    Mohave County Assessor’s Department is looking to hire a Computer Assisted Mass Appraisal (CAMA) Specialist in Kingman, AZ.

    We are located at 700 W. Beale Street, Kingman, AZ.

    About us
    Mohave County, established in 1864, is one of Arizona’s original four counties—and the Assessor’s Office has played a key role since the beginning in supporting territorial and later state government through property valuation. In the early days, assessments were often handwritten in large ledgers, and assessors traveled by horseback or wagon to reach remote mining camps, ranches, and river settlements along the Colorado River to value property for taxation. It was one of the most rugged assessment jobs in the territory!

    Appraiser I (underfill) -> Starting Salary, $19.13/hr.

    Appraiser I -> Starting Salary, $20.09/hr.

    Appraiser II -> Starting Salary, $23.26/hr.

    CAMA (Computer Assisted Mass Appraisal) Specialist -> Starting Salary, $25.65/hr.

    • Monday-Friday, 8:00am-5:00pm.
    • Weekends and holidays off.
    • Interact with the public, especially during appeal seasons, to explain valuation models and support taxpayer inquiries.
    • Attend valuation hearings or meetings to provide technical support and defend valuation methodologies.
    • Coordinate with other departments such as GIS, IT, and Treasurer's Office to ensure accuracy and consistency across property records.

    Must be able to travel throughout different county locations. Working conditions would include but not limited to:
    • Work outdoors in varying weather conditions, including strong winds, extreme heat to extreme cold temperatures.
    • This position does require time spent standing, walking, bending, and stooping.
    • The ability to frequently be able to lift 1lb up to 50lbs.
    • Work does require traveling to perform inspections sites and investigations while operating a Mohave County provided vehicle to conduct field visits, as needed, to verify property characteristics impacting valuation.


    Essential Job Functions

    • In a learning and training capacity, assists in the maintenance of existing CAMA system.
    • Under the direct supervision of the CAMA Manager or designated staff, assists in the review of work product and compliance with current mass appraisal policy.
    • Assists in the creation of annual valuations, and in the analysis of annual valuation results.
    • Assists in performing data-related procedures, including public and internal query of database, production of reports and data exploration as it relates to valuation.
    • Assist with training staff on model application, data integrity, and updates to the CAMA system.
    • Maintain up-to-date knowledge of DOR guidelines, legislative changes, and valuation best practices.
    • Under the direct supervision of the CAMA Manager or designated staff, conducts quality assurance analysis of CAMA data to ensure data is suitable to correctly value Mohave County properties.


    Minimum Qualifications

    Required Minimum Education, Experience, and Training:

    Appraiser I (Underfill): Entry level work experience.
    • High School diploma/GED (General Education Degree).
    • Two (2) years of experience in construction, real estate sales, or equivalent. OR
    • Two (2) years’ experience in various functions in an Assessor's office. OR
    • College level appraisal, construction and/or real estate courses may be substituted for the preceding experience.
    • For this purpose, thirty (30) college semester hours will equal to one (1) year of experience.
    • Possess a willingness to strive and obtain Provisional Certification within five (5) months of appointment to Appraiser I (Underfill).
    • Within 18 months of receiving Provisional Certification, obtain the Appraiser Level 1 Certification as administered by the State of Arizona Department of Revenue (subject to class availability and budget constraints).
    • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.
    Appraiser I: Level I Certification including
    • High School diploma/GED (General Education Degree).
    • Level I Certification as administered by the State of Arizona, Department of Revenue (See ARS 42-123.02, Level I Certification, from the Department of Revenue).
    • One (1) year successful experience in the appraisal and assessment of real and personal property as an Appraiser Provisional or when filled from outside one (1) year of experience as an Appraiser or related field involving the appraisal and assessment of real and personal property.
    • Within eighteen (18) months of receiving Level I Certification, obtain Level II Certification as administered by the State of Arizona, Department of Revenue (See ARS 42-123.02, Level II Certification, from the Department of Revenue).
    • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.

    Appraiser II: Level I and II Certification including
    • High School diploma/GED (General Education Degree)
    • Level I and II Certifications as administered by the State of Arizona, Department of Revenue (See ARS 42-123.02, Level I and II Certifications, from the Department of Revenue)
    • Eighteen (18) months or more of successful experience in the appraisal and assessment of real and personal property as an Appraiser I or when filled from outside, eighteen (18) months or more of experience as a certified journey Appraiser involving the appraisal and assessment of real and personal property for tax assessment purposes and for proper classification of taxable property and improvements.
    • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.

    Computer Assisted Mass Appraisal (CAMA): Level I and II Certification and two years including
    • Associates Degree from an accredited college or university with coursework in Computer Science, Business Administration Mathematics, Statistical Analysis or related field.
    • Within 12 months of receiving Appraiser Level 1 Certification, obtain Appraiser Level 2 Certification as administered by the State of Arizona Department of Revenue (subject to class availability and budget constraints).
    • Two (2) years in a directly related filed or in the performance of similar duties and responsibilities.
    • Must be proficient with Windows based applications, (Word, Excel, PowerPoint, Access Database and SPSS for Windows as it applies to property valuation techniques and methodology.
    • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.


    Knowledge, Skills & Abilities

    • Essentials of establishing data-entry policies and administering quality-control procedures in a multi-user system.
    • Concepts relating to relational databases (Microsoft SQL Server, Microsoft Access, and other platforms).
    • Fundamentals of statistical concepts used in appraisal analysis, which may include Median Sales Ratios and other common measures.
    • Fundamental appraisal and economic theory and its application in appraisal assignments.
    • Geographic Information Services (GIS) and the use of aerial imagery in a mass appraisal setting.
    • Querying relational databases and other data sources.
    • Report writing.

    • Clearly explain complex issues to the public and staff, both verbally and in writing.
    • Assist others with the preparation and assemblage of data.
    • Prepare concise charts, graphs, records, and descriptions.
    • Accomplish assigned workload in a timely manner and meet established performance standards and objectives.
    • Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the public.
    • Interpret and apply departmental policies, procedures and regulations.
    • Troubleshooting and resolving technical issues affecting staff and the public, both efficiently and effectively.
    • Database management tools.
    • Appraisal theory for the correct development of appraisal priorities and procedures.
    • Digital analytics, including measuring devices and ortho-photography tools.
