    Job Description

    JOB SUMMARY
    The Director - Purchasing is responsible for system-wide oversight of the purchasing function to include the solicitation and administration of contracts for goods, software and non-professional services. This position presents all formal purchasing bids, proposals and negotiated contracts to the Board for approval. This position is responsible for procurement and administration in compliance with SAWS policies and procedures, federal/ state laws and other regulatory requirements.

    ESSENTIAL FUNCTIONS
    • Directs, develops and implements procedures to manage the solicitation and selection process of purchasing requirements.
    • Develops, recommends and implements procurement policies and procedures to include contract compliance requirements and Insurance Certificate monitoring.
    • Oversees creation of complex purchasing solicitation documents, evaluations and the negotiation of contracts.
    • Provides oversight and direction in the enforcement of system wide compliance of all procurement contracts.
    • Provides oversight, mediates and resolves contract issues/ disputes/ claims with SAWS contractors and SAWS personnel ensuring compliance with the various contract provisions.
    • Applies and interprets purchasing principles, practices, laws and procedures in accordance with federal/state laws and Board Policy.
    • Performs as the system’s signatory authority on purchasing contractual documents delegated by the President/ CEO.
    • Prepares Board items, project briefings, and makes presentations to Executive Management, SAWS Board of Trustees, general public, stakeholders, and outside entities regarding purchasing items.
    • Serves as system administrator for purchasing software system operating controls.
    • Promotes Small Business Opportunity Program.
    • Forecasts, allocates and monitors the human, physical and financial resources for the department.
    • Develops measures to analyze and improve area’s overall efficiency.
    • Establishes and maintains effective working relationships and public relations.
    • Performs other duties as assigned.


    DECISION MAKING
    • Position receives limited supervision.
    • Delegated signature authority for procurement awards up to $100,000 and signature authority for all Board Approved procurement contracts.
    • Exercises full supervisory responsibility. Recommends firing/hiring, schedules work, disciplines, develops and trains.
    • Supervises staff of 8 - 10 employees.


    MINIMUM REQUIREMENTS
    • Bachelor’s Degree in Business Administration, Purchasing, Contracting, Public Administration, Economics or related field from an institution accredited by a recognized accrediting agency.
    • Eight years’ experience in purchasing, and/or contract administration including five years’ supervising personnel.
    • Proficient in the use of word processing, spreadsheet, database, and presentation software.
    • Valid Class “C” Texas Driver’s License.


    PREFERRED QUALIFICATIONS
    • Master’s Degree in related field from an institution accredited by a recognized accrediting agency.
    • Ten years’ experience as a Procurement Professional dealing with Water and Wastewater goods, non-professional services and/ or technology procurements.
    • Purchasing Certification such as Certified Professional in Supply Management, Certified Purchasing Manager or other recognized certification.


    JOB DIMENSIONS
    • Frequent contact with internal/ external customers, executive management, outside vendors, attorneys, and Board of Trustees.
    • Works necessary hours as required to ensure job responsibilities are accomplished.
    • Is involved in the procurement and contract administration of goods and non-professional services contract in the amount of $100,000,000.


    PHYSICAL DEMANDS AND WORKING CONDITIONS
    Physical requirements include visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate basic office equipment. Subject to sitting, walking, or standing to perform the essential functions. Working conditions are primarily in an office environment with occasional with occasional regular field visits. May drive a company and/or personal vehicle when performing duties at field locations.

    May be required to work hours other than regular schedule such as nights and weekends.
