    Position/Program Information

    TYPE OF RECRUITMENT: OPEN COMPETITIVE - EMERGENCY

    The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires , including the Palisades and Eaton Fires, that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild.     The Department of Public Works is seeking qualified candidates to fill emergency Water Service Helper I - Malibu vacancies related to this unprecedented natural disaster.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

    Those who successfully pass the assessment will be considered for permanent appointment to Water Service Helper I - Malibu .

    Essential Job Functions

    A Water Service Helper I - Malibu is responsible for a combination of the following job functions:
    • Receives on-the-job instruction and training; under close supervision, performs work processes including:
    • Installing, maintaining and repairing service connections, water mains, meters, hydrants and water storage, and pumping equipment and appurtenant facilities.
    • Cleaning and maintaining tools and equipment.
    • Learning and following applicable Federal, State, County, and departmental safety procedures.
    • Making connections to existing water mains, installing valves, pipelines, and service connections.
    • Using hydraulic, pneumatic and hand tools to break pavement, drill, dig and backfill trenches and repair pavements.
    • Assisting in the operation and maintenance of vehicles and equipment for installing water system facilities and excavating and backfilling operations.
    • Cutting, threading and fitting pipe.
    • Reading water meters.
    • Investigating and resolving routine customer problems, including shut off procedures.
    • Testing and repairing water meters in the field or shop.
    • Cleaning water storage tanks, pipes, and pumping plant equipment.
    • Assisting in the transporting of construction equipment to and from work sites.
    • Performing water disinfections, sampling, and testing procedures.
    • Inspecting and replacing disinfection equipment.
    • Controlling traffic at construction and maintenance sites.
    • Responding to emergencies during normally scheduled time off and working unscheduled shifts to meet emergency requirements.
    • Drives vehicles or equipment with a gross vehicle weight of 26,000 pounds or more to and from work sites, as needed.

    Requirements

    MINIMUM REQUIREMENTS:

    No training or experience is required.

    LICENSE:
    A valid California Class C Driver License is required to perform job-related essential functions.

    A valid California Class A or B Driver License may be required for appointment to some positions in this class.

    Successful applicants for positions that require driving must obtain and present a copy of his/her driving record from the California State Department of Motor Vehicles before final appointment. Applicants should not present a copy of their driving history until asked to do so by the hiring department. The County will make an individualized assessment of whether an applicant's driving history has a direct or adverse relationship with the specific duties of the job. License must not be currently suspended, restricted, or revoked.

    PHYSICAL CLASS:
    Physical Class IV - Arduous: This class involves frequent heavy lifting over 25 pounds, often combined with bending, twisting, or working above ground on irregular surfaces. It includes those positions that occasionally demand extraordinary physical activity such as those in Safety positions.

    SPECIAL REQUIREMENT INFORMATION:
    Some positions in this classification may be required to perform functions where passing periodic specialized medical examinations is required by law such as for respirator use or confined space, asbestos operations, or pesticide application. Initial appointment and retention in such
    assignments may be contingent upon meeting such medical requirements.

    EXAM CONTENT:
    Before the end of your initial work assignment, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
