ABOUT THE POSITIONThe Clark County Treasurer's Office is seeking qualified candidates to apply for the Manager Fiscal & Revenue Operations Positions. The ideal candidate has experience managing operations in a related government setting and will provide technical and specialized operational support (as well as project-based initiatives) to staff as well as senior management. This position will oversee Treasury Services which encompasses accounting (recording and reporting), banking services, investment monitoring, Special Improvement District Assessments (SID's), etc. or oversee the Tax Receiver division which covers the calculation, billing, collection, delinquent tax collection, trustee action, reconveyances, redemptions, etc. This recruitment may be used to fill multiple vacancies.
This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

MINIMUM REQUIREMENTSEducation and Experience: Bachelor's Degree in Accounting, Finance, Economics, Business or Public Administration or a field related to the work AND five (5) years of full-time professional accounting experience in accounting, including two (2) years of which were in a supervisory/management role. Equivalent combination of education and appropriate experience may be considered.All qualifying education and each experience must be clearly documented in the “Education” and “Work Experience” sections of the application.

EXAMPLES OF DUTIES- Plans, organizes, assigns, supervises, reviews and evaluates the work of professional, technical and office support staff.
- Oversees or provides for the selection, training, professional development and discipline of staff.
- Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the division.
- Directs the preparation and administration of the department's budget and grants.
- Gathers and analyzes information regarding revenue operations.
- Directs and participates in the development and reporting of performance measures; updates and revises operational plans.
- Oversees collections of receivables.
- Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
- Prepares and administers Revenue Operations budget.
- Supervises financial record keeping and reporting functions; ensures compliance with County and State ordinances and regulations; analyzes and directs the distribution of finances to various funds, as provided by ordinance and funding source restrictions.
- Uses spreadsheet software, prepares and analyzes journal entries, and performs a variety of professional accounting work to maintain and report departmental financial status.
- Directs the conduct of and conducts analytical studies; develops and reviews reports of findings, alternatives and recommendations; directs the maintenance of accurate records and files.
- Directs the preparation of a variety of written correspondence, reports, procedures and other written materials; directs the maintenance of accurate financial records and files.
- Serves as a member of various committees and task forces related to areas of expertise.
- Uses standard office equipment, including a computer, in the course of the work.
- May drive a personal or County motor vehicle or arrange for appropriate transportation in order to attend off-site meetings and visit off-site County locations.
