Sr Manager, Strategic Planning & Performance (Sr Manager II) to join our team. The Sr Manager (Strategic Planning & Performance) will be responsible for strategic alignment and integration across programs and projects in support of Strategic Development department process and administrative efficiency. The incumbent will be responsible for management of the department's day-to-day operations and successful strategy implementation. The incumbent will collaborate with business owners, finance, compliance and senior leadership to develop program governance and project structure, set program objectives and manage scope and changes while working across the organization to understand dependencies to ensure effective and efficient program delivery. The incumbent will establish, monitor and ensure the successful execution of operational plans with measurable objectives working toward the achievement of the desired improvements and outcomes.

- Salary Grade: 317 - $132,969 - $212,751 ($63.93 - $102.2841)
- Work Arrangement: Partial Telework

Duties & Responsibilities: - 50% - Leadership Functions
- Cultivates and promotes a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
- Directs and assists the team in carrying out department responsibilities and collaborates with the leadership team and staff to support short- and long-term goals/priorities for the department.
- Hires, manages, trains, reviews and sets goals for staff, including assisting in team engagement and management.
- Fosters ongoing relationships and mutually beneficial partnerships with CalOptima Health departments and external organizations.
- Leads strategic planning activities and collaborates with stakeholders throughout the process to ensure alignment with organizational priorities and successful planning and implementation.
- Drives accountability and clarity with business owners/departments.
- Partners with stakeholders to establish a focused roadmap and key performance indicators that align with the strategic priorities; assists as needed to develop processes and monitor performance targets.
- 45% - Program Oversight
- Leads and manages all aspects of program development, implementation and performance monitoring, including development of impacts and outcomes reporting, briefing documents for the board and stakeholder engagement efforts.
- Ensures the program/project delivers the right outcomes by developing and monitoring quantifiable values to track progress toward business objectives and proactively identifying and resolving for performance improvement.
- Manages program throughout closeout process including generating reports, conducting analysis, reviewing impact reports, monitoring performance against specified metrics, identifying issues, developing mitigation strategies and improvement plans, and providing feedback to leadership and key stakeholders.
- Develops integrated program plan, resource plans, contingency plans and related program/project management artifacts to support successful implementation and execution of strategic initiatives and programs.
- Monitors program related processes for legal, financial and regulatory compliance including but not limited to ensuring adherence to policies and procedures and supporting audit activities.
- Problem-solves complex grant scenarios; consults/liaises with finance and/or legal counsel.
- Develops quarterly progress reports for the board of directors and committees.
- Develops, establishes and updates program management processes, policies and procedures, desktop protocols, forms, templates, reports and data to operationalize programs/processes and to maintain quality controls.
- Serves as a point of contact and contributes to organizational initiatives and projects providing input to align strategies with business unit goals and objectives.
- 5% - Completes other projects and duties as assigned.
Minimum Qualifications: - Bachelor's degree in a related field PLUS 5 years of experience in department operations, and strategy planning and execution; an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.
- 5 years of project and program management experience required.
- 3 years of management level experience required.
- Demonstrated knowledge and experience with organizational planning process, program development, performance management, and strategic improvement.
- Demonstrated knowledge and experience in reviewing requests for proposals, grants and contracts, performing market analysis and procurement activities, developing processes and procedures and implementing best practices and efficient operations of initiatives.
- Experience and aptitude for working in a highly matrixed, mission-driven public agency required.
