HIRING SALARY RANGE: $70,000 - $82,000

Duties and ResponsibilitiesPosition Overview:Title: Voter Registration and Absentee Manager
Supervises: 4 Voter Services Representatives
Education: Bachelor’s Degree required
Certifications: State Certification within 18 months of hire; National certification through the Election Center within four years
Essential Job Tasks:The following tasks represent the core responsibilities of the Manager role. This list is not exhaustive but provides an overview of key duties:
Voter Registration & Database Management:- Ensure the integrity of the county voter registration system.
- Develop and establish goals, strategies, and priorities for the voter registration division.
- Provide policy and strategic advice to the Executive Director on voter registration and absentee voting.
- Manage and oversee the data entry and processing of all voter registration applications.
- Maintain records of all voter registration applications for permanent retention.
- Respond to verification requests regarding voter status.
Absentee Ballot Processing & Election Data Management:- Supervise, train, and schedule a team of 6-30 temporary employees for absentee ballot processing and call center operations.
- Audit and securely store absentee-by-mail ballots in compliance with state and federal laws.
- Create and develop election notifications for voters.
- Establish standard operating procedures for the office.
Precincts & Districts Coordination:- Coordinate with the election manager the review of districts and boundaries.
- Oversee the reissuance of voter registration certificates notifying voters of changes in polling locations, precincts, or districts.
Registration List Management:- Post-Election Responsibilities:
- Research and provide records for provisional ballots.
- Update voter status in the registration system.
- Return registration lists to the SC State Election Commission following election certification.
Customer Service & Communication:- Manage the election call center and respond to public inquiries.
- Manage in-office voter services.
- Oversee LiveChat services for voter assistance.
- Draft and distribute voter correspondence, including:
Application rejection notices
Incomplete application follow-ups
Motor Voter application issues
Research and delegate voter registration inquiries to appropriate representatives.
Minimum QualificationsMinimum Requirements:
Education:- Bachelor’s degree
Experience:- Five (5) years of project management experience, including two (2) years in a supervisory or managerial role.
- OR a combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis.
Other Requirements:- Must complete the SC State Election Commission training program within 18 months of hire
