.
DESIRABLE QUALIFICATIONS - Master’s degree in Public Health, Social Work, Public Administration, Business Administration, Finance, Statistics , or a closely related field.
- Strong leadership skills and experience leading and supervising a team.
- Experience working directly on homeless service-related contracts.
- Bilingual skills (Khmer, Spanish, Tagalog, and/or Vietnamese).

- Ability to work effectively with a wide variety of people and populations by consistently exercising tact, good judgment, and a proactive, problem-solving focused style.
- Experience with program development, program implementation, program management, etc.
- Effective interpersonal, written, and verbal communication skills.
- Proficiency in the use of computers, including email, internet, and office productivity software ( e.g. Microsoft Word, Excel, etc.)
