    The Missouri Department of Health and Senior Services (DHSS) is recruiting a Research/Data Analyst to support data modernization, interoperability, and public health informatics processes. This position will play a key role in modernizing various public health surveillance systems across DHSS including, but not limited to, electronic laboratory reporting and electronic case reporting. The person in this role will utilize foundational health informatics skills to advance the capabilities of DHSS to capture up-to-date data elements as identified by federal agencies. This position will also be responsible for carrying out process analyses, gap analyses, needs assessments, and/or process development plans as needed to inform decisions regarding data system needs, enhancements, or implementations.

    • Develop and maintain effective professional relationships with public health professionals at the state and local offices, the information technology team, and reporting partners.
    • Conduct onboarding of reporting partners to include reviewing and validating HL7 messages and electronic initial case reports (eICRs), providing feedback to reporting partners on errors, and collaborating with the information technology team on processing issues.
    • Utilize tools such as SAS, SQL Server Management Studio, Tableau, R, Python, Rhapsody Management Console, and 7Edit Professional to validate and query messages, develop error reports for partners, and monitor data quality.
    • Provide technical assistance for public health reporting requirements, electronic laboratory reporting, electronic case reporting, and laboratory reporting processes in the surveillance systems.
    • Create and update standard operating procedures for internal and external processes, such as for data management and validation.


    Minimum Qualifications:

    • Bachelor’s degree and relevant technical and/or informatics experience and/or appropriate certification
    • 2-4 years experience with statistical software (R, SPSS, SAS, SQL, etc.), and the ability to effectively use data querying tools
    • Basic knowledge of health information systems and electronic data transfer methods
    • Experience with Microsoft 365 and the ability to quickly learn new systems, software, and computer programming languages (e.g., SQL Server, Python, Java, Tableau)
    • Strong and effective communication skills, both written and verbal
    • Good organization skills and attention to detail
