DescriptionWhat We OfferThe County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee with this position will also be eligible for the following:
- Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor’s degree, OR 5.0% for completion of a graduate degree.
- Flexible Workweek - A compressed work schedule (e.g., 9/80 workweek) may be available for some positions.
- Vacation Accrual: Initially 14 days per year; after approximately five (5) years of service increasing to 19 days a year; after approximately 11 years increasing to 10 days per year and then increasing 1 day a year, through 15 years of service; topping out at 26 days per year after approximately 20 years of service with a maximum accumulation of 400 hours
- Annual Leave Redemption - Ability to “cash in” or redeem up to 100 of Annual Leave per year after using 80 hours in the preceding twelve months.

The DepartmentThe Information Technology Services Department (ITSD) works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs, including project management, business process improvement, applications support, voice/data infrastructure, data security, threat and vulnerability/risk management, and extended staffing.
Payroll Title: PeopleSoft Architect
The PositionUnder general direction, incumbents are responsible for planning, leading and/or performing all aspects of the technical PeopleSoft infrastructure, including instance/databases; application servers and process schedulers; patches, upgrades and modification planning and implementation; migration and propagation; infrastructure stability and system integrity. Coordinate and enforce standards. May supervise a small technical team as part of a larger project.
Distinguishing CharacteristicsThis position differs from the Data Systems Architect in that it is specific to the maintenance of the PeopleSoft environment. The PeopleSoft Architect is responsible for leading and/or performing the day-to-day management of the technical environment of all PeopleSoft systems, including security setup for developers in the development environments. It differs from that of the PeopleSoft Analyst in that the Analyst may perform less complex analyses and does not have any supervisory functions assigned to it.
The Ideal CandidateThe ideal candidate will have recent technical experience in a Human Capital Management (HCM) ecosystem, such as Oracle PeopleSoft applications, including designing its architecture, developing, testing, implementing, and integrating with other applications and/or platforms. The candidate will be a team player, a strong communicator, and a detailed business analyst with technical skills and an appetite for learning new technologies and high-level customer support skills.
The PeopleSoft Architect position is represented by Service Employees International Union (SEIU) and is eligible for overtime compensation.
The eligible list established from this recruitment may be used to fill current and future Regular (including temporary and Fixed Term), Intermittent, and Extra-Help vacancies within the Information Technology Services Department.

Examples Of DutiesDuties may include but are not limited to the following:
- Interact with user department personnel to assess and analyze their needs.
- Advise users on the feasibility, alternatives, cost, and timing of modifying, developing, or implementing new software functionality.
- Develop and define system requirements to include system and program specification, project timetables, task assignments, and testing criteria.
- Code, test, and refine computer programs. Develop and update system, subsystems, and operation documentation.
- Coordinate installation, maintenance, and upgrades of support software and third-party products (such as WebLogic, Tuxedo, SQR, etc. with UNIX system support).
- Assist with production problems and troubleshoot technical issues.
- Provide timely customer support.
- Perform other related duties as assigned.
Typical QualificationsThese are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING and EXPERIENCE Extensive education, training and/or experience in PeopleSoft system analysis, design, and programming which has led to the acquisition of the required knowledge, skills, and abilities.
NECESSARY SPECIAL REQUIREMENTS- Ability to travel within Ventura County to conduct studies or troubleshoot;
- Ability to work long hours to resolve production problems or meet project deadlines;
- Ability to work nights, weekends, and holidays on an on-call basis;
- Possession of or ability to obtain a valid California driver license
- Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
DESIRED - Oracle PeopleSoft University certification.
- Knowledge of PeopleSoft functional and technical knowledge related to HCM systems
- Experience with PeopleSoft tools and PUM upgrades.
KNOWLEDGE SKILLS AND ABILITIES:Thorough knowledge of:- Application deployment cycle;
- Creating, modifying, and maintaining application packages;
- UNIX
- Windows Server facilities
Knowledge of:- HCM application development technologies preferable in an Oracle environment (PeopleCode, PeopleTools, Application Designer, Application Engine, SQL scripting)
- Web server fundamentals;
Comprehensive ability to:- Analyze complex procedures/data and develop logical conclusions;
- Develop plans and achieve objectives
- Participate in the analysis, programming, testing, and/or implementation of the HCM system, and provides lead technical direction to staff;
- Gain knowledge of client’s (oracle) database and its current and potential uses, prepare system and program documents and handbooks;
- Communicate effectively, orally and in writing;
- Maintain cooperative working relationships with others.

TRAINING & EXPERIENCE EVALUATION:A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
NOTE: If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of 70% will be assigned to each application, and each applicant will be placed on the eligible list.
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
