    Description:

    The Stormwater & Civil Projects Team Lead’s primary focus of this position will be program support towards civil construction aspects relating to stormwater, drainages, service roads and paved surfaces. A CDL Class A license is preferred as well as a foreman level of equipment operation skillset with knowledge and experience in the operation of a motor grader, tracked excavator, and similar earthwork and grading pieces of equipment.

    Stormwater certification will be required within one year and the position will assist with the planning and inspection of assets to support the program and schedule.

    SCHEDULE:

    This position is a 4-day work week (Monday-Thursday) and requires on-site attendance to perform job duties. There is also the need for work to be performed on occasional evenings and/or weekends due to hazardous weather conditions and snow removal needs.

    COMPENSATION:

    Hiring Range: $36.00 - $39.00 USD Hourly

    Compensation will be determined based on education, experience and skills.

    ESSENTIAL DUTIES:

    The Stormwater & Civil Projects Team Lead is responsible for:
    • Providing field oversight and supervision for Jefferson County Open Space (JCOS) construction and maintenance projects.
    • Inspecting park facilities and building environment for public safety and maintenance issues. Developing facilities inventory and maintenance repair lists. Reading and correctly interpreting blueprints. Estimating and procuring materials.
    • Interacting with building department officials and JCOS planning staff. Coordinating projects with various county departments, contractors, inspectors, architects, planners and engineers to ensure projects adhere to design criteria, schedules, safety and quality standards and current building codes.
    • Instructing and directing employees in proper construction and maintenance techniques.
    • Supervising and leading the remodel, repair and maintenance of facilities and structures. Removing old, vandalized, worn out and non-functioning materials, devices and equipment. Remodeling, repairing and replacing materials using skills and tasks as described in new construction. Completing minor interior and exterior repair, trim, painting, plumbing and electrical. Completing exterior repair, painting, trim, vents, and shingles. Preparing buildings for seasonal changes such as winterizing. Inspecting existing buildings for safety and maintenance issues. Adhering to all current building codes and safe practices.
    • Supervising and leading the repair and replacement of paved surfaces and any related infrastructure. Performing scheduled maintenance.
    • Supervising and leading the team in new construction of infrastructure and perform construction management when utilizing contractors.
    • Overseeing site excavation and landscaping using heavy equipment such as a backhoe, dump truck, skid steer, dozer and loaders.
    • Building foundations: shoot elevations, compact soil, build forms, and finish concrete, strip forms, backfill using heavy equipment and hand tools.
    • Framing structures: carpentry to build walls, partitions, ceilings and roofs.
    • Plumbing skills: trench, layout and all rough and finish plumbing.
    • Masonry: lay stone/brick or block, tuck pointing, finish masonry.
    • Flat work: Form sidewalks, trails and steps, pour concrete, finish concrete, strip forms and backfill to finish grade.
    • Supervise and lead the construction, remodel, and repair of water resource facilities such as irrigation ditch lines, drainages, and ponds.
    • Utilizing equipment, plans, and best practices, collaborates with the Natural Resources Team to repair or restore damaged hill slopes and drainages for mitigation and resource benefit.
    • Assist with snow removal activities or heavy snow cleanup as needed with equipment operation.
    • Maintain a routine annual inspection and report of all stormwater and pavement infrastructure within JCOS and collaborate with field teams towards recommended daily, routine, or complex maintenance activities.
    • Administering and making recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraisals, and taking corrective action.
    • Conducting performance evaluations and communicating short- and long-term goals and objectives.
    • Submitting personnel records and reports as required by the County.
    • Assisting and advising subordinates as necessary, resolving problems as non-routine situations arise, and ensuring adherence to established policies, procedures and standards. Communicating changes in policy and procedures to direct reports and implements them as directed.
    • Other duties and responsibilities as assigned.


    Knowledge, skills, and abilities that lead to success in this role include:
    • Trade experience, including, but not limited to carpentry, plumbing, electrical, masonry, roofing, flat work, excavation and grade work.
    • Interpersonal communication skills.
    • Ability to delegate tasks.
    • Ability to manage multiple projects at once.

    Minimum Qualifications:
    • Three years of work-related experience.
    • High school diploma or equivalent certificate.
    • Please note that an equivalent combination of education and experience is acceptable.


    Preferred knowledge, skills and abilities :
    • Three years of journeyman/trade experience.
    • Relevant Specialized Training.
    • CPR/ First Aid Certification within 6 months of hire.
    • Pre-employment physical is required.
    • Pulmonary Function and Respirator Fit Test at hire.
    • Class A CDL is preferred at hire.
