Major Duties, Responsibilities- Develops and implements transit program goals, objectives, policies, and procedures; researches and applies for State and Federal grant funding for transit improvement projects, including the preparation of applications, diagrams and reports; administers and directs transit-related work activities, projects and programs, reviewing and evaluating related work products.
- Maintains an effective and efficient transit system, maximizing available transit funding and striving to achieve established performance standards; Provides contract administration oversight and management of transit-related professional service contractors and consultants, monitoring performance and ensuring adherence to contract requirements.
- Conducts studies of transit routes, schedule, fares, operating hours, services, and facilities and makes recommendations for changes as required; assists in developing accurate transit service maps, brochures, pamphlets, and related material; conducts a variety of surveys, passenger counts, service reviews and data analyses, environmental studies, organizational studies and investigations as appropriate.
- Prepares financial reports and budgets for the transit system, including forecasting for costs associated with operations, capital improvements, staffing, equipment, and supplies; assists in the development of the annual department budget, providing budgetary requests for the transit system’s operational b and capital needs. Monitors budget throughout the year; drafts specifications, Requests for Proposals (RFP, Requests for Qualifications (RFQ) and related documents for the procurement of transit equipment, materials, and services, adhering to all applicable local, State and Federal grant regulations and requirements.
- Assists in the oversight of transit-related construction projects including bus stop shelters, bus stop amenities, and associated right of way acquisition and easements; provides contract administration oversight and management f transit-related professional service contractors and consultants; monitors performance and ensures adherence to contract requirements.
- Represents the transit system with other governmental agencies, regulatory bodies, contractors, consultants, civic groups and concerned citizens.
- Performs other job-related duties as assigned.
- Directs the work of and manages assigned division; supervises and personally participates in the development, implementation, administration and modification of a variety of public transportation systems and regulations. Administers and directs an operations and maintenance contractor for demand-response transit operations.
Minimum QualificationsEducation: Bachelor’s Degree in Urban/Rural Planning, Transportation Planning, Engineering, or related field.
Experience: A minimum of five years progressively responsible experience in public transit programs and/or project management.
An equivalent combination of directly related work experience and education may substitute for the degree requirement on a year-per-year basis.
Additional Requirements: Must have and maintain a valid AZ Driver’s License.
