DEFINITION :
Under immediate supervision, depending on assignment, learns and performs a variety of manual, semi-skilled and skilled duties associated with the construction, installation, operation, maintenance, and repair of the District’s domestic water distribution, wastewater treatment, and collection systems equipment and facilities.
CLASS CHARACTERISTICS :
This is an entry-level, trainee classification. Initially under close supervision, incumbents learn and perform less difficult and complex tasks in a training capacity involving the operation, maintenance, and repair of a variety of District’s operations systems and equipment. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
Essential Functions EXAMPLES OF TYPICAL JOB FUNCTIONS :
Works from work orders, plat books, blueprints, recording devices, and verbal and written instructions.Places traffic control and warning signs; sets up barricades.Maintains work, time, and material records, logs, and reports.Learns to operate a variety of hand and power tools necessary to perform the duties of the assigned work area.Observes and complies with District and mandated safety rules, regulations, and protocols.
When assigned to the Meter Reader Division:
Walks and/or drives alone from meter to meter on an assigned route. Reads water meters and accurately records readings on a utilicorder.Gathers and records trailer counts.Turns water on and off as directed and responds to emergency calls.Leaves door hanger notices for delinquent accounts, repairs or any irregularities. Makes minor meter repairs in the field such as tightening connections.Re-checks readings when there have been complaints of readings that appear to be inaccurate. Inform supervisor and/or water service of any problems, repairs, or irregularities. Read AMR meters manually when required. Fill out and complete incident reports.
When assigned to Domestic Water Operations or Distribution Operations:
Learns to operate and maintain deep well, booster pumps and pumping facilities.Learns to maintain and repair waterlines and monitor and operate water systems; starts and stops well and booster pumps and checks the operation of automatic control devices; checks packing glands for proper temperature and excessive leakage.Reads and understands recording devices used in pumping operations; makes recommendations to correct water pressure or water quality problems; makes rereads on meters and turns on and off water for customers.Inspects booster and well pumps for proper operation; analyzes and corrects distribution system malfunctions; checks reservoirs for levels and damage; ensures operating switches and safety valves are properly set and secure.Locates and repairs leaks on water mains and responds to emergency callouts.Assists in the service and repair of water meters, regulating valves and appurtenances related to metering and regulating of water flows.Learns and performs a variety of manual, semi-skilled and skilled duties associated with the operation, maintenance, installation, and repair of various District appurtenances including pressure control devices, fire hydrants, valves, compressors, deep well meters, chlorinators, cla-vals, various water mains, water quality sampling stations, and other distribution system appurtenances.Performs a variety of construction work including installation or abandonment of new or existing District facilities and water main tie-ins; digs, spreads, rakes, and shovels asphalt or sub-grade material, pours and finishes concrete collars and slabs by hand; removes old concrete as required.

A typical way to obtain the required qualifications would be:
Education: Equivalent to a High School Diploma.
Licenses and Certifications: Possession of a valid California Driver’s License, to be maintained throughout employment.
Experience: Depending on assignment, one (1) year of experience working in the plumbing, construction or automotive trades.

- Learn to recognize, analyze, and troubleshoot malfunctions with water meters, regulating valves, and make appropriate repairs.
- Install, repair, and maintain water meters, regulating device for accurate measurement and control of flow.
- Learn to read and understand recording devices used in pump operation and the District’s distribution systems maintenance.
- Assist in the installation of remote reading devices and pilot control devices including measurement device, pipe, and wire; read and interpret gauges and other recording devices.
- Learn to calculate water formulas and interpret applicable tables and charts.
- Learn to make determination for leak repair responsibility (District or Customer).
- Plumb copper, PVC, stainless steel, and galvanized pipe and fittings.
- Learn to Inspect, diagnose, and repair small engines and related equipment, automotive and truck braking systems.
- Implement methods and practices of collection system operations.
- Learn to operate wastewater treatment plant equipment; take wastewater and sludge samples.
