    Essential Job Functions

    What will you do as a Talent Assessment Associate (Human Resources Analyst II)?
    • Plan, conduct, and design job analysis, assessment tool development, and validation research projects.
    • Collaborate and consult with operating departments to understand assessment needs and recommend efficient and effective assessment plans to identify the best candidates for the job.
    • Interview, observe, and survey subject matter experts to collect information and identify critical work behaviors and skills necessary for optimal job performance.
    • Develop and validate assessment tools (e.g., structured interviews, written tests, performance tests, situational judgment tests) based on job analysis results in order to provide a fair and equitable assessment process and predict successful job performance.
    • Conduct statistical analyses (e.g., t-tests, correlations, scale reliability estimates, factor analyses, regression) and apply classical and modern test theory to improve the reliability and validity of assessments, ensure fairness, and recommend passing scores.
    • Collaborate with operating departments to ensure job analysis and assessment materials are in accordance with professional guidelines and legal standards.
    • Build, review, and/or deliver training programs, including item-writing training, interview and assessment development training, and interviewer training.

    Requirements

    Specialty Requirements
    • Option I: Two (2) years of experience conducting job analyses and test development and validation.
    • Option II: A master's degree or equivalent college units from an accredited college in Industrial/Organizational Psychology, Measurement, Applied Psychology, or a closely related field, and six (6) months of experience conducting job analysis and test development and validation.
    • Option III: A doctoral degree or equivalent college units from an accredited college in Industrial/Organizational Psychology, Measurement, Applied Psychology, or a closely related field .


    To receive credit for your education, include a copy of your official diploma, official transcript, or letter/certificate from an accredited institution within seven (7) days from application submission date. The document should show the date the degree was conferred and be in English; if it is in a foreign language, it must be translated and evaluated for equivalency to U.S. standards.     Applicants who served in the military and were honorably discharged may qualify for Veteran's Credit. We will need a copy of your form DD214 to review, so please include that with your application.

    Withhold information

    If you will meet the education requirements within six (6) months from application submission date, then you can still apply for this exam. However, we will not include you on the list sent to hiring managers until you provide proof of meeting the requirements.

    License

    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    Physical Class

    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    Examination Content

    Once we have identified that you meet our requirements, an invitation regarding the following assessment processes will be sent. This examination will consist of two (2) parts, weighted at 100%.

    Part I: A multiple-choice and/or simulation assessment(s), weighted 60% measuring the following competencies:

    Applicants must meet the requirements and achieve a passing score of 70% or higher on each part of the examination in order to be placed on the eligible register.

    Exam Review
    Multiple-choice and simulation assessments are not reviewable by candidates per Civil Service Rule 7.19.
    Transfer of Test Components
    If you recently took identical components for other exams, the test responses may be automatically transferred to this examination. This exam contains test components that might be used on future exams, and your responses could be transferred to that exam.
    Test Preparation
    We provide study guides and other test preparation resources to help candidates prepare for employment tests. While the guides may help in preparing for the test, we recommend reviewing all related materials that seem necessary.

    Eligibility and Vacancy Information
    The names of candidates receiving a passing grade in the examination will be placed on the eligible register in the order of their score group for a period of six (6) months following the date of promulgation. We will use this list to fill vacancies within the Department of Human Resources - Countywide Talent Assessment Division .

    Applications will be processed on an as-received basis and promulgated to the eligible register accordingly.

    In lieu of traditional banding, an alternative banding procedure may be employed as a result of a special study sanctioned by the Department of Human Resources, consistent with Civil Service Rule 11.01(D).
