    The Position

    OPEN EXAMINATION - SIX-MONTH PROBATIONARY PERIOD

    This classification work independently in the development, implementation and oversight of community outreach strategies for various City projects and programs.

    Essential functions of the job include, but are not limited to, the following:

    Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.

    Provides staff assistance to community groups and technical support to City departments undertaking major improvement projects, demonstration projects or planning efforts.

    Develops informational flyers, newsletters, brochures, pamphlets, program guides, presentations, and press releases associated with both specific projects, programs, services and general outreach efforts.

    Develops of video presentations and public service announcements related to projects, programs and services undertaken by the City.

    Develops focused public relations campaigns for specific projects and programs.

    Participates in a variety of outreach efforts including community events, presentations, workshops, and trainings.

    Maintains calendar of events for the department.

    Attends and promotes department events.

    Develops strategies and implements those strategies to promote department projects, programs, events and services.

    Manages social media and department website.

    Develops motivation efforts for increased citizen participation.

    Prepares strategies to disseminate information and elicits feedback from the community.

    Explains City processes and procedures clearly and effectively.

    Assists and trains operation staff in public participation strategies.

    Serves as liaison with neighborhood-based planning efforts.

    Trains and develops other staff in public participation strategies. May direct the work of other staff, as needed.

    Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

    May drive on company business.

    Performs other related duties as assigned or as the situation requires.

    Minimum Requirements

    Experience
    Four years related experience performing community organizing or citizen participation strategies.
    Professional social media experience highly desirable.
    Professional marketing experience highly desirable.
    Professional website management is highly desirable.

    Education/Training
    Bachelor's degree in Political Science, Public Administration, Organizational Development, Marketing, Communications, or a related field.

    License(s) / Certification(s)
    Valid Class C California driver's license.

    Knowledge, Skills & Abilities
    Knowledge, experience and skill in:

    Appropriate customer service practices.

    Basic principles of public relations and public speaking.

    Electronic communication policies and procedures.

    Basic understanding of community outreach.

    Fundamental aspects of layout and design.

    Online/web communications and social media applications.

    Possess strong skills in Microsoft Office (Excel, Word, Outlook)

    Strong time management and decision-making skills.

    Ability to:

    Lead, direct and develop other staff.

    Speak before community groups and make public presentations.
    Use computers and various software applications.
    Work independently.

    Selection Process

    EVALUATION OF APPLICATION: Submitted Application will be reviewed to ensure applicants meet the minimum requirements. All qualifying applicants will be invited to participate in the selection process.
    Candidates must pass each exam component with a minimum score of 70.00% in order to be placed on the eligible list.

    WRITTEN EXAM: (PASS/FAIL): To evaluate the candidate’s ability to be successful in this position. Exam will be relevant to the duties of this position.Approximately the top 12 scoring candidates who achieve a minimum passing score of 70.00% on the written exam will be invited to an oral interview.

    ORAL INTERVIEW: (Weight of 100%) To evaluate the applicant's experience, education, and general background for the position.

    TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED. Any evaluation will be based on the candidate's education and experience as related to the position. Any examination will be to evaluate the candidate's education, experience, knowledge and skills for the position. The City of Glendale reserves the right to modify the above stated examination components and/or weights. Should this be necessary, the candidates will be notified of the specific examination components and weights prior to the administration of any examination. The selected candidate will be subjected to a background check including Livescan fingerprinting. The City of Glendale conforms with State and Federal obligations to make reasonable accommodation for applicants and employees with disabilities.
