    The Position

    Program Officers administer a program or major component of a program by planning, coordinating and managing services and activities in accordance with legal and regulatory requirements and established program performance standards and objectives.

    Incumbents administer one or more programs or a major component of a large, complex program which affects a more targeted number of customers or clients; revise, recommend, and implement changes to work plans, program performance standards and objectives for providing services, and eligibility requirements.

    This position is located in the Agreement Services section of the Administrative Services Division in Carson City. The NDOT Agreement Services section procures over $150 million of professional services annually. The incumbent supervises the consultant procurement program, supervising 4 Program Officers and an Administrative Assistant. Consultant procurement includes working with Project Managers to publish Requests for Proposals (RFPs); gathering/defining scopes of services, minimum qualifications, budget verification, and draft agreement language; reviewing proposals for compliance with RFP requirements; facilitating proposal review; conducting consensus meetings; and facilitating agreement execution. The incumbent will review all documentation prior to publishing, and ensure that procurements comply with NDOT, State, and Federal rules, regulations, policies and procedures. ***THIS RECRUITMENT MAY CLOSE WITHOUT FURTHER NOTICE DEPENDING ON THE NUMBER OF APPLICATIONS RECEIVED.     To Qualify:

    In order to be qualified, you must meet the following requirements:
    Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in business or public administration, or other discipline related to the program assignment and one year of professional experience in planning, coordinating and administering a program which included interpretation of laws and regulations; development of program policy and procedures; development and implementation of program performance standards and objectives for providing services; and development and implementation of eligibility requirements; OR graduation from high school or equivalent education and three years of professional experience as described above; OR one year of experience as a Program Officer I in Nevada State service; OR an equivalent combination of education and experience as described above. Special Requirements This position requires a valid driver's license or evidence of equivalent mobility at the time of appointment and as a condition of continuing employment.     The presence of Nevada's earliest inhabitants, beginning about 12,400 years ago, is marked by many petroglyphs and archaeological sites. Baskets, decoys, and ingenious traps are evidence of the resourcefulness of these early people in a harsh and arid environment.

On October 31, 1864, President Lincoln proclaimed Nevada's admission to the Union as the 36th state. The State's first elected Governor, Henry Blasdel, took office on December 5, 1864.

    Today, Nevada is the nation's seventh largest state in land area. Several hundred mountain ranges cross its landscape, many with elevations over 10,000 feet. In contrast, the State's lowest point (along the Colorado River) is only 470 feet above sea level. From majestic mountains to desert valleys, nature has endowed Nevada with diverse and unique ecosystems.
