About the Position This is a temporary, full-time, grant funded position through June 30, 2026 with the possibility of reappointment. The College & Career Program Specialist at Hayward Promise Neighborhoods (HPN) supports the execution and enhancement of internship programs aimed at fostering college and career readiness among students at Cal State East Bay, partner K-12 schools and community colleges. This role involves managing the day-to-day operations of the internship programs including recruiting, hiring, orienting, and overseeing interns from the Promise Interns, College Corps, and service-learning streams, ensuring compliance with all educational and partner agency requirements.
The Coordinator will collaborate closely with university leadership, faculty, and external partners to develop professional development opportunities and coordinate events that engage and retain students in the internship programs. Additionally, this position requires the implementation of risk management policies and procedures, the development of performance metrics for program evaluation, and the preparation of compliance and performance reports to meet grant-funded objectives set forth by the Department of Education and institutional policies.
Responsibilities Internship Program Management:
- Independently manage the full cycle of internship program operations for 20 Promise Interns, College Corps interns, and service-learning students across three regular pipelines. This includes recruiting, hiring, orienting, and providing ongoing oversight.
- Design and coordinate regular professional development opportunities, meetings, and events aimed at supporting student engagement and retention.
- Oversee compliance with all internship requirements, including Live Scan, immunization records, and other partner agency mandates, and apply knowledge of applicable policies and regulations.
Partnership Development and Program Coordination:
- Establish and maintain strategic partnerships with HPN’s partner agencies, continuously assessing their needs to align with HPN’s mission.
- Facilitate and optimize the delivery of key HPN solutions and programs that mutually benefit students, leveraging thorough knowledge of program administration.
- Collaborate with faculty, staff, and students to initiate and develop service-learning activities and events that actively engage targeted HPN students and families.
Pioneers with Promise Program Management:
- Direct the implementation of the Pioneers with Promise program for 25-35 Hayward students transitioning to Cal State East Bay.
- Coordinate comprehensive support structures such as monthly meetings, mentorship sessions, parent conferences, financial aid support, and overnight opportunities to enhance student engagement and community integration.
- Through meticulous oversight and adherence to guidelines, ensure strict compliance with minors on campus requirements, such as Live Scan and immunization records.
Risk Management and Compliance:
- Implement and monitor campus risk management policies and procedures pertaining to service learning, internship placements, and minors on campus.
- using analytical skills to evaluate and address potential risks, collaborate with campus stakeholders to ensure all necessary risk protocols are rigorously followed.
Performance Assessment and Reporting:
- Develop and apply sophisticated performance metrics to evaluate the success of the Promise Interns and Pioneers with Promise programs.
- Collect, analyze, and report data in alignment with the Department of Education’s Government Performance Results Acts (GPRAs) requirements.
- Create and manage program budgets in collaboration with financial supervisors and analysts, applying extensive knowledge of fiscal analysis and budget management.
Other Duties as Assigned:
- Attend weekly HPN staff and relevant network meetings to report, collaborate, and support collective impact efforts, and participate in trainings and conferences.
- Represent HPN and Cal State East Bay across university and community events.
Minimum Qualifications - A Bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
- General knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods.
Required Qualifications - A Bachelor’s degree in Public Administration, Education, Social Sciences, or a related field or equivalent administrative experience.
- Experience working with college students, internship programs, or workforce development initiatives.
- Strong project management and organizational skills, with the ability to handle multiple priorities.
- Knowledge of risk management policies, compliance requirements, and student internship best practices.
- Ability to analyze and report program data for evaluation and grant compliance.
- Excellent interpersonal and communication skills to engage with students, faculty, and community partners across diverse backgrounds.
- Strong understanding of cradle-to-career services and resources for children and families.
- Maintain a flexible work schedule that may frequently include evening and weekend activities in community locations.
- Access to reliable transportation and a valid driver's license for regular travel to community locations and events.
- Recognize when information is appropriate for public distribution and when it needs to be kept confidential.
- Advanced knowledge of and ability to use a variety of technologies including, but not limited to: Microsoft Office Suite, Google Suite, Zoom, and general in-house platforms and data collection tools.
Preferred Skills and Knowledge - A Master’s degree in social work, social studies, public administration, public health, education, or a related field.
- Proven work experience involving the study, analysis, and/or evaluation of qualitative or qualitative data leading to the development or improvement of administrative policies, procedures, practices, or programs.
- Demonstrated ability to create and disseminate marketing and communication material with attention to detail and graphic design elements to effectively promote HPN related programming and resources.
Physical Requirements - Must be able to sit and stand for extended periods of time.
- Must be able to lift 10 lbs.
- Visual acuity associated with concentrated computer use.
