Accounting Manager
DEPARTMENT: Finance DATE: September 2020
SUMMARY: Under limited supervision, responsible for the management and operations of key functions within the Accounting Division, including preparation of financial reports, accounting for all City funds, processing of accounts receivable and accounts payable, and other financial matters.
ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
• Supervises the Accounting Division Staff of the Finance Department to include monitoring of process flow; proper adherence to policies and procedures; performance of day-to-day operations, reconciliations, and procedures are properly followed; plans, prioritizes, and assigns tasks and projects; monitors and reviews work, develops staff skills, and evaluates performance; provides technical guidance, assistance, and training; meets regularly with Staff to discuss and resolve workload and technical issues; develops work plans; assures required deadlines are met; and verifies the accuracy and efficiency of work activities.
• Manage and direct the work of the Accounting Division as assigned to complete the presentation of materials for review by the external auditors a well as preparation of financial statements and note disclosures in the Comprehensive Annual Financial Report (CAFR).
• Assist the City Controller and Assistant City Manager of Finance with special projects, as requested.
• Knowledge of Generally Accepted Accounting Principles (GAAP) adopted by GASB, Governmental Finance Officers Association governmental accounting and financial reporting requirements, Internal Revenue Code and City policies and procedures.
• Responsible for the production of the Comprehensive Annual Financial Report.
• Complies composite reports from individual reports of subordinates required by management or government agencies.
• Determines work procedures, prepares work schedules, and expedites workflow.
• Assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.
• Assists in budget development activities; provides financial information as needed.
• Provides various activity reports; provides monthly investment statements.
• Completes Comprehensive Annual Financial Report (CAFR) assignments annually; assists auditors by responding to questions and information requests.
• Reviews capital expenditures for government funds.
• Approves/denies daily requisitions; compares accounting trail to expenditure description, vendor, document text, amount, and commodity code for consistency and accuracy.
• Administers the Fixed Asset Program, including accounting, reporting, additions, and deletions.
• Responds to information requests both internally and externally.
• Studies and standardizes procedures to improve the efficiency of subordinates.
• Performs special projects as assigned.
• Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
• Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.
KNOWLEDGE AND SKILLS:
Knowledge:
• City organization, operations, policies, and procedures.
• Generally Accepted Accounting Principles (GAAP) and Generally Accepted Government Auditing Standards (GAGAS).
• Government and fund accounting principles and practices.
• State and federal regulations and requirements governing the various grant programs.
• Code of Federal Regulations.
• Principles and practices of grants management and administration.
• Principles and practices of project management.
• Business and personal computers; word processing and spreadsheet software; and other general office equipment and computer applications.
Skill in:
• Handling situations requiring diplomacy, fairness, firmness, and sound judgment.

• Understanding and applying City policies and procedures, and applicable federal and state regulations.
• Explaining state and federal grants management and administration policies and procedures.

• Summarizing and interpreting current and projected financial positions.
• Organizing and maintaining records and analyzing data.
• Establishing and maintaining cooperative working relationships with all levels within the City.
• Communicating effectively verbally and in writing.
MINIMUM QUALIFICATIONS:
Bachelor’s Degree in Accounting or a related field; AND Five years’ experience in professional accounting with preference given to governmental accounting and/or auditing experience. Minimum of five years of supervisory experience within a finance management environment. CPA designation desirable.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Work is performed primarily in a standard office environment. May be required to lift and carry items weighing up to 15 pounds. May be required to use step stools and climb ladders to reach or store materials.
