    Description

    The County of Yuba is currently recruiting for the flexibly staffed position of Planner I/II/III in the Community Development & Services Agency. Positions in this class are flexibly staffed and are normally filled by advancement from the lower levels if incumbents have met the minimum qualifications and have demonstrated the ability to perform professional current and/or long-range planning assignments, including processing and management of various land use applications, general plan amendments, and land divisions, including lot line adjustments; conduct planning, land use and environmental review studies; collect, analyze and present data and prepare reports, including graphic presentations; implement a variety of State-mandated programs and ensure that State and local laws and regulations are followed; provide information and advice to the public, in person and over the telephone; and perform related work as assigned.

    Planner I:

    Initially under close supervision, incumbents are responsible for research, data collection and preparation of reports for the Planning Department. Assignments are intended to provide background in the working application of the principles and practices of urban planning. As experience is gained, assignments become more complex and are performed under general supervision. The Planner I is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. This is the entry level in the planner series.

    Planner II:

    Under general supervision, incumbents conduct research and analyzes for varied current and long-range planning, land use and environmental review projects and functions, as well as providing professional assistance to other County departments in planning matters. Positions at this level receive occasional instruction or assistance as new or unusual situations arise and are fully aware of the operation procedures and policies of the Planning Department and Community Development and Services Agency. The Planner II is distinguished from the III level in that the latter performs the more specialized, diverse and complex assignments. This is the journey level in the planner series.

    Planner III:

    Under limited supervision, incumbents perform a broad range of the more difficult and complex professional planning assignments, including acting as project lead and the administration of consultant contracts, and may provide work direction to internal and consultant technical support staff. The Planner III is distinguished from the Principal Planner in that the latter has management responsibilities over a broad range of complex land use and zoning projects. This is the lead or advanced-journey level in the planner series.

    Examples of Duties:
    • Receive and process current land-use applications such as lot line adjustments, subdivision maps, use permits, variances and related zoning/planning and regulation items; prepare notices, collect fees and arrange for required hearings.
    • Conduct research studies regarding laws, regulations, legal documents such as deeds; prepare reports and recommendations regarding land use, zoning, population trends, transportation, housing, redevelopment, mining claims and community service needs.
    • Interpret and enforce provisions of County, state and city laws and regulations, and other policies and standards to potential applicants and the public; answer telephone and office inquiries regarding the County and local governmental ordinances and requirements.
    • Provide professional support for various commissions or committees such as Planning Commission meetings, including conducting such meetings, preparing and presenting reports and preparing legal and participant notices.
    • Prepare a variety of written communications, including analytical reports and correspondence; prepare and direct the preparation of graphic materials.

    Ideal Candidate

    Yuba County is experiencing a considerable amount of growth and development and we are looking for individuals who are excited and motivated to facilitate positive change the community! The County is interested in Planners at all skill levels that are excellent writers, capable of putting together composed reports and correspondence. The ideal candidate is a customer focused, analytical thinker who creatively problem solves and is able to plan and organize their work. Knowledge of building code, zoning/ planning regulations is preferred, but not required.

    QUALIFICATIONS:

    Minimum Level I: Bachelor’s Degree from an accredited four year college or, including but not limited to, city, regional or urban planning, architecture, environmental engineering, geography, public administration, business, economics or other related field.

    Candidates with strong experience who lack the degree and can demonstrate they possess the required knowledge, skills and abilities are encouraged to apply.

    Minimum Level II: In addition to the requirements for the I-level, two years of experience at a level equivalent to the County’s class of Planner I. A Master’s degree in a related field may substitute for up to one year of the required experience.

    Minimum Level III: In addition to the requirements for the II-level, two years of experience at a level equivalent to the County’s class of Planner II. A Master’s degree in a related field may substitute for up to one year of the required experience.

    Special Requirements:

    Must successfully complete an extensive and thorough background investigation which may include Live Scan fingerprinting prior to hire. Attend meetings outside of normal working hours. Must file statements of economic interest with the Yuba County Clerk/Recorder. Will be required to perform disaster service activities pursuant to Government Code 3100-3109.

    Benefits

    SALARY:

    Hiring Range Level I: $5,491 - $6,041/Mo.

    Hiring Range Level II: $6,067 - $6,674/Mo.

    Hiring Range Level III: $6,703 - $7,374/Mo.

    Classic: 2% @ 55

    New: 2% @ 62

    SOCIAL SECURITY: Yuba County does not participate in the Social Security Program

    MEDICARE: Yuba County does participate in the Medicare Program.

    STATE DISABILITY INSURANCE: SDIprovides benefits to employees who are unable to work due to non-work-related illness or injury. Paid Family Leave (PFL) automatically covers persons covered by SDI.

    MEDICAL: Yuba County offers several medical plan options (HMO and PPO plans available based on eligibility) through CalPERS. To reference the current Rate Sheet, please visit Health Insurance and see General Resources.

    DENTAL/VISION INSURANCE: The County pays 100% of the Basic plan premiums for employee or 80% for employee and eligible dependent(s). Requires participation in Health Insurance benefits.

    *Health Waiver Opt-out of $250/monthly available with proof of other Non-Covered CA, employer sponsored health care coverage.

    LIFE INSURANCE: County provides $50,000 in life insurance coverage. Employees may purchase additional coverage for themselves and dependents.

    EMPLOYEE ASSISTANCE PROGRAM: County paid confidential counseling program for up to 5 visits per incident per eligible family member.

    DEFERRED COMPENSATION: One Voluntary Deferred Compensation plan is available.

    MINIMUM QUALIFICATIONS:

    INTERVIEW SCREENING:

    Interview screening is an extension of the application process. Used as a secondary method of screening large applicant pools.

    ONE-WAY VIDEO INTERVIEW:

    One-way interviews may be used as an extension of the application process, as a secondary method of screening large applicant pools or as an oral examination. A panel may be comprised of one individual, typically the hiring authority, or a small group of subject matter experts. Oral examinations can be used to assist in the establishment of an employment list or as part of the hiring decision. The goal of a one-way interview is to simulate an actual in-person interview environment. If one-way video interviewing is utilized in the recruitment process, applicants are provided detailed information including instructions, interview practice options and 24-hour direct support from the County's vendor, Spark Hire.

    QUALIFICATIONS APPRAISAL PANEL:

    This is an oral examination process. Applicants who successfully completed the screening processes and meet the minimum qualifications for the position will be invited to participate in a qualifications appraisal panel. The process consists of three or four panel members along with a subject matter expert who will ask individuals questions related to the essential functions and/or attributes required for the position.

    WAIVER OF SELECTION PROCEDURES:

    When selection procedures have been publicly announced and the number of applicants meeting the minimum qualifications for the position is five or less, the Human Resources Director may, at her/his discretion; a) Waive the competition entirely and submit the names of the applicants meeting the minimum qualifications to the appointing department, b) Revise the conditions of competition to a more practical basis under the circumstances.

    EMPLOYMENT ELIGIBILITY LIST:

    An employment eligibility list is established for those applicants who successfully pass all phases of the examination process. This list will be held for a minimum of six (6) months from the date the list is certified. For each vacancy the top five (5) ranks on the list will be certified to the department for final selection, which will include a departmental interview.

    DEPARTMENT INTERVIEW:

    The hiring department will notify the applicant of the date and time of his/her interview. The applicant will be asked a series of questions about his/herself and his/her related experience, education and training that exhibit the knowledge, skills, and abilities essential to the job. The applicant may also be asked questions about hypothetical situations to test his/her ability to make decisions and use sound judgment and common sense.
