    Job Summary:

    Direct project management work within the Public Works Transportation Engineering Division for development projects, capital projects, traffic operations projects, and planning/coordination projects. Performs duties as the Project Manager for assigned projects while working to facilitate project planning, design and construction in a logical, safe and responsible manner. The salary range for this position is $103,100.00- $144,400.00 per year with a hiring range of $103,100.00 - $123,800.00, depending on qualifications and experience. This opportunity will be available to applicants until Friday 4.18.25 at 12:00 P.M. M.S.T.

    The City of Loveland Transportation Engineering Division is seeking a dedicated and enthusiastic civil engineer to work with our development review and traffic operations teams.     Essential Functions:
    • Maintain a detailed knowledge of City of Loveland, CDOT and AASHTO standards, specifications, design criteria and construction practices for use in the execution of the City's Transportation Capital Improvement Program (CIP). Implement professional judgment in the best interest of the City in the assessment of requirements, goals and standards.
    • Maintain a detailed knowledge of the City's transportation and related plans to assist in implementing the current requirements and developing future updates.
    • Review of development proposals to ensure compliance with planning, transportation, and engineering standards.
    • Review civil construction drawings, traffic impact studies, geotechnical, drainage and other technical reports in coordination with plan review. Provide clear, concise comments and redlines throughout the review process.
    • Prepare Request for Proposals (RFP's) for the selection of consultants. Interview, evaluate, negotiate with and hire consultants to assist with transportation master planning, street design, structural design, construction management, property acquisition, surveying, aerial mapping, bridge inventory work and/or related drainage design work.
    • Monitor and direct consultants performing design/construction plan preparation for projects in the City's Transportation CIP. Duties include collaboration with other departments, governmental agencies, utilities, affected property and business owners, and impacted parties.
    • Perform project management duties including scope generation, cost estimating, project scheduling, risk identification and mitigation, various project tracking/reporting, specification preparation, and bid package development.
    • Perform construction management functions for CIP projects, including quality control, progress payment preparation, writing and approving change orders, handling contractor disputes/claims, interfacing with affected property and business owners, public information, utility adjustments/relocations, and project closeout.
    • Make formal presentations, explain assigned projects at meetings with affected property owners, citizens, service clubs, City Council, commissions and boards, and others.
    • Compose a wide range of written communications ranging from memos and letters to detailed reports in support of the Division goals and objectives.
    • Provide feedback and direction to assigned inspection and technical staff. Providing clarification, analysis and support.
    • Make field design decisions to correct plan deficiencies.
    • Assist with department projects, programs, activities, and objectives.
    • Interviews, hires and trains employees; planning, assigning and directing work; appraising performance; rewarding employees and ensuring accountability; addressing complaints and resolving problems.

    Other Job Functions:

    Job Level and Management Expectations:

    Qualifications:

    Education:
    • Bachelor's Degree or higher in Civil Engineering or a related field required, an equivalent combination of education and or experience may substitute for the education requirement on a year for year basis.

    Experience:

    Required:
    • 6 years e xperience in civil engineering with a background in urban street widening and intersection design and construction, transportation master planning, and/or project management. Without a degree, the combination of education and/or experience is a minimum of 14 years.
    • 2 years experience directing/leading a project team with a wide range of professional skills to address civil design, funding, land surveying, environmental, social, utility and other concerns facing urban transportation projects.
    • 2 years e xperience in developing, monitoring, and updating project budgets, including design and construction phases.

    Preferred:
    • Some experience with federal and state grant compliance included but not limited to Brooks Act, Uniform Act, Davis Bacon Act, Buy America Build America regulations, etc.

    Certifications:
    • Must possess a valid driver's license.
    • Registration as a Professional Engineer in the State of Colorado, or ability to obtain within one (1) year of hire required.

    Knowledge, Skills, and Abilities:
    • Knowledge of the principles and practices of civil engineering related to transportation planning, design and construction.
    • An understanding of the fundamentals of project management and leadership skills.
    • Knowledge of business management (revenues, expenditures, budgeting, cost tracking, goal setting, delegation, evaluation, and communication).
    • Compose complex reports and deliver detailed presentations regarding potentially controversial issues.
    • Solve complex problems regarding transportation related planning, design and construction issues.
    • Prepare contracts for professional services and construction of CIP projects, including planning, design and construction.
    • Negotiate property acquisition.
    • Knowledge of modern office practices, procedures and equipment.
    • Proficient computer skills; experience using AutoCAD, Project, and other computer software.
    • Independently solve problems, work under pressure, and meet reasonable deadlines.
    • Capable of maintaining confidential information.
    • Strong organizational skills, written and oral communication skills.
    • Knowledge of proper spelling, punctuation, grammar, arithmetic, and business English.
    • Learn and apply technical terminology related to the Public Works Department.
    • Must be a self-directed team player able to multi-task to provide assistance to both internal and external customers while maintaining a positive attitude.
    • Must function as an effective team member who can follow directions and provide concise information and answers, sharing resources and adapting work schedules and priorities to accomplish goals and objectives set by supervisor.
    • Excellent multi-tasking skills with the ability to manage and prioritize work duties.
    • Respond to change and to special requests with flexibility.
    • Maintains an effective working relationship with co-workers, customers, contractors and representatives of other governmental entities by employing effective interpersonal skills. Initiative to successfully resolve conflicts with others independently.

    Physical Demands and Working Conditions:
    • Frequent m inimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.
    • Frequent ex posure to routine office noise and equipment.
    • Occasional e xposure to hazards typically found in general office environments where there is rarely to no exposure to injury or accident.
