    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION

    Under the direction of the State Parks Division this position performs advanced (senior-level) administrative and supervisory program work regarding management of revenue resources and the Texas State Parks Store concession program to include planning, developing, and implementing business retail standards, inventory and cost controls, loss prevention, product development, and vendor recruitment. Provides oversight for the State Parks Point of Sale interface on centralized management of retail product classifications, recreational equipment rentals, all activity and facility fees, variable pricing and miscellaneous income. Provides consultative services and technical guidance for revenue generating programs. Work involves conducting feasibility analyses, monitoring and reviewing the development, operation and marketability of current and future auxiliary enterprises including staff-operated parks stores, equipment rentals, and food services. Provides guidance to the field resource specialists on business operations, retailing, marketing, and promotional program areas associated with the State Parks Division - Business Management Branch. Assists with other park/program special event planning and execution through marketing and product development. Supervises the State Parks Division's reservation data management, fulfillment and park store retail programs and staff. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


    Qualifications:

    MINIMUM QUALIFICATIONS:

    Education:

    Graduation from an accredited college or university with a bachelor's degree in business, retail / merchandising, hospitality, or a related discipline.

    Experience:

    Three years of experience in business management, business development, marketing, retail product development, consumer research, hospitality or related industry;

    Three years as team lead or supervisor.

    NOTE: Experience may have occurred concurrently.

    Licensure:

    Applicant must possess or be able to obtain and hold within 30 days of employment, a Texas class "C" driver's license.

    ACCEPTABLE SUBSTITUTIONS:

    Education:

    One additional year of qualifying experience business management, business development, marketing, retail product development, consumer research, hospitality or related industry may substitute for one year of the required college education, with a maximum substitution of four years of education.

    PREFERRED QUALIFICATIONS:

    Experience:

    Five years of retail concession operations and product development, business development, or business management in an outdoor recreation or tourism agency;

    Experience in using point of sale retail management software with perpetual inventory components.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of park, tourism or hospitality management and operations;

    Knowledge of customer research methodologies and analysis;

    Knowledge of agency policies and procedures;

    Knowledge of purchasing policies and procedures;

    Knowledge of budget and accounting policies and procedures;

    Knowledge of general business practices;

    Skill in promoting and evaluating customer service;

    Skill in survey development, interpretation of data, analysis of statistical data, outdoor recreational use terminology, an ability to compile collected data and generate statistical reports;

    Skill in effective verbal and written communications;

    Skill in using personal computers with Microsoft applications (including Word, Excel, PowerPoint and Access);

    Skill in monitoring contracts and budgets;

    Skill in analyzing state park revenue resources to include fees and concessions;

    Ability to learn new system operations, including computer applications;

    Ability to effectively communicate with a variety of audiences to include park staff, management, the general public and local, state and federal officials.

    WORKING CONDITIONS

    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;

    Required to travel 15% with possible overnight stays;

    Required to operate a State vehicle;

    Non-smoking environment in all State buildings and vehicles.
