    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    PHYSICAL WORK ADDRESS: Bastrop State Park, 100 Park Road 1A, Bastrop, TX 78602

    GENERAL DESCRIPTION :

    Under the direction of the Bastrop State Park Site Manager, this position performs advanced (senior-level) supervisory maintenance and construction work for Bastrop State Park. Provides strong leadership, training and technical guidance to maintenance staff and volunteers. Maintains all park facilities and grounds in a safe and effective manner. Serves as the team leader for the maintenance staff and assigns and inspects projects and duties to field staff and volunteers while overseeing the maintenance program. Ensures the regulatory compliance in all utility operations to include completion of required forms and reports as required by the Texas Commission on Environmental Quality (TCEQ) and the Texas Parks and Wildlife Department (TPWD). Conducts water testing procedures and general maintenance and cleaning of water facilities. Responsible for the application of herbicides in the park in compliance with all state regulations. Oversees maintenance to vehicles and equipment, utilities, water and wastewater systems, electrical and all park facilities and grounds. Performs repairs and preventative maintenance (including cleaning/inspection) of grounds and facilities. Prepares reports, provides customer service and visitor assistance. Performs resource management duties. Performs cultural resource management and preservation of historic facilities. Responds to abnormal and/or emergency situations such as: incident preparation, water leaks, power outages, damage control and visitor injuries. May be placed on an "on-call" status in accordance with State and Agency rules and regulations. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


    Qualifications:

    MINIMUM QUALIFICATIONS :

    Education :

    Graduation from High School or GED.

    Experience :

    Four years of facility, equipment or grounds maintenance experience.

    Three years of experience as a supervisor or team leader, which may include oversight of paid staff, volunteers, or alternative workforces.

    NOTE : Experience may have occurred concurrently.

    Licensure :

    Applicant must possess a valid State driver's license.

    Must possess or be able to obtain, within one year of employment, a Class "D" Water and Wastewater Operator license issued by the Texas Commission on Environmental Quality (TCEQ).

    Must possess or be able to obtain, within one year of employment, Non-Commercial Pesticide/Herbicide Applicator's license issued by the Texas Department of Agriculture (TDA).

    NOTE : Retention of position is contingent upon obtaining and maintaining required licenses and compliance with the Texas Commission on Environmental Quality's (TCEQ) Criminal Conviction Guidelines.

    PREFERRED QUALIFICATIONS :

    Experience :

    Five years general maintenance experience in repairing buildings, equipment, plumbing, or electrical systems.

    Five years of experience in grounds maintenance to include the operation of lawn mowers, tractors, trucks, power or hand tools.

    Three years of experience working with the public.

    Three years of experience working with historic structures/facilities.

    Two years of experience in natural resource management such as forestry or land conservation principles.

    One year of experience in administrative duties to include purchasing, developing/maintaining files and supervision.

    Licensure :

    Current Class D Water Operator License (or higher) issued by TCEQ.

    Current or renewable Non-commercial Pesticide/Herbicide Applicator's License issued by TDA.

    KNOWLEDGE, SKILLS AND ABILITIES :

    Knowledge of plumbing, electrical, carpentry, mechanical, automotive, masonry, heating, ventilation, air conditioning (HVAC), water and wastewater operations and/or grounds keeping trades;

    Knowledge of custodial duties;

    Knowledge of natural and cultural resource protection techniques;

    Knowledge of preventive maintenance program development and implementation;

    Knowledge of training program development and implementation;

    Knowledge of departmental industrial safety program development and implementation;

    Knowledge of historic structure maintenance, repair, and preservation techniques;

    Knowledge of state purchasing processes and procedures;

    Skill in using MS Word, Excel and Outlook;

    Skill in effective verbal and written communication;

    Skill in natural resource management such as forestry or land management;

    Skill in historic structure maintenance, repair, and preservation techniques;

    Skill in areas such as advanced carpentry, electrical, plumbing, equipment / vehicle repair, and trail maintenance;

    Skill in planning, assigning and/or supervising the work of others;

    Skill in training others;

    Skill in effective interaction with staff at all levels of the department and other State agencies and organizations;

    Skill in managing several projects simultaneously;

    Skill in using hand and power tools, mowers, trimmers, chain saws, tractors, vehicles, generators and other mechanical equipment;

    Skill in providing quality customer service in a courteous and professional manner;

    Ability to detect and respond to abnormal/emergency conditions (hurricanes, power outages, etc.);

    Ability to trouble-shoot maintenance problems and effect solutions;

    Ability to perform various reports electronically;

    Ability to work independently with little or no supervision;

    Ability to work as a member of a team;

    Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities;

    Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.;

    Ability to conduct work activities in accordance with TPWD safety program.

    WORKING CONDITIONS :

    Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays and holidays;

    Required to adjust to changing schedules;

    Required to respond to emergency and on call situations;

    Required to work in environments involving pollen, dust, insecticides, cleaning and preservation materials, potentially dangerous equipment operations, noise, heights, confined spaces, rugged terrain, heavy vegetation, insect/animal hazards, fuels, lubricants, and other potentially hazardous materials;

    Required to use appropriate safety procedures and equipment;

    Required to perform work outdoors, occasionally in adverse weather conditions;

    Required to perform manual labor including, lifting supplies and materials up to 50 lbs.;

    Required to operate a State vehicle;

    Required to travel 5% with possible overnight stays;

    Must conform to TPWD dress and grooming standards, work rules and safety procedures;

    Non-smoking environment in State buildings and vehicles.
