    Job Summary

    Essential Job Functions

    This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.

    This position has responsibilities that require lifting up to 20 pounds on occasion.
    • Supervises staff by assigning work duties, planning workloads, coaching, mentoring, recognizing and disciplining staff as appropriate, providing training, conducting performance evaluations, and evaluating work progress routinely.

    • Oversees and handles a variety of Human Resources areas including, but not limited to, budget development and forecasting, HRIS (Lawson and/or Workday) administration and maintenance, Legislative involvement for bills to be passed, administration of Civil Service in accordance with state and local rules (Chapter 143 of TLGC), Benefits and Risk Management, HIPAA compliance, employee relations including management of grievances, appeals, EEOC and investigations, Imaging and Records retention, city-wide training and recognition programs, retirement and/or out-processing functions.

    • Direct involvement with finding creative and strategic solutions for departments as needed to solve issues in hiring, retention, classification review, reporting and programming. Requires focus on core values of People, Service and Integrity. Ability to remain positive and have high energy in a challenging and fast-paced environment.

    • Responsible for assisting oversight of Civil Service under Chapter 143 of the Texas Local Government Code and administration/updates as needed to our local rules. Involves coordinating with staff to ensure proper administration of open meetings and minutes, entrance and promotional exams, assessment centers, benefits and leave administration, and coordinating Civil Service Hearings through the Civil Service Commission and/or a third party Hearing Examiner. Must be able to correctly interpret and strictly follow law, with consultation of the Police and/or Fire Chief, outside attorney and city attorney as needed.

    • Monitors budget expenditures and forecasting. Prepare year-end and ongoing estimates, able to recommend cost cuts and improvements, assess departmental recommendations as needed and review city-wide budget at the City Manager’s request.

    • Involvement in Risk, Benefits and Wellness programming and administration by working with consultants, vendors, and staff. Manage nearly $30 million in risk and insurance budgets, safety measures and city-wide education of related topics. Review losses and make programming recommendations as needed.

    • Prepare and analyze bids as needed to ensure contracts and renewals remain compliant and up to date. Prepare council communication materials and speak to council or legislators at the state level as necessary. Track all contracts, Certificates of Insurance and other items due related to bids. Ensures budget is monitored, adjustments made, and recommendations for fiscal year recommendations made to Director.

    • Create, provide and/or coordinate training as needed city-wide. May be responsible for assisting in development of leadership programs, Executive Retreats, Grand Prairie Management Academy. Work with City Manager’s Office as needed to create specialized programs at their request.

    • All other duties as assigned by a supervisor/manager within your department/division.

    • Regular and consistent attendance and punctuality for the assigned work hours is essential.


    Minimum Qualifications

    • Education: Bachelor’s degree or equivalent.

    • Experience: Over 5 years of related experience. Supervisory experience preferred.

    • Licenses: Valid Driver's License required.

    • Certifications Required: None.
