    About the Opportunity

    ABOUT THE POSITION:

    The Part-Time Deputy Director is responsible for the oversight and administration of the Construction Engineering and Management Program for Stanislaus County Public Works. The position is responsible for providing leadership, management, planning, and directing activities for the Construction Engineering Division and will also serve as a mentor to develop and encourage staff to work at their highest potential and encourage innovation and collaboration. This position will provide hands-on Construction Management of various complex Construction Projects, such as the Hills Ferry Road and 7th Street Bridge Replacement Project.

    IDEAL CANDIDATE:
    Public Works is seeking an experienced, knowledgeable, and public service oriented Part-Time Deputy Director. The Part-Time Deputy Director is responsible for providing leadership, management, planning, and directing activities for the Construction Engineering Division. The ideal candidate is an experienced public works professional with exceptional leadership, interpersonal, and project management skills.

    ABOUT THE DEPARTMENT:
    The Department of Public Works supports the Board of Supervisors’ goals and priorities of enhancing community infrastructure and efficient delivery of public services. Public Works achieves this through its six major operating divisions of Administration, Engineering, Survey, Development Services, Heavy Equipment Shop and Operations/Roads. The Department strives to be the leading Public Works Department through innovative stewardship of infrastructure and environment.
    Part-time extra-help is a provisional classification where permanent status may not be obtained. This position is subject to overtime, standby, shift, and callback assignments and will perform related duties as assigned. This position is non-benefited except for participation in a 401a program with Nationwide.     Typical Tasks

    • Provide direct technical and administrative assistance to the Deputy Director of Public Works (Engineering Services) concerning the operations of the Public Works Department;
    • Develop and implement policies, programs, practices and procedures for the Construction Engineering Division;
    • Conduct special studies as needed and evaluate the effectiveness and efficiency of department operations, including the establishment of short and long term priorities to meet departmental goals;
    • Direct and provide oversight of activities of department supervisors and staff, including assignment of workload and work schedules.
    • Oversee Construction Engineering Programs and Project Management of large construction projects;
    • Supervisory duties include instruction, mentoring, review and planning of work, maintaining standards, coordination of activities, and allocation of personnel;
    • Provide consultant oversight, coordinate and chair assigned committees, coordinate and prepare board agenda items, attend/ participate in Project Development Team Meetings, coordinate agreements between agencies;
    • Perform related duties as maybe required.


    Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

    KNOWLEDGE

    • Administration and Management - Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources;
    • Design - Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models;
    • Building and Construction - Knowledge of materials, methods, and the tools involved in the construction or repair structures such as highways and roads;
    • Law and Government - Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process .


    SKILLS/ABILITIES

    • Team Building-coordinate the efforts of several teams, divisions, departments, agencies, utility companies, or consultants to successfully deliver a project on schedule within budget;
    • Complex Problem Solving - Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions ;
    • Judgment and Decision Making - Considering the relative costs and benefits of potential actions to choose the most appropriate one;
    • Management of Personnel Resources - Motivating, developing, and directing people as they work, identifying the best people for the job ;
    • Accountability-exercise responsibility , take initiative, independently analyze and use prudent judgment in solving higher level issues and problems;
    • Written Expression - The ability to communicate information and ideas in writing so others will understand.

    • Bachelor's degree in Civil Engineering or a closely related field, supplemented by five (5) years of progressively responsible engineering experience, three (3) years of which must have been at management level AND
    • Valid Certificate of Registration as a civil or professional engineer issued by the California State Board of Registration for Civil and Professional Engineers
    DESIRABLE QUALIFICATIONS In addition to the minimum qualifications, applicant screening will focus on the following desirable qualifications. Please list any of these qualifications you may have within the "Duties" section of the online application.
    • Currently working as a contract employee for the Public Works Department performing duties listed above, OR
    • Ten (10) years of experience in developing and implementing processes to ensure efficient delivery of construction projects.

    • Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months, but may be extended up to eighteen months.
