    General

    The Deputy Director, Facilities, will report to the Director, Facilities, and is responsible for guiding/leading maintenance staff and managing facility activities for District-owned buildings, bus yards, park n’ rides, bus shelters, bus stops, leased buildings, properties and related facility systems and equipment for the San Mateo County Transit District (SamTrans), Peninsula Join Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA). The Deputy Director, Facilities, will also engage in collaborative work on large scale, complex projects to promote District’s short-term objectives and long-term strategic goals.

    Essential Functions & Duties

    • Plans and implements a Facility Management Plan (FMP) to support a robust State of Good Repair (SGR) for District facilities, buildings and related systems and equipment.
    • Collaborate with key staff to provide a greater level of functionality comfort, safety, sustainability and efficiency to staff, occupants and visitors to District facilities.
    • Liaison with executive and staff at all levels to support changing or emerging Facilities technologies and regulations that could impact District operations and capital planning.
    • Research facility issues and report/present applicable findings that guide District’s Facility Maintenance Plan and Capital Improvement Plan (CIP) in needed actions(s).
    • Supervise staff. Hire, mentor and take appropriate corrective and/or disciplinary action. Ensure EEO and affirmative action policies and procedures are followed. Participate in selection; coordinate staff training and professional development. Establish performance objectives, monitor and evaluate employee performance.


    Examples of Duties:
    • Assist the Director and guides Manager on the implementation of applicable District goals, objectives, and procedures including updating and improving work and administration standards.
    • Ensure that FMP and SGR plans are accomplished efficiently, effectively and within established timelines; assess issues and undertake applicable solutions as needed.
    • Monitors and collaborates with internal and external staff to ensure effective workflows, adherence to procedures, timely completion of work, and capture lifecycle costs.
    • Provide technical subject matter expertise for FMP and SGR plan relative to maintenance performance, training, safety, and workforce transition.
    • Research and implement procedural updates to reflect changes to industry best practices.
    • Engage with staff in Enterprise Asset Management (EAM) and Transit Asset Management (TAM) to capture applicable data for long-term Capital Improvement Program budget planning.
    • Support District’s Safety Management System (SMS) processes; promote safety awareness and follow established safety procedures to reduce/eliminate accidents.
    • Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
    • Perform other duties as assigned.


    Minimum Qualifications

    Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
    • Associate’s degree in Facilities or Construction Management, Engineering, Project Management, Supply Chain Management or related field.
    • Eight (8) years of progressively responsible experience with commercial, industrial, or institutional building management.
    • Three (3) years of staff management experience.
    • Able to possess a valid California driver’s license with a safe driving record preferred.
    • Able to respond 24/7 to potential emergency situations.


    Preferred Qualifications:
    • Multilevel supervisory experience.
    • Budgetary management experience highly preferred.
    • Experience understanding and applying Collective Bargaining Agreements, including managing union staff.
    • Experience applying knowledge of key building systems and components - mechanical, electrical, plumbing, structural framing, etc.
    • Knowledge of latest building and facility management best practices for sustainability including the evolving regulatory framework.
    • Strong interpersonal skills with the ability to interact with all levels of employees and all internal and external stakeholders.
    • Vendor and contractor management experience preferred.
    • Experienced with administrative and operational practices for public work projects.
    • Public agency experience highly desirable.

    Holidays and Paid Time Off:
    • Paid Time Off - Newly hired employees accrue 6.5 hours bi-weekly when hired (if Exempt 8.25 hours).As you move up in years of service credit, the rate of the amount of PTO accrued will also increase.
    • Paid Holidays - The District provides seven paid holidays throughout the year - New Years Day, Martin Luther King Jr. Day, Memorial Day, Independence Day (July 4th), Labor Day, Thanksgiving Day and Christmas Day
    • Floating Holidays - District employees can earn up to five (5) floating holidays.

    • Pension Benefits through CalPERS -You must have a minimum of 5 years of service to be eligible for this pension.
    • CalPERS PEPRA vs. Classic - All employees hired on, or after January 1, 2013, are considered PEPRA members and will contribute 8% of their salary up to the maximum IRS cut-off. All Classic members will contribute 6%
