    The Fire Captain works under the direction of the on-duty Battalion Chief. The Fire Captain assigns, coordinates, and supervises the activities of a fire company. This position provides direct supervision and leadership and schedules and coordinates departmental programs related to the delivery of emergency services, fire prevention and public education. The Fire Captain wears a uniform and works rotating shifts, including evenings, weekends, and holidays, and is subject to call out in emergency conditions.

    Duties may include, but are not limited to, the following:
    • Responds with company personnel, apparatus, and equipment to fire emergencies, vehicle accidents, hazardous material incidents; assesses conditions and initiates actions to control the emergency; gives directions to firefighters and supervises all activities at an emergency scene until relieved, and for emergencies that require medical aid, supervises, and participates in rescue operations including the administration of medical aid.
    • Plans, assigns, and supervises the activities of company personnel in performing station and equipment maintenance; plans and coordinates activities and projects; appraises the performance of assigned company personnel; ensures company conformance with departmental rules, policies and procedures; assists with the development of in-service training programs and trains subordinates.
    • Maintains inventory of non-expendable maintenance and operational items and all capital outlays assigned to the station; monitors budget; initiates process for needed repairs. Conducts inspections of structures for conformance with fire and life safety laws and regulations; maintains records of inspections; responds to citizen complaints or questions related to fire and life safety laws and regulations.
    • Participates in physical fitness maintenance program; performs staff work; may be responsible for special assignments and/or administrative duties as assigned by a Battalion Chief; participates in fire and life safety prevention programs. Make recommendations on division practices, policies, and procedures; attends meetings, conferences, and training sessions as necessary; in the absence of the Battalion Chief, may assume the basic duties and responsibilities of the Battalion Chief; may be assigned to staff assignment duty as determined by the Fire Chief; performs other duties as assigned.


    MINIMUM QUALIFICATIONS:

    Possession of required license and certificates and the following:

    Five years of full-time, paid fire suppression experience, which includes at least three years of experience with the City of Ventura,ORfour years of full-time, paid fire suppression experience, which includes at least three years of experience with the City of Ventura,

    ANDeither an Associate of Arts or Associate of Science degree in a related subject,OR60 college semester units comparable to an A.A. or A.S. degree in a related subject,ORcertification as a Fire Officer by the State of California.

    Supervisory certificate and/or training in effective supervisory practices is highly desirable.

    Must be physically capable of performing all tasks required of a Ventura Firefighter-Paramedic including rigorous activities associated with emergency operations and meet California Department of Motor Vehicle visual acuity standards necessary to maintain required licenses.

    LICENSE/CERTIFICATES

    1) Possession of a current and valid EMT-1 or EMT-P certification.
    2) Possession of a current and valid CPR certification.
    3) A current and valid California Class A, B, or C driver's license with a Firefighter endorsement.
    4) If not currently employed as a Fire Engineer, requires possession of a completed and valid Ventura City Fire Department Engine Operator Task Book or Ventura City Fire Department Relief Driver certification at time of application.
    5) Possession of a valid State of California Fire Officer certification or completion of State of California Company Officer certification track is highly desirable.

    POSITION QUALIFICATIONS:
    • Knowledge of: principles, practices, tactics and strategy for fire suppression; fire apparatus, tools, and equipment used in firefighting; emergency medical treatment; principles and practices of effective supervision; department rules, regulations and operational procedures; street and hydrant locations in an assigned district; hazardous materials laws, regulations, and procedures; CPR; fire codes and ordinances; rescue practices, procedures, and equipment; fire prevention methods and practices; building construction; and fire behavior.
    • Ability to: direct and supervise operations activities and personnel in a work unit including under emergency situations; organize work and monitor the progress of activities and projects; plan and coordinate projects; determine and establish priorities; identify potential problem situations and develop appropriate solutions; anticipate consequences of actions; train, motivate, and appraise the work of assigned personnel; react quickly and calmly to emergency situations in order to protect life and property; exercise sound judgment in responding to fire suppression situations; exercise initiative in completing assignments; establish and maintain effective working relations with other department/agency representatives, co-workers, and the public; interpret and enforce rules and regulations firmly, tactfully and impartially; communicate effectively in written and verbal form; make oral presentations to community groups; become certified annually in CPR and EMT-D procedures; operate a variety of firefighting and rescue equipment; work shifts, weekends, and holidays.
    • Physical: Must be physically capable of performing all tasks required of a Ventura Firefighter-Paramedic including rigorous activities associated with emergency operations and meet California Department of Motor Vehicle visual acuity standards necessary to maintain required licenses. Fitness will be initially determined by physical ability testing and medical evaluation.

    Examination Process:

    Testing components may include, but are not limited to, the following topics: M.O.U., Operational Guidelines, Personnel Rules & Regulations, Standard Operating Procedures, Training Manual, VFD Truck Operations, Ventura City Fire - Incident Commander's Guides, all available resources on the Ventura City Fire intranet, and those topics outlined in the written examination component below.

    The written examination, technical simulation and oral board must each be passed with a minimum 70% score to move to the next testing component.

    I - WRITTEN EXAM (pass/fail)

    Date: May 6, 2025, at 0900. (Public Safety Training Room)

    Candidates who meet the minimum qualifications will be invited to participate in a written examination designed to evaluate candidate's knowledge and abilities in the fire service topics outlined below. Topics include, but may not be limited to, the following:
    • Fire and Emergency Services Company Officer. IFSTA, 5th Edition (2014) OR 6th Edition (2019)
    • Structural Fire Fighting; Initial Response Strategy and Tactics. IFSTA, 3rd Edition (2022)
    • Firescope California: Fire Service Field Operations Guide, ICS 420-1. Incident Command System Publication (2022)
    • Pocket Guide to the Firefighters Procedural Bill of Rights Act. California Public Employee Relations, 5th Edition (2019)
    • Truck Company Operations. Mittendorf, John. PennWell Publishing, 2nd Edition. (2011)
    • Effective Supervisory Practices. ICMA, 6th Edition. (2023)


    Candidates must pass the written examination with a minimum score of 70% to move to the technical simulation and oral board components.

    II - TECHNICAL SIMULATION EXERCISE and III - ORAL BOARD

    Date: May 21st and May 22nd, 2025, Location: Bogner Room/Public Safety Training Room

    Simulation exercises will be administered to assess candidate ability to appropriately respond as a Fire Captain to simulated fire and emergency situations. Candidates must receive a score of 70% or greater on each simulation exercise to pass this component.

    Immediately following the simulation exercise, candidates will participate in a structured oral board interview to assess candidates' leadership and supervisory abilities to successfully perform as a Fire Captain. Candidates must receive a score of 70% or greater to pass this component.

    CERTIFICATION TO ELIGIBILITY LIST

    The names of candidates passing all three components of the testing process will be certified to an eligibility list.

    FIRE DEPARTMENT SELECTION PROCESS

    Dates: Tentatively scheduled from May 26th to May 30th, 2025. (Location to be announced)

    Candidates named to the Eligibility List will be invited to participate in department selection interviews conducted by the Hiring Selection Committee. The Hiring Selection Committee will focus on personal attributes not previously evaluated in the testing process that are typically asked during the Chief's interviews to evaluate a candidate's qualifications and ability to succeed.

    Immediately following the department selection interview, the Hiring Selection Committee will evaluate candidate responses to all questions and will review a summary of how each candidate performed in the three components of the testing process. Based on this information, the Hiring Selection Committee will reach consensus on a ranked order-of-promotion list and will forward this list, as well as comments and observations determining this ranked order, to the Fire Chief.

    The Fire Chief will promote in the recommended ranked order during the period in which the Eligibility List remains active, unless there are unusual circumstances such as documented disciplinary actions or prior "below standard/needs improvement" performance evaluations. In instances such as these, the Fire Chief, at his discretion will consider the severity of the unusual circumstances and may decide to deviate from the ranked order.

    The Fire Chief will be available to meet with each candidate to review the ranked order and to provide general feedback relative to his or her individual performance in the selection process. If the Fire Chief chooses to not promote in the ranked order during the period of the Eligibility List, the affected employee(s) will be notified as to the specific reasons they will not be promoted at the current time.
