    POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

    The Recreation Supervisor II - Aquatics is responsible for overseeing the City’s aquatic program and ensuring an exceptional experience for all guests. This role involves managing the daily operations of two indoor pools (including hot tub, steam room, sauna, play feature, and outdoor splash pads), one outdoor seasonal pool, and seven outdoor seasonal fountains. You’ll lead an energetic team of aquatic staff, coordinate exciting programs, and create strategies to meet department goals. Safety is a top priority, and you'll make sure everything flows smoothly and within budget. The position offers a great deal of independence in decision-making in accordance with established policies.

    The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

    JOB SPECIFIC FUNCTIONS

    Essential Job Functions, Duties, Responsibilities, and Tasks
    1. Supervise facility operations, including:
    • Oversight of safe, quality and effective operation of aquatic facilities
    • Develop, maintain and evaluate risk management practices
    • Ensure facility maintenance operations are in regulatory compliance and support maximized benefit of equipment, mechanical, and facility investments
    2. Supervise and lead staff to achieve goals, including:
    • Develop, implement and evaluate training and certification standards
    • Develop and update clear goals and expectations for staff aligned with department's goals
    • Maintain a team atmosphere including exceptional internal and external communication and service
    • Implement performance appraisals and human resource practices
    3. Develop, implement and evaluate programs and services, including:
    • Align service delivery with patron demand
    • Develop and implement ongoing programming strategies
    • Serve as an ambassador to internal and external user groups
    5. Collaborate with various City staff and work groups
    6. Develop and administer budget to be aligned with division and department goals
    7. Maintain regular and punctual attendance

    POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

    Education, Experience, Skills, Formal Training, Licenses, and Certifications
    Required :
    • Bachelor's degree from an accredited college or university with major course work in Parks and Recreation, Business Administration, Public Administration or closely related field
    • Four (4) years of full-time work experience in recreation services involving development, operations and program management, including two years supervisory experience/aquatics facility
    • Valid driver’s license and safe driving record

    Preferred:
    • Current certifications in CPR/AED for the Professional Rescuer, First Aid, Administering Emergency Oxygen, Lifeguard Training, Lifeguard Training Instructor, Designated aquatic certifications, CPO and/or AFO
    • Certification in StarGuard
    • Applicable knowledge of park and recreation technical software and maintenance management systems
    Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.

    Physical Requirements
    Work performed is physical in nature and involves sufficient physical strength and stamina for:
    • Constant sitting, standing, and walking throughout pool area to observe patrons adherence to facility rules and to inspect for safety hazards
    • Constant near and far acuity to observe pools for possible troubled swimmers and safety hazards; constant hearing to be aware of troubled individual that may be out of line of sight; ability to rescue troubled individuals in an aquatic environment
    • Frequent crouching/squatting, kneeling, and bending/twisting to perform pool maintenance and rescue duties; frequent climbing and balancing to ascend and descend elevated lifeguard stands
    • Frequent light grasp to hold rescue tubes throughout shift and safely use maintenance items; occasional firm grasp and fine motor skills to perform water testing, first aid, and other emergency functions
    • Occasional reaching overheard to pull up to lifeguard stands; frequent reaching below shoulder to perform pool maintenance and emergency functions
    • Occasional lifting of ten (10) pounds from floor to overhead to move equipment and supplies; occasional lifting of up to seventy-five (75) pounds from floor to chest to assist in moving furniture, equipment, and patrons on backboards
    • Occasionally carry seventy-five (75) pounds up to fifty (50) feet, and fifty (50) pounds up to 100 feet, to perform emergency rescues; occasionally push and/or pull seventy-five (75) pounds to remove individuals from pool area in an emergency, and to set up bleachers for events and lane ropes for lap swim

    WORKING CONDITIONS
    Work is constantly performed in a high-volume indoor or outdoor aquatic setting with constant exposure to loud noise and wet/humid conditions. Work includes periods of high activity and stress during emergency situations. Sufficient physical strength, stamina, and conditioning are needed to rescue swimmers in danger of drowning who may resist rescue.

    Required Materials and Equipment
    Personal computer, water testing kits, chlorine tanks, cleaning chemicals and cleaning equipment such as pool vacuum, hose, pressure washer, scrubbers, telephones, pumps and gauges, safety devices which include rescue tubes, backboard, whistles, two-way radios, megaphones, AED, bag valve masks, air packs, first aid supplies, and PA and stereo systems.

    Benefit Package

    The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.

    401(a) Contribution Rates:
    Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
    Employer Contribution: 12% of your base pay.

    Employer Contribution Vesting Schedule
    • Less than 3 years - 0%
    • 3 to 4 years - 60%
    • 4 to 5 years - 80%
    • Over 5 years - 100%
    • For employees age 55 and older, the employer contributions are 100% vested
