    The Job

    The Department of Public Works (DPW) is recruiting for Supervising Engineers to supervise a section of staff engaged in the major activities of public works and civil engineering projects and perform difficult and specialized engineering work. Positions oversee engineering projects related to review and/or design flood control facilities, solid waste management, highway, traffic, and planning projects. Responsibilities include civil engineering design; engineering review, coordinating, developing and constructing projects and other improvement plans; assigning and evaluating work; overseeing studies, plans and specifications; assisting in budget preparation; recommending expenditures; and representing the department at various meetings.

    We are currently seeking qualified candidates for the following divisions:

    Transportation Design Division:
    The Transportation Design Division is seeking a Supervising Engineer with the key duties consisting of, but are not limited to, managing an in-house design group and the consultants, delivery of capital improvement projects, consultant oversight and project management on major Public Works projects, construction support, Operations maintenance projects, and review projects from outside public agencies. This position will conduct bidding and proposal solicitation processes and prepare contracts and Board agenda items. The workload also consists of maintaining and developing standards, quality control systems, and training staff to stay current on standard practices.

    Permits Division:
    The Permits Division has an opportunity for a Supervising Engineer to oversee either the Transportation Permits section, or the Flood Control Permits section within the Permits Division. This role includes supervising engineers, engineering technicians, and clerical staff; processing encroachment and construction permits for the County-maintained road system and Flood Control Right-of-Way; and providing technical civil engineering support. The candidate in this division will address field construction issues, respond to public inquiries and complaints, and coordinate activities with other County departments and outside agencies.
    Contracts Division:
    The Contracts Division is looking for a Supervising Engineer that performs as a resident engineer on construction projects and supervises the work of in-house and consultant inspectors/material technicians. The daily responsibilities include, but not limited to reviewing projects drawings, specifications, and estimates; project advertisement; addendum preparation; coordination with contractors, design professionals, utility purveyors, and regulatory agencies; processing change orders, payments, and claims.

    Flood Control Division:
    In the Flood Control Design Division, a Supervising Engineer’s position oversees and manages the development of Engineering Capital Improvement Plans related to Flood Control Facilities. Under Direction from the Division Manager, this position supervises a section of staff (4 to 6) within the Division in performing the design and preparation of improvement plans, construction specifications, studies, cost estimates, project Agreements/Contracts, Board Agenda Items, tracking of regulatory permits, solicitation & selection of sub-consultants, overseeing the more difficult engineering studies and representing the department at various meetings.

    CONDITIONS OF EMPLOYMENT

    Pre-Employment Process: Incumbent must successfully complete a background check prior to appointment.

    Travel: Travel to various sites throughout the County is required; a valid California Class C driver license and proof of automobile liability insurance must be provided at time of hire. Mileage reimbursement is available.

    Physical: This position includes the following demands: frequent sitting; occasional walking, standing, bending, and squatting; fine manipulation in both hands; continuously reach or work below the shoulder level; must frequently demonstrate near vision and occasionally demonstrate far vision; occasionally lift or carry ten (10) pounds or less; occasionally work near equipment and machinery on rough, uneven, rocky, or slippery surfaces; occasionally exposed to dust, gas, toxic materials, noise, and extremes in temperature and/or humidity; occasionally use protective equipment or clothing.

    Minimum Requirements

    Applicants must meet all components within one (1) of the following option requirements:

    Option 1: License: Must hold current status as a registered Professional Civil Engineer (PE) with the State of California Department of Consumer Affairs. Education: Bachelor's degree in Civil Engineering or a closely related field.
    Experience: Three (3) years of professional experience working as a civil engineer or engineer in a closely related field.

    Option 2: License: Must hold current status as a registered Professional Civil Engineer (PE) with the State of California Department of Consumer Affairs.

    Education: Forty-five semester (68 quarter) units in civil engineering or a closely related field. Candidates must provide a list of completed coursework.

    Experience: Four (4) years of professional experience working as a civil engineer or engineer in a closely related field.

    Note: Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education Degree Equivalency Evaluation: Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.

    Desired Qualifications

    A Bachelor's degree from an Accreditation Board for Engineering and Technology (ABET) accredited school in Civil Engineering is highly desirable.
