DESCRIPTIONThe Long Beach Utilities Department is currently hiring 5 candidates for the position of Community Program Specialist I-III in the Utilities Resources Division. These positions will include 2 permanent, full-time, unclassified positions and 3 part time, seasonal Non-Career positions and will work at the Water Campus located at 1800 E. Wardlow, Long Beach, CA 90802.
Non-career employees are considered temporary, at-will employees who are not typically eligible for benefits. However, non-career employees may qualify for health coverage and sick leave accruals subject to applicable federal and state provisions. Non-Career employees are limited to 1,600 work hours per service year and are not guaranteed a minimum number of work hours.
The Community Program Specialist I-III position provides real-world water and gas conservation policy and grant-funded program implementation experience. Accomplishments of employees in this position include the design and implementation of a program reducing landscape irrigation, the development of water conservation programs for restaurants, and implementing multiple customer specific turf-replacement programs. In this role, the Community Program Specialist I-III will also assist in the implementation and management of LBUD gas and water conservation projects, services and grant-funded programs. Such programs include:
- replacing grass lawns with climate-friendly landscapes;
- promoting the adoption of grant-funded water and gas saving devices;
- assisting Long Beach residents understand their water and gas usage;
- and providing educational and beneficial customer service through all means of customer interaction.
The Community Program Specialist I-III position will have opportunities to attend local and regional meetings to interact with other agencies and understand public policies to create and implement innovative programs.

DISTINGUISHING CHARACTERESTICS:Grade Level I Under close supervision, supports in the administration of projects, services and grant-funded programs.
Grade Level II Under general supervision, develops and implements projects, services and grant-funded programs; requires a minimum of one (1) year full-time professional experience offering specific and substantial preparation for the duties of the position.
Grade Level IIIUnder general supervision, performs journey-level duties of projects, services and grant-funded programs. May train lower grade level staff; requires a minimum of two (2) years full-time professional experience offering specific and substantial preparation for the duties of the position.
EXAMPLES OF DUTIESThe Community Program Specialist I-III will perform the following duties:
- Coordinates and provides professional support in the development, implementation, administration and/or management of a variety of water and gas conservation programs, projects and/or services;
- Monitors and facilitates participant’s involvement in water and gas conservation programs by scheduling customer site inspections, completing conservation program forms, and entering conservation program data into databases and spreadsheets;
- Analyze and provide customer water and gas use data and make residential and commercial site visits to help customers determine the possible cause and solutions to reduce their water and gas usage;
- Establishes and/or maintains relationships and serves as liaison to task forces, committees, stakeholders, clients, businesses and/or other agencies related to grant funded programs, projects, and/or services;
- Develops and implements marketing/communication strategies for grant programs;
- Coordinates public meetings and events to promote water and gas conservation programs and services; Prepares and presents grant program and service information at public meetings and events;
- Interact directly with customers via phone, email, mail, and in-person to provide education and outreach by answering questions about grant-funded water and gas conservation programs and their water and gas use, such as high bills, leaks, and water-use restrictions;
- Assist with long range water and gas resources planning duties;
- May perform other related duties as assigned.
REQUIREMENTS TO FILEMINIMUM REQUIREMENTS: - Graduation from an accredited university or college with a Bachelor’s Degree in Business, Public Administration, Civil Engineering, Environmental Engineering, Environmental science, Hydrology, Water Resources, Geography, Social Science, Public Policy, or closely related field . Experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis;
AND - Professional experience as defined by grade level in the Distinguishing Characteristics section. A Master’s Degree in Business, Public Administration, Civil Engineering, Environmental Engineering, Environmental science, Hydrology, Water Resources, Geography, Social Science, Public Policy, or closely related field from an accredited college or university may be substituted for up to one (1) year of the required professional experience;
- A valid driver’s license, or the ability to arrange necessary and timely transportation for field travel, may be required for some assignments.

SUCCESSFUL CANDIDATE WILL DEMONSTRATE: - Be customer and goal focused;
- Have good written and oral communication skills;
- Have strong attention to detail;
- Understand basic software such as MS Word, PowerPoint, and Excel;
- Be self-driven and able to work independently without supervision;
- And have an interest in water and gas conservation, public policy, and the environment.
