Job DescriptionThe Superior Court of California, County of Alameda, is accepting applications for
Information Technology Director. Under general direction of the Court Executive Officer, the Information Technology Director leads and oversees the overall operation of the Information Technology Division; assists in the implementation and evaluation of the Court's strategic plan, goals and objectives; hires, trains, supervises and evaluates management, supervisory, professional and line staff; and performs other related duties as assigned. Specific areas of responsibility include, but are not limited to, Application Services, Infrastructure Services, Client Services, and systems deployment and maintenance.
The current vacancy is headquartered at the East County Hall of Justice in Dublin, California.
The IT Director is an “at will” position, and the incumbent serves at the discretion of the Court.Example of DutiesNOTE: The following are duties performed by employees in this classification; however, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all listed duties
1. Leads and provides overall strategic direction to the Information Technology Division.
2. Oversees the overall management and day-to-day operations of the Information Technology Division; ensures that the work of the division is managed effectively and efficiently, either directly and/or through subordinate managers and/or supervisors; plans for the development and management of the information technology systems and subsystems that support case flow, office automation, special programs and management operations; prepares strategic and tactical plans for the analysis, design, construction, implementation and maintenance of the Court's technology platforms and business applications for data; ensures that data and phone systems are technically sound and fully operational; and identifies information technology-related initiatives designed to increase work quality and/or operational efficiency.
3. Coordinates court wide information technology, including building and maintaining an information technology infrastructure, directing future information technology investments, providing leadership for the Court's information technology planning, and ensuring interoperability of the Court's systems; and advises the Presiding Judge and Court Executive Officer on technology planning, acquisition, management, use, control and alignment with organizational strategies and priorities.
4. Evaluates and reviews Court programs, policies and procedures to inform the development and implementation of Information Technology projects and initiatives; evaluates available data regarding the work of the Division and recommends additional data collection efforts as needed; seeks input and confers with judicial officers, management and staff in that evaluation and review process; coordinates with Division Directors to ensure effective collaboration; prepares, analyzes and interprets research and studies as needed; develops recommendations for solutions or new innovations; and devises and implements those solutions as appropriate.
5. Serves as a member of the Court Executive Team; assumes responsibility for one or more court wide priorities and/or special projects that may fall outside of the scope of the Information Technology Director as directed by the Court Executive Officer; responds to inquiries and handles work projects and situations where established policies, procedures and standards are not available or are general in nature such that considerable discretion must be exercised with respect to actions taken.
6. Selects, trains, develops, coaches, supervises, evaluates and disciplines employees directly or indirectly through management and supervisory staff; meets regularly with Division managers and supervisors; ensures that Division managers and supervisors meet regularly with their staff; and oversees the implementation of the Division's workforce development program, efficacy of IT applications and work product.
7. Reviews, interprets and analyzes trends, new legal requirements, laws and pending legislation to determine the impact on operations and programs under the purview of the Information Technology Division; ensures that the Court's technology activities are in compliance with the standards set by the Judicial Council of California; and ensures that all applications are updated to accommodate mandatory and statutory changes.
8. Serves on Court, regional and state committees; establishes and facilitates communication both within the Court and externally with other agencies and organizations; and acts as a liaison with other trial courts, and local and statewide organizations and governments.
9. Participates in short and long-range planning, policy and procedure development and implementation; and assists in Division budget preparation, administration and monitoring.
10. Performs other related duties as assigned.
Minimum Qualifications (May meet one of two options)
Option I
Experience:
The equivalent of eight years of full-time experience in a lead supervisory and/or management position that includes at least four years of lead responsibility for an information technology program or department.
Or Option II
Education:
Graduation from an accredited college or university with a Bachelor's degree.
And
Experience:
The equivalent of six years of full-time management experience in a business, court, legal or public sector setting, including management of an information technology program, division, department or agency.
A graduate degree in Computer Science, Information Systems, Public Administration, Public Policy or a related field from an accredited college or university may be substituted for two years of the required management experience.
Substitution:
Additional qualifying work experience as described above may substitute for the required education on a year-for-year basis. One year (2080 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Knowledge of principles and practices of effective leadership, management, change management; administrative principles and practices, including goal setting, programdevelopment, implementation, and evaluation, and project management; principles and practices of budget development and administration and cost-benefit analysis; principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures; organization and administrative practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of the assigned area of responsibility; principles and practices of public administration related to the management of computer systems operation and support, local and wide area data communications, and a variety of telecommunications systems; general practices and specific software pertinent and unique the court; technology concepts including infrastructure and cloud services, application development, cybersecurity, radio and telephony services, web technologies, network, project/portfolio management, data, digital services, citizen engagement and strategic planning; relevant California legal codes and court procedures, policies, and filing requirements; operations and procedures of the California trial courts; principles and practices ofcurrent and emerginginformation technology infrastructure,hardware, software, and applications; recent and on-going developments, current literature, and sources of information related to the operations of the assigned department; techniques for providing a high-level of customer service, by effectively dealing with the public, vendors, contractors, and Court staff.
Ability to plan, supervise and coordinate the work of others; identify, analyze and solve problems, process, workflow and general business functionality; obtain consensus from users and designers on design direction; estimate costs and plan projects; develop, implement and evaluate policies and procedures; direct, manage and/or coordinate various court-related programs; develop, implement and evaluate projects and programs to enhance services to the public and/or support community outreach policies; maintain effective relationships with judicial officers, staff, attorneys, justice partners, including ancillary agencies; establish individual and group expectations for performance and accountability; communicate both orally and in writing; communicate on technical issues with individuals with varying degrees of computer familiarity; utilize data to monitor division performance; review literature, codes, laws and records; prepare reports; implement and utilize technology tools to improve operational efficiency and effectiveness; interpret and implement rules and regulations, policies and procedures applicable to Information Technology operations; effectively manage in a diverse work environment serving a multi-cultural community; organize and set work priorities, and meet deadlines; prepare concise reports and verbal recommendations on complex issues; and make formal verbal and written presentations.
This position includes a one-year probationary period. Employment is contingent upon successful completion of fingerprint check and the provision of appropriately identifying documents to certify eligibility to work in the United States.
Hiring Process The hiring process will include the following components:
