The Human Resources Department is recruiting for two (2) limited term Human Resources Technicians. The Limited Services position is contingent upon the funding and availability of work.
The two (2) positions are funded through June 30, 2026 . Continued funding of the positions after June 30, 2026 will require the approval of the City Council.

Human Resources Technician Examples of DutiesThe Limited Services position will be focused on support tasks that are directly or indirectly related to our Enterprise Resource Planning (ERP) System and is an opportunity to gain exposure and get experience in a variety of areas across the department. The opportunities include activities such as:
- Organizing, standardizing, and auditing confidential personnel files (to eventually digitize) for accuracy
- Assume responsibilities for processing of various personnel transactions (e.g. Personnel Action Forms) or benefits administration (data entry) or employee onboarding to support current HR Technicians who may be involved in ERP implementation
- Engaging in a variety of recruitment related tasks in support of recruiters who are engaged in the ERP project
- Participating in implementation meetings as needed or appropriate and engaging in implementation tasks for the new system as appropriate and needed
Regular duties include, but are not limited to:
- Provide information to employees and the public as appropriate regarding wages, benefits, personnel procedures, negotiation information, promotional opportunities, and career development.
- Apply and keep current in policies, rules, regulations, procedures, and union contracts as appropriate when processing work; ensure compliance with union contracts.
- Receive, report, and process a variety of documents and transactions in areas such as workers' compensation, benefits, recruitment, and training.
- Enter data and redesign system changes as needed into various Human Resources Information Systems (HRIS) programs and create reports off the systems.
- Coordinate general Human Resources training, including new employee orientation, Brown Bag seminars, Open Enrollment Health Fair, retirement seminars and exit interviews.
- Assist in the administration of employee benefit programs including health, group life, and disability insurance programs; assist employees with benefit questions; follow-up and track activities for areas such as workers' compensation, training, and benefits.
- Create and maintain files; gather, compile and create various reports.
- Write and maintain procedures manuals for Human Resources activities related to assignment.
- Compose and proofread notices, forms, and correspondence covering a variety of personnel matters.
- Schedule, coordinate, and prepare materials for new employee orientations; may conduct new employee orientation by explaining conditions of employment including benefit plans, pay schedules, City organization, personnel rules and regulations and other related information.
- Serve as liaison with other departments and divisions related to assigned human resources functions; attend and participate in professional group meetings; keep updated on trends in the field of Human Resources.
- Perform related duties, as assigned.
Typical QualificationsEDUCATION AND EXPERIENCE: Experience: Two years of increasingly responsible administrative support experience. Experience in a municipal human resources office is highly desirable.
Education: Equivalent to completion of two years of college-level course work in personnel management, business administration, human resources, or a related field.

Only the candidates whose backgrounds best match the position will be invited to proceed in the selection process. Additional phases of the selection process will consist of one or more interviews.

SUPERVISION RECEIVED AND EXERCISED:- Receives supervision from a Human Resources Analyst I/II, Senior Human Resources Analyst, and/or the Human Resources Director.
- May assign work and provide guidance to administrative support staff.

RETIREMENTMembership in CalPERS (2% at 60 or 2% at 62 with three year average salary). City of Milpitas employees do not participate in Social Security,but do contribute to Medicare.
MEDICAL INSURANCEChoice of CalPERS Medical Plans. City pays coverage up to the Kaiser rate (currently $2,228.36/mo. for family). Employees who waive health coverage are eligible to receive $125 per month in lieu of medical plan coverage with proof of other coverage.
RETIREE MEDICALEmployees are eligible upon CalPERS retirement from the City to receive up to 100% retiree medical coverage (currently based on the Kaiser health rate), based on years of service.
DENTAL & VISIONCity provides full family coverage for Delta Dental and MES Vision at no cost to the employee.
LIFE INSURANCECity provides $50,000 term policy. Supplemental employee-paid life insurance is available up to $500,000, based on carrier acceptance.
DISABILITY INSURANCECity provides a Short-Term Disability plan similar to State Disability Insurance (SDI) coverage. Employees do not participate in SDI. Long-Term Disability coverage of 60% of base salary up to $1,500 per month is available after a 60-day waiting period. Additional buy-up options for LTD are available up to $6,000 per month.
DEFERRED COMPENSATIONCity contributes $75 per month on the employee's behalf.
VACATIONHourly employees earn 11-31 days of vacation and Exempt employees earn 16-36 days of vacation based on years of service.
HOLIDAYSEmployees receive 12 paid holidays and one (1) floating holiday per year.
SICK LEAVEEmployees earn 12 days annually.
TUITION REIMBURSEMENTEmployees are eligible to receive up to $2,000 per fiscal year in tuition reimbursement.
