Description WHAT WE OFFER Educational Incentive: An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree.
Vacation Accrual: Accrual rate of 14 days per year, increasing to 19 days after 5 years of service, 20 days after 11 years of service, then increasing 1 day a year through 15 years of service, topping out at 26 days per year after 20 years of service.
Vacation Redemption: After 20,800 hours (approximately 10 years) of continuous County service the ability to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours preceding 12 months.
Deferred Compensation: Eligible to participate in the County's 401(k) Shared Savings Plan and/or Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
Health Plans: You are afforded a flexible credit allowance for purchasing medical, dental and/or vision insurance from a group of authorized plans.
Flexible Spending Accounts: Pre-tax benefit towards eligible medical, dental, and vision care expenses.

THE ASSESSOR California tax law directs the Assessor to discover, inventory and assess property for tax purposes and to keep a public record of this information. The primary mission of the Ventura County Assessor is the production of the local assessment roll that reflects the current status of ownerships, owners' addresses, and values of all locally assessed property.

THE POSITION Under immediate supervision, the Assessor's Technician I, or general supervision, the Assessor's Technician II, performs a full range of paraprofessional and technical duties related to the assessment and conveyance of real and personal property for tax purposes.
The series is characterized by the responsibility for collecting, examining, and preparing documents and records to support assessment and/or appraisal determinations in a functional area (e.g. property transfer, mobile homes, business property, minor new construction, boats and aircrafts, or mobile equipment/leasing).
Incumbents are assigned duties and responsibilities that directly relieve professional appraisal personnel of the more routine and standardized technical field and office functions requiring application of state, county and city codes and ordinances with an emphasis on data research and records update related to ownership, taxability, situs and costs. Appraisal support activities performed by the Assessor's Technician may involve the utilization of established cost guidelines and are subject to the review of a state certified appraiser.
Assessor's Technician I : $25.02 - $32.02 per hour, is the entry-level class and serves as a training level in which incumbents acquire assessment techniques and the requisite competencies for advancement to the journey level. Incumbents typically work with the basic types of documents and are gradually given more responsible assignments with less supervision.
Assessor's Technician II : $27.84 - $35.63 per hour, is the journey level class in which incumbents provide full scope of assessment or appraisal support within a major functional area that is increasingly diverse and technical.
Assessor's Technician I/II are represented by the Ventura Employees Association (VEA) and are eligible for overtime compensation.

Examples Of DutiesDepending on the unit assigned, duties may include, but are not limited to the following:
- Reviews and verifies information submitted by taxpayers for accuracy, completion and conformance with established procedures, and to determine ownership, situs, costs, and taxability. Documents processed include: deeds, unrecorded contracts, date of death notifications, building permits, personal property statements, boat and aircraft declarations, and valuation assessment roll changes;
- Determines, updates, and initiates vesting, building, and appraisal records and database to properly annotate chain and percentage of title, identify real and personal properties, fixtures, boats and aircrafts;
- Identifies legal descriptions; collects, examines and prepares building plans, appraisal records and support data (e.g. construction permits, property characteristics, property sales, cost and income data) to support status for assessment and appraisal purpose; processes authorizations for roll corrections;
- Performs simple to moderately complex mathematical calculations involving: proration of ownership; percent of reappraisal; square footage of floor plans, area calculations of properties; costs, depreciation, replacement value and full assessed values;
- Responds to public inquiries in writing, in person and by telephone, regarding reassessment changes of ownership, business property declarations, appraisal procedures, assessment laws, regular and supplemental tax bills, valuation problems and the operations of the Assessor's Office;
- Performs field checks and canvasses to ascertain location, mailing address, ownership and type of business; identify and record specific property characteristics, such as the number of rooms, usable portion of lot, landscaping, status of minor new construction, neighborhood attributes, condition and type of equipment; describes, measures and draws dimensions of new structural improvements, and assists appraisers in analyzing and updating data, and preparing reports;
- Utilizes computerized tracking and spreadsheet programs to assist appraisal staff with record searches and corrections on valuations and processing;
- Performs annual field inspections to identify new businesses; identifies businesses which are no longer operational; may assist Auditor-Appraisers in the audit process by comparing data and making calculations;
- Performs other related duties as required.

Assessor's Technician I
Sixty (60) semester units of college coursework from an accredited college or university
ORThirty (30) semester units of college coursework PLUS either:
- a real estate certificate issued by an accredited institution;
- one (1) year of experience in real estate appraisal, personal property appraisal, building contracting or inspection; or
- one (1) year of responsible clerical or technical experience in an Assessor's Office in the State of California.
Assessor's Technician II
One (1) year of experience as an Assessor's Technician I OR a comparable class in an Assessor's Office in the State of California.

Knowledge, Skills, and AbilitiesSome to thorough knowledge (depending on level in series) of: appraisal terminologies, principles and practices; standard building classification systems; terminologies, symbols and principles used in map and blueprint reading; State revenue and taxation laws governing change in ownership as it relates to property transfers and valuation of property for assessment purposes; the procedures, methods, instruments and records used to research, convey, transfer and record title to property; methods and records used in conducting title searches, computer-assisted appraisal programs, and basic data processing principles; and modern office procedures, practices, systems and equipment.
Some to working ability (depending on level in the series) to: analyze, interpret and apply laws, rules and regulations; attend to details; read and interpret maps, titles, property descriptions and related documents; read floor plans from blueprints; read and understand metes and bounds descriptions, mapping symbols and plotting lines; determine parcel boundaries from legal descriptions; identify types of structures and basic characteristics of building construction; discover and inventory a variety of real or personal properties; perform arithmetic calculations involving computation of square feet of surface area, linear feet, acreage and pro-rations; draw buildings on assessment records and calculate dimensions of various improvements; process data using computer systems; explain assessment methods and regulations to the public accurately and tactfully; and establish effective working relationships with individuals of various socio-economic levels and cultural backgrounds.
