    Position Duties

    The Department of Transportation is currently seeking to fill 1 vacancy for the Associate Engineering Technician position in the Infrastructure Maintenance (IM) division - Storm Sewer Engineering section.     Typical responsibilities of the Associate Engineering Technician may include, but are not limited to the following:
    • Provide directions to entry level Engineering Technicians and other assigned personnel on project related tasks including drafting by planning, assigning and reviewing work deliverables.
    • Lead field investigations; prepares summary and recommendations with guidance from Engineers.?
    • Perform a variety of project and office support technical tasks such as submitting work requests and assisting field inspection staff; prepares graphical documents for reports and presentations; coordinates and attends project meetings
    • Respond to resident and public agency requests and issues on project related activities; assists with preparation of materials (i.e.: maps, PowerPoints, etc) for public meetings. Provides customer-focused written or phone responses in a timely manner.
    • Operate and utilize a variety of specialized software programs relevant to work performed; stores electronic data; generates reports and drawings.
    • Conduct data search, field investigation, and prepare findings and recommendation reports.
    • Perform sub-professional engineering studies of moderate difficulty for projects that involve independent data collection and analysis.
    • Manage contracts and reviews a variety of construction plans, drawings, cost estimates, and survey field notes for compliance and completion.
    • Assists in the preparation of project plans, reports and work orders as required using CAD or other drafting applications.
    • Conducts QA/QC checks on data, reports, and GIS layers to ensure consistency and compliance with city standards.?
    • Assists with training new staff and interns on data collection protocols, software tools, and safety procedures.?


    In addition to the duties listed above, Associate Engineering Technicians in the IM - Storm Sewer Engineering section typically performs the following specialized functions:
    • Follows safe practices in investigating Sanitary-storm infrastructure failures
    • Leads field investigations including independent data collection; taking pictures and performs measurements, and recording observation to support engineering or maintenance staff
    • Leads Engineering Technician and Engineering Trainees with trash capture devices inspection and, management of databases by supporting data entry and file management, as well as generating reports in response to public records requests.(upkeep of database, entering new inventory, history, and condition information).
    • Performs inspection planning and document research such as as-builts, public records, prepares investigation summaries, and cost estimates as necessary. Prepares, reviews and makes minor modifications to Sanitary storm maps using GIS tools.
    • Researches as-built plans, engineering records, and right of way records.
    • Reads and interprets engineering plans
    • Supports day-to-day maintenance activities, data analysis, mapping and application support for GIS needs
    • Leads in the collection, management, and maintenance of geographic data (both spatial and attribute) pertaining to a variety of Sanitary and Storm Sewer maintenance related needs.

    In addition to the duties listed above, Associate Engineering Technicians in the IM - Pavement section typically performs the following specialized functions:
    • Analyzes and interpret data using ArcGIS for pavement maintenance zones, street selection purposes, ADA curb ramp and bridge inventory.
    • Prepares maps for projects using ArcGIS and create reports/diagrams summarizing project data.
    • Assists in preparing and processing consultant agreements and contract documents for improvement projects; the solicitation of bids, bid opening, bid analysis and award of construction contracts.
    • Assists with providing construction support such as processing construction contracts, material submittal, contract change order and other pertinent documents during the construction phase of projects.
    • Assists with the management and maintenance of the City’s Pavement.
    • Management System (PMS), ADA Curb Ramp Inventory/Database, and Bridge Asset Management; update databases with planned and completed projects.
    • Makes on-site field trips to review existing pavement conditions or check installations against project specification and plans as needed.


    In addition to the typical responsibilities listed above, Associate Engineering Technicians in the Operations - Parking section typically performs the following specialized functions:

    • Manage Open Purchase Order contracts, consisting of various building trades, related to the maintenance and repair of City-managed parking facilities.
    • Assist in leading weekly garage and surface lot inspections with the City’s parking operator to identify and address facility maintenance issues.
    • Ensure City municipal and California Vehicle Codes can be legally enforced within the City’s on and off-street parkingfacilities through the installation and regular updating of signage and markings.
    • Manage the on-street parking configuration review and layout of metered and non-metered parking as needed throughout the City.
    • Assist with coordination efforts related to the installation and upgrade of Parking Access and Revenue Control Equipment and the launch of associated equipment features and parking program changes.

    Minimum Qualifications

    Education: Completion of high school, or equivalent (General Education Development [GED] Test or California Proficiency Certificate)

    Experience:
    • Four (4) years of increasingly responsible sub-professional engineering/technical support experience AND
    • Two (2) years of experience includes performing materials sampling and testing, drafting and developing plans and specifications, construction or infrastructure inspections, traffic engineering, or field surveying .


    Acceptable Substitutions:

    • Successful completion of two (2) academic years or sixty (60) semester units of college level engineering technology courses or related field from an accredited college or university may be substituted for the two (2) of four (4) years of sub-professional engineering/technical support experience.


    • There will be no substitute for the two (2) years of experience performing materials sampling and testing, drafting and developing plans and specifications, construction or infrastructure inspections, traffic engineering, or field surveying.


    Certifications/Licenses: Possession of a valid State of California driver’s license

    • Be exposed to unpredictable working conditions including but not limited to loud noise levels, inclement weather conditions, road hazards, vibration, confined workspaces, toxic or caustic chemicals, hazardous physical substances, fumes, odors, gases, dust, and air contaminants;
    • Lift, carry, push, and pull materials and objects averaging a weight of 40 pounds, or heavier weights, in all cases with the use of proper equipment.
