The Position
State Land Agents conduct a broad range of real estate transactions related to State lands. Transactions include the development and execution of authorizations to use State land, such as construction authorizations, leases, licenses, easements, and permits. State Land Agents also acquire and dispose of land and land interests, including water, mineral and development rights, within statutory authority and in accordance with established real estate principles, practices and ethical standards.
The Department of Conservation and Natural Resources (NDCNR) protects, manages, and enhances the State's resources to provide the highest quality of life for Nevada's citizens and visitors. The NDCNR with over 900 employees consists of the Director's Office and the following divisions and programs: Environmental Protection, Forestry, State Lands, State Parks, Water Resources, Outdoor Recreation, Natural Heritage, State Historic Preservation Office, Off-Highway Vehicles, Sagebrush Ecosystem, and the Conservation Districts Program. The Department also provides support staff to the Nevada Tahoe Regional Planning Agency and has responsibility for numerous Boards, Commissions, and Councils. The Department has locations and/or provides program services in every community of the State. This recruitment is to fill multiple vacancies for a State Land Agent 2 underfilling a State Land Agent 3 in the Department of Conservation & Natural Resources, Division of State Lands (NDSL) located in Carson City. Under general supervision, incumbents perform the full range of duties in the series concept at the journey level and associated with real property authorizations. The activities include the generation of documents associated with these transactions and use of State-owned land. The incumbent manages multiple, concurrent projects, and is an effective communicator. The incumbents interface regularly with other state agencies to ensure services to these agencies are completed in a professional and timely manner with the best interest of the State and use of state land in mind and to evaluate both short and long-term land needs and facilitates acquisition and disposal of state land and land interests as needed. The incumbents are responsible for coordinating with the managing agency on a regular basis to ensure uses are authorized. The incumbent is often requested to conduct research in a variety of areas including title research, property history, gathering information, and compiling it into reports while reviewing state and federal laws and legislative intent. This includes review of state and federal laws related to state lands. The incumbent is responsible for inspecting state properties on a regular basis to ensure uses are authorized. The incumbent conducts property research; uses mapping applications and tools to locate state land; secures contracts for and interprets surveys and appraisals; produces real estate documents; and implements title, escrow, and recording procedures, among other duties.
The incumbent may also provide Land Agent services to the Nevada Department of Wildlife (NDOW). In close coordination with NDSL and NDOW, the incumbent reviews and processes proposals related to the third-party use of Wildlife Management Areas and other state lands assigned to NDOW. The Nevada Tahoe Resource Team (NTRT) is charged with implementing the State of Nevada's commitment to Lake Tahoe's Environmental Improvement Program (EIP). The incumbent supports the NTRT through property and development right acquisitions, handling complex trespass issues on state lands, and working with interagency partners to authorize projects. The incumbent focuses their efforts within the Lake Tahoe Basin. The incumbent works with the US Forest Service, Tahoe Regional Planning Agency, Nevada Division of State Parks, and many other partners to ensure the successful implementation of the EIP. The incumbent's primary role in supporting the EIP is leading the Nevada Lake Bank for the State of Nevada. This program is responsible for the purchase of coverage and other development rights in the Lake Tahoe Basin. The goal of the Land Bank is to assist the Tahoe Regional Planning Agency in mitigating impacts associated with development in the Tahoe Basin by acquiring and permanently retiring or transferring sensitive land coverage to less sensitive land. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in business administration, public administration, real estate, environmental or natural science, or related field and two years of professional experience in public lands management; real estate; escrow and title; property leasing, management or development; easements; property appraisal; or related field; OR graduation from high school or equivalent and four years of professional experience as described above; OR one year of experience as a State Land Agent I in Nevada State service; OR an equivalent combination of education and experience as described above. Special Notes Moderate statewide travel is required. Special Requirements A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continuing employment. A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items. The Examination Application Evaluation Exam The exam will consist of an application evaluation.
