This position is with the Office of Administration Division of Facilities Management, Design, and Construction (OA-FMDC) supporting the Contracts Services Unit. - Prioritize excellent customer service for a wide and diverse network of internal and external stakeholders, including but not limited to internal teams, state agencies, state officials, contractors, and the public.
- Maintain oversight of the full procurement operations of the RSMo Chapter 34 Contracts Unit, including procurement staff and the Custodial Operations Program.
- Report to the Contract Services Unit Manager and oversee 3 Procurement Supervisors and 1 Custodial Operations Program Coordinator and their respective teams.
- Write, review, and solicit Requests for Proposal (RFP) and Invitations for Bid (IFB) as well as issue Intents to Award and execute contracts.
- Responsible for drafting large, more complex solicitations for the division.
- Achieve successful bidding/contract execution by working closely with internal teams, state agency representatives, vendors/suppliers, and contractors to manage the contract scope of work, schedule, and budget, ensuring alignment with contract objectives and stakeholder expectations.
- Give advice on procurement methods, including but not limited to identifying and prioritizing needs, assessing the impact of procurement decisions, and developing strategies to mitigate risk.
- Procure a wide variety of procurements for commodities and services, many of which are highly technical and require complex procurement standards and procedures such as negotiation, including conducting evaluations of bids received and leading evaluation teams of subject matter experts as needed and conducting pre-proposal conferences.
- Potentially train and supervise team of buyers by providing guidance in solving complex procurement problems, interpreting purchasing rules and procedures, and approving their bid documents.
- Oversee regional facilities maintenance service contracts and facilities maintenance and repair project contract administration, including the bidding phase, bid evaluation and acceptance phase, and contract execution phase.
- Prepare and/or review Scopes of Work, RFP's and IFB’s. (May administer agreements related to real estate functions.)
- Ensure compliance with statutory and state regulatory requirements, supporting regional and division objectives and strategic plans.
- Advise and train user agency staff regarding state statutes, regulations, and procedures for the procurement of commodities and/or services.
- Manage the vocational-level employee resources including aiding in more complex projects and supervision of employees, such as hiring recommendations, training, planning, assigning work, performance assessment, coaching, and more. (Supervision at this level also requires this person to have the knowledge and skills to perform and review the work overseen.)
- Cultivate a positive, healthy team culture through mentoring, providing constructive feedback, and facilitating team meetings to communicate and explain directives, policies, guidelines, and procedures for transparency on changes.

- Bachelor’s degree with preferred fields of study such as Business Administration, Finance, Supply Chain Management, or Accounting. (Substitutions may apply.)
- 4-6 years’ relevant experience in procurement and/or contracts fields. (Substitutions may apply.)
- Ability to determine appropriate procurement processes and initiate and manage each specific procurement’s circumstances.
- Ability to prepare detailed solicitation documents to solicit proposals from responsible vendors/suppliers.
- Knowledge of procurement processes as they relate to facilities maintenance services, maintenance and repair of facilities, limited procurement of goods, and Missouri statutory requirements relative to RSMo Chapter 8 and RSMo Chapter 34.
- A very good understanding of the legal aspects of procurement for facilities maintenance services and construction contracting.
- Ability to effectively communicate with contractors for services such as Janitorial, HVAC maintenance, mowing and snow removal, and more.
- Ability to lead and communicate effectively with team members and stakeholders.
- Ability to allocate resources, delegate assignments, supervise, train, and assign work to staff.
- Knowledge of continuous improvement and operational excellence principles and practices.
- Ability to recommend/reference policies and guidelines, training team members, and reviewing state procurements for compliance with statutes, administrative rules, and policies.
- Training, certification(s), and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
- Excellent time management, organizational, planning, and communication skills.
- Excellent attendance, work ethic, attention to detail, conflict management, and critical thinking skills.
- Possess and maintain a valid driver’s license from Missouri or from an adjacent state if you reside outside of Missouri.
