    The Opportunity
    We are pursuing qualified candidates to fill Manager positions that are responsible for assisting in the administration of various divisions within the Chief Executive Office.

    Essential Job Functions

    Position Responsibilities
    • Manages a Division in the Chief Executive Office.
    • Supervises subordinate supervisor(s), analysts, administrative staff, and clerical staff.
    • Leads and/or participates in the development of division-related programs or assignments of a highly complex or sensitive nature for Countywide implementation.
    • Participates in strategic planning efforts.
    • Oversees the budget analysis, coordination, and control of County departmental budgets.
    • Assists in managing the County's employee relations program and compensation systems.
    • Prepares and reviews various documents of a highly sensitive, complex, or political nature.
    • Advises other division managers, executive management, County department managers, and others via written and verbal reports, in matters related to the work of the division.
    • Communicates with Board offices (e.g., Chief Deputies, Board Deputies) by giving written and verbal presentations of draft policies or procedures and budget recommendations.
    • Represents the department and the division or major Countywide project or policy.


    Requirements

    Requirements to Qualify
    Three (3) years of experience in the analysis and resolution of problems related to project management, organization, personnel, systems and procedures, risk management, budget and finance, contracts, or other governmental programs at the level of Los Angeles County’s class of Chief Program Specialist, CEO, Principal Analyst, CEO*, or higher.

    Special Requirement Information
    *In the County of Los Angeles, experience at the level of Chief Program Specialist, CEO is gained through having responsibility for a major program or administrative function providing operating departments with professional services in the administration of specialized organization-wide programs. In the County of Los Angeles, experience at the level of Principal Analyst, CEO is gained in a central administration agency, providing comprehensive analysis and assisting with managing the organization’s administrative and financial affairs.

    License
    A valid California Class C Driver License or the ability to use an alternative method of transportation when needed to carry out job-related essential functions.

    Physical Class II
    Light - This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    Out-of-Class work experience will not be accepted for this examination.

    Desirable Certifications
    The following certifications are desirable but are not required for qualification or final selection for this position:
    • Professional Human Resources (PHR), issued by the Human Resources Certification Institute (HRCI)
    • Senior Professional in Human Resources (SPHR), issued by the Human Resources Certification Institute (HRCI)
    • Certified Employee Benefits Specialist (CEBS), issued by the International Foundation of Employee Benefits Plans (IFEBP)
    • Labor Relations Academy Masters Certification (CLRM), issued by the California Public Employers Labor Relations Association (CALPELRA)

    Your fitness for this opportunity will be evaluated using online, multiple-choice assessment(s). Once we have identified that you meet the requirements, we will email you a notification, inviting you to participate in Part 1:

    Only those candidates that achieve a passing score of 70% or higher in Part I will advance to Part II - Writing Assessment.

    Part II: A writing assessment, weighted 25%, assessing English Structure and Content, Written Expression, and Prioritizing Information.

    Candidates who meet the requirements and achieve a passing score of 70% or higher on each weighted part of the exam will be placed on the eligible register.
    Exam Review
    Some exam components are not subject to review by candidates. Multiple-choice and/or simulation assessments are not reviewable by candidates per CSR 7.19.

    Transfer of Test Responses
    • Candidates who have recently taken identical test components for other exams may have their test responses automatically transferred to this examination.
    • This examination contains test components that may be used on future exams, and your responses could be transferred to that exam.

    Test Preparation
    We provide study guides and other test preparation resources to help candidates prepare for employment tests. While the guides may help in preparing for the test, we recommend reviewing all related materials that seem necessary.

    Eligibility and Vacancy Information
    Candidates who passed the assessment(s) are placed on a list in the order of their score group for a period of six (6) months. We will use this list to fill vacancies within the Chief Executive Office as they occur.

    Selection Certification
    From those who pass the assessment, we may establish a secondary list targeting additional qualifications we are seeking for specialized positions. We are looking for specific experience in areas like asset management, budget and finance, classification and compensation, contracts, employee relations, human resources, information technology, risk management, and service integration, and need you to answer the supplemental questionnaire carefully, specifically, and accurately in order to be considered. Please list the experience we are asking about, and do not just respond with "see resume/application.
