    DESCRIPTION

    The Department of Health and Human Services has an immediate opening for an unclassified, part-time, Accounting Technician (Non-Career). Reporting to the Senior Accountant, this position performs various complex and technical accounting functions in the Financial Services Division, including the purchase, tracking, and payment of large City-wide vendor accounts for the Department. This position is located at the main health department office located at 2525 Grand Ave, Long Beach CA 90815.

    Non-Career employees are allowed a maximum of 1,600 work hours available over a 12-month period, and are considered temporary, at-will employees who are not typically eligible for benefits. However, non-career employees may qualify for health coverage and sick leave accruals subject to applicable federal and state provisions.

    EXAMPLES OF DUTIES

    Position duties include:
    • Sets up and maintains prescribed general and special ledger accounts, journals, registers, and accounting records, including those related to City-wide vendor accounts.
    • Processes vendor invoices, direct payments, and reimbursements.
    • Sorts and routes incoming and outgoing documents.
    • Prepares journal entries (JE) for various Health Department Divisions and other City departments.
    • Examines, reconciles, codes, posts, and inputs data in Tyler-Munis Financial System.
    • Processes daily deposit transactions (Payment Entry) in Munis to record HE Cashiering daily sales.
    • Applies prescribed measures of internal controls as instructed by the Senior Accountant and Accounting Services Officer.
    • Balances accounts and makes adjusting and closing entries.
    • Prepares and analyzes schedules, statements, and reports as instructed.
    • Maintains databases regarding Grants drawdowns.
    • Assists in the computation and distribution of labor material, and overhead costs.
    • Assists in the distribution of Technology and Innovation MOU charges under Tyler-Munis.
    • Assists Accountants in the review of specialized financial reports related to various grants billing processes.
    • Performs computations using specialized and complex financial data, including those related to travel requests and reimbursement.
    • Trains staff on policies, procedures, and the Tyler-Munis financial system.
    • Reviews the work of Accounting Clerks and other clerical personnel involved in accounting for the Department.
    • Acts as a subject matter expert on the Tyler-Munis financial module and end-user training.
    • Performs other related duties as required.


    REQUIREMENTS TO FILE

    EDUCATION/EXPERIENCE:
    • E ducation equivalent to an Associate of Arts degree in Accounting or closely related field (completion of 60-semester units or 90-quarter units) including specific courses in Intermediate Accounting (proof required)*

    AND

    • One year of full-time equivalent, paid experience performing complex clerical accounting duties**
    Additional experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis.

    ** Complex clerical accounting duties may include bank reconciliations, review, and reconciliation of accounts payable and accounts receivable transactions, creation, review, and maintenance of vendor records, creation and posting of journal entries, and inventory reconciliations.
