THE DEPARTMENTThe Library and Recreation Department is comprised of two divisions, Library and Recreation & Childcare, that are dedicated to enhancing the quality of life of San Rafael residents. The Department's mission is to enrich the community through discovery, learning, and play, and strives to maximize the delivery of strategically aligned programs and services to provide the highest value for the community.
The Library Division operates with a $4.4 million budget and 22 full-time employees in fiscal year 2024/2025. The San Rafael Public Library consists of three branches-Downtown, Pickleweed, and Northgate-and is part of the MARINet consortium. Exciting projects include a $3 million modernization of the Downtown branch, set for completion by July 2025, and a $2 million renovation of the Pickleweed branch, with construction beginning in August 2025. Additionally, the City is planning a new, joint
Library and Community Center at Albert Park, while also focusing on operational improvements and championing innovative library programs and services.
THE POSITIONAs a Library Services Supervisor, you'll oversee essential library operations, including circulation, technical services, and other support functions that keep the library running smoothly. This mid-management classification is responsible for managing daily workflows, solving operational challenges, and ensuring excellent service for library staff and visitors alike.
You'll play a key role in training and supervising staff, improving library processes, and managing projects that enhance efficiency and user experience. With a strong understanding of library operations, you'll help implement policies and procedures that support both staff and the community.
This position is ideal for someone with leadership experience, a keen eye for process improvement, and a passion for ensuring seamless library operations.
IDEAL CANDIDATEThe ideal candidate for the Library Services Supervisor position will be a dynamic, service-oriented leader with a strong background in public library operations. They should have expertise in library circulation, technical services, and administrative operations, along with a proven ability to manage and enhance library services efficiently. They will be a proactive leader who excels in team management, fostering a collaborative and inclusive work environment while ensuring high-quality library services that support the needs of the community.
This individual will have demonstrated success in supervising staff, implementing policies and procedures, and optimizing library workflows to enhance efficiency and accessibility. They will be skilled in customer service, adept at handling complex patron inquiries with professionalism, and committed to creating a welcoming and equitable library space for all visitors.

- Plans, organizes, reviews, and evaluates the operation and activities of assigned library functions and/or programs.
- Serves as a member of the Library Division as well as the Library and Recreation Department leadership teams; assists in the development and implementation of division and department goals, objectives, policies, and priorities; ensures that programs and services support City, departmental, and Library goals.
- Plans, schedules, supervises, coordinates, reviews, and evaluates the work of assigned professional, paraprofessional, and support staff; interviews, selects, trains, motivates, coaches, and disciplines staff; ensures and coordinates staff development, training, and education.
- Plans, develops, and implements the public relations, outreach, and social media strategies for the assigned functions and/or programs.
- Assesses library service needs in a diverse community; develops and implements programs, activities, and services in response to community needs.
- Prepares and presents oral and written reports to the Director, Assistant Director, City Council, other City bodies, and community groups.
- Represents the library at community and professional meetings; seeks input from local groups and individuals regarding library policy and collections.
EDUCATION/EXPERIENCEAny combination of experience and training that would likely provide the required knowledge, skills, and abilities may qualify. A typical way to obtain the knowledge, skills, and abilities is:
- Equivalent to an associate's degree with coursework in library science or a related field. AND
- Five (5) years of increasingly responsible public library experience, including two (2) years of experience in a supervisory role.Experience may be substituted for years of education on a year-for-year basis, for a maximum of two years.
Possession of a valid California Class C Driver's License with a satisfactory driving record is desirable.
BENEFITSThis position is a regular position of the City's
San Rafael Mid-Management Employee Association (SRMMEA) and is eligible to receive benefits including but not limited to:
- MEDICAL | City group health coverage, with the City paying a fixed dollar amount toward the cost of the monthly insurance premium. Employee only: $950.00; Employee plus one: $1,900.00; Family: $2,400.00
- DENTAL AND VISION | Premium fully paid for employee plus eligible dependents.
- VACATION LEAVE | 15 days annually, increases after 5 years of service
- SICK LEAVE | 12 days annually
- ADMINISTRATIVE LEAVE | 10 days each calendar year, prorated if hired after the first of the year
- HOLIDAYS | 12 paid City holidays plus 1 floating holiday per year
- BEREAVEMENT LEAVE | Up to 5 days paid leave
- END OF LIFE CARE LEAVE | Up to 80 hours paid leave
- PAID PARENTAL LEAVE (if eligible) | Up to 300 hours paid leave. SRMMEA employees also contribute to State Disability Insurance (SDI)
- LIFE INSURANCE & AD&D | $300,000
- LONG TERM DISABILITY | 66.67% of salary, up to $7,500 per month
- RETIREMENT | Enrollment in the Marin County Retirement System (MCERA) pension plan, a defined benefit retirement program
- Tier 2 - hired on or after 7/1/2011: 2% @ 55, Average of 3 highest years
- Tier 3 PEPRA - hired on or after 1/1/2013: 2% @ 62, Average of 3 highest years
- DEFERRED COMPENSATION | City will contribute one percent (1.06%) of base pay into a City-provided deferred compensation plan
- GYM MEMBERSHIP REIMBURESEMENT | Up to $198 per year
- BILINGUAL PAY (if eligible) | Up to $250 per month
