    The Missouri Department of Mental Health, Division of Developmental Disabilities (DD) seeks a Director of Communication and Engagement.

    The Director of Communication and Engagement is responsible for the design, development, implementation, coordination, and facilitation of Division of DD training and development programs for all Division employees and stakeholders. These responsibilities will include development and oversight of state-level training implementation, and supervision of DD Communications and Policy staff. This includes leadership in direct program development, establishment of program standards and capacity, concise formatted messaging, and publication of program standards. This role contributes technical and programmatic expertise to enhance developmental disability services statewide.

    Job Duties:

    • Assess training and material needs and resources for new and existing employees and stakeholders including support coordinators, providers, individuals, families, agencies and others as identified.
    • Implementation and oversight of Division-wide learning and development plan by organizing, developing or sourcing training programs/opportunities to meet learning needs.
    • Develop feedback system and assessment tools to measure training effectiveness, providing technical assistance and consultation regarding development outcomes across stakeholder groups.
    • Confer with management, supervisors and employees to gain knowledge of situations requiring training and to better understand changes in policies, procedures, regulations, division initiatives and technologies and prioritize accordingly offering advanced planning.
    • Assist in the coordination of statewide DD initiatives to establish a cohesive state-level system for expanding education/awareness, and development of determined competencies for all levels of Division of DD stakeholders.
    • Ensure division compliance with federal and state standards and regulations by implementing effective communication, training and education materials.
    • Provide oversight for development, implementation, and communication of DD manual, creating clear guidance on development of policy, procedures, and training.
    • Coordinate Division response to all media inquiries and collaborate with the Department’s Public Information Office.
    • Ensure accurate and consistent information is disseminated across communication channels, including guidance documents, manuals, stakeholder meetings, internal and external websites, social media, podcasts, videos, webinars, training, newsletters, and any other type of medium for Division information sharing.
    • Develop, implement, and monitor accessibility and plain language process.
    • Track Code of State Regulations (CSR) revisions as applicable to DD programs and policies.
    • Lead and coordinate Division responsibilities for Department level communication efforts.
    • Lead the creation, tracking and oversight for requests, partnership projects and issues from stakeholder groups.
    • Facilitate positive organizational culture by directing activities for the Division’s Culture Club.


    Knowledge, Skills & Abilities:

    The position requires excellent verbal and written communication skills, the ability to organize and schedule multiple tasks and projects, to work closely with peers, providers, and other stakeholders, and well-developed analytical, time management and observation skills.

    Eligibility:

    Bachelor’s Degree and five or more years of professional experience in leadership and development of communication and training programs related to mental health, social services, substance use, educational, intellectual disability/developmental disability, Medicaid, or public health services. Policy development specifically within state government and federal regulations is preferred.

    A combination of education and experience may substitute for the stated qualifications.
